Matters discussed at the October meeting of Templeton Community Council included the following:
Matters arising
Two replies had been received from trustees of the football field. The matter was under discussion and would be reviewed at the next meeting.
Registration of the Village Green was still under discussion. Clr. Davies was to make further enquiries.
Correspondence
Street naming and numbering six dwellings on land opposite Temple Heights, Templeton: The suggestion from Pembs. County Council of Temple View was agreed.
Donations: Requests were received from Bobath Children's Therapy Centre, Urdd Gobaith Cymru, Princes Trust Volunteer Mentoring, Oxygen Therapy Centre. As council receive many requests for donations during the year, it was agreed that they would all be put together and designated at the next annual general meeting.
County Councillor's Report
Clr. Morse has received several complaints regarding speeding through Cold Blow and said he would investigate further traffic calming measures on approaches to the village, as well as asking for police presence.
Pupils from Templeton CP School had been using woodlands at Blackaldern, Narberth, as an outdoor classroom under the Forest Schools initiative. This had proved a great success. Furthermore, the reopening of the footpath had enabled the class to walk in safety. To enable pupils and staff at the school to safely access the new footpath, Clr. Morse would be lobbying officials at County Hall to install a section of pavement between the school and Ty Coed Farm. Clr. Phillips will also look at alternative options for the route.
Due to lack of available funding from the Welsh Assembly Government for a bus shelter at Cold Blow, it was unanimously agreed by the community council to fund the project from their own funds. Clr. Morse would make the relevant enquiries to carry out this endeavour.
Financial
Clr. Priest advised that as the council was a statutory body, funding would not be available via PLANED, however should the council join with other organisations in Templeton and set-up a Development Trust, this would then be able to apply for funds for projects within the area. Clr. Morse would read a similar trust document and report back to the council regarding the way forward.
Planning Applications
Applications granted by Pembrokeshire County Council: erection of double garage - Maes Y Coed, Molleston; amendment of vehicular access - Maes Y Coed, Molleston; certificate of lawfulness - Bungalow, Wood Green Farm, Cold Blow; agricultural building - Glan Yr Afon, Templeton
Church Hall
Council agreed to a further five-year lease for the Church Hall and would also contribute 50 per cent to the insurance. The Church Hall balance sheet was exhibited. In order to promote the Church Hall for current and future events, it was suggested that advertising flyers be printed and distributed.
During erection of the Christmas lights, it was agreed that all light sockets and plugs be tested.
Council officers would paint the outside facia boards on the front of the hall.
Internal Christmas decorations would be put up on December 1 for events over the Christmas period.
The commemorative clock would also be installed as soon as possible. Officers would contact the family concerned for them to attend.
AOB
Clr. Davies reported several incidents of fly-tipping on the old road at Temple Heights. Council would monitor this situation and anyone found committing an offence would be prosecuted.
There had also been incidents of dog fouling in the village, with irresponsible dog owners not clearing the mess. This was also an offence and council strongly requests that dog owners respect their community.
A letter of thanks was to be sent to Gill and Steve Jones at the Post Office for their years of service to the village.
Clr. Morse requested an emergency committee for urgent planning applications. It was agreed that all members would be willing for their names to be put forward.
Council would like to send congratulations to Templeton YFC following their win at the County Junior Public Speaking competition and to the Templeton Community Association for their recent excellent newsletter.
