Among matters discussed at the February meeting of St. Mary Out Liberty Community Council were the following:

PLANNING APPLICATIONS

Retirement village, Park House Court, Narberth Road, Tenby. The council agreed in principle that they were unable to approve the development in its present form. There was insufficient detail, and council required much more information before any decision could be made on a development of this size which may well be outside the current development plan. It was also agreed that they would like the developer to attend a meeting to answer questions that councillors may wish to ask. Caswell, Broadfield Hill, Saundersfoot: The council agreed that they had no objection to this development. The Retreat, Swallowtree Saundersfoot: The chairman read a letter which explained minor amendments to the proposed development. The c ouncil agreed that they had no objection to these.

FINANCE

Accounts: One Voice Wales membership - £63. Receipt of the invoices for the chairs that the community council had purchased for the Village Hall as a donation to the new extension was noted. Appeals: Age Concern - a donation of £10 was agreed.

COUNTY COUNCILLOR MRS. CAVILL's REPORT

Speed on the bypass: Speed on the bypass was measured from January 19-31. The 85 per cent, which was what the overall speed was judged by, averaged 54.5 mph in the northerly direction of Twycross and 54 mph in the southerly direction of Tenby. This was acceptable to the police. Road signs on the bypass: It was intended to re- position the 'No left turn' sign on the light stand, but this was not strong enough to take a sign, so a new post was being erected. Bus stops: It had been agreed to paint the sign on the bus stop adjacent to St. Anne's Drive. This would be done as soon as there was a window of dry weather. Cars for sale on verges: Clr. Mrs. Cavill had reported them to the appropriate officer and asked, on behalf of the community council, if the county council had an officer who places notices on the offending cars. The officer thanked the community council, but it had to remain with the county council. Landscaping: Minor landscaping works were to be carried out within the next few weeks in the area around Twycross roundabout. This was part of the 'Pembrokeshire Gateways' programme, which was a joint venture of enhancement works to the main transport routes into the county, with particular emphasis on tourist locations. Kerbside recycling: Plans were underway to roll out the second phase of the Pembrokeshire Kerbside Recycling Scheme and this would include New Hedges. It was known as the 'orange bag scheme' and would commence sometime in June.

HIGHWAY MATTERS

There were no other matters other than those that had been covered in the county councillor's report, although members were not entirely happy with the results of the speed checks. County Clr. Mrs. Cavill was requested to enquire as to the position that the speed check was taken. Clr. Morris felt that this would have an important effect upon the result. Access Waterwynch Beach: The chairman read a letter from Pembrokeshire Coast National Park with reference to the diversion order that was now being carried out. A plan accompanied the letter which outlined the proposed diversion. Council agreed the proposed diversion order was in line with that agreed earlier and expressed the hope that the works would be completed before the new holiday season. Playing fields and Village Hall: Clr. Hall said there was nothing new to report, but advised that all was progressing. Community council periodic review: The clerk advised that he had written to Pembrokeshire County Council as instructed. An e-mail had been received in reply, advising that the cabinet would be meeting in March and that any information would be available after that meeting. Vacancy: The clerk advised that Clr. Mrs. J. Hawkes had resigned from the council. He was instructed to contact Pembrokeshire CC to advise them of the casual vacancy and to await further instructions.

CORRESPONDENCE

The chairman read a letter from the local Health Board with reference to disability. The letter outlined the impact and the requirements. A letter of thanks was received from Pembrokeshire YFC for a donation that council had given. Various newsletters and circulars were also circulated. Finally, the chairman reported a letter from Pembrokeshire County Council with reference to playground inspections. Clr. Hall advised the meeting that the Village Hall management committee members had already undertaken a training course to obtain this qualification. Further information on play strategy would be circulated in the near future.

ANY OTHER BUSINESS

Questions were raised about periodic litter picking within the village. County Clr. Mrs. Cavill agreed to undertake enquiries into this matter and to report to the next meeting. Questions were also asked about the position with the motel. Again there was uncertainity, and it was agreed that this matter should be followed up.
