At the July meeting of St. Mary Out Liberty Community Council, the following matters were discussed:
Appointment of new community councillor: Mrs. Kate Turner was proposed to fill the vacancy on the council. She was proposed by Clr. Mrs. B. Caswell, seconded by Clr. R. Herrick. Mrs. Turner signed the declaration of the acceptance of office form agreeing to abide by the code of conduct. The chairman welcomed Mrs. Turner to the community council and wished her a successful term of office. Everyone present agreed that the clerk should write to David Williams to thank him for his time as a councillor. David had been an excellent councillor and one of the most faithful members. Sadly, his illness had restricted his attendances recently.
Planning Applications
Advice of approval, variation 80 touring caravans to 65 static caravans - Well Park Caravan Park, New Hedges (noted); Advice of approval, extension of site area to accommodate improved spacing between existing static caravans (noted); development of 12 holiday cottages - Well Park, New Hedges (Clr. David Nash left the meeting before any discussion took place on this application. After a very lengthy discussion, it was agreed that council had no objection to the proposed application being approved. Council did wish to stipulate that the site be screened as indicated in the proposed plan).
Appeals
Shelter Cymru: A donation of £10 was proposed by chairman Clr. Herrick seconded by Clr. Mrs. Leyshon.
County Councillor Mrs. C. Cavill's report
Waste bins: The bins were being installed.
Path from St. Anne's Church car park to the church: Clr. Mrs. Cavill said she had had several conversations with the developer and expressed the urgency of this as there was an important service there towards the end of the month. They assured her that the path would be in place before this event.
Village Matters
Lowering of kerbs at Hunter Park: County Clr. Mrs. Cavill had requested this work. It had been added to the programme.
Faulty gully, near Knightston Lake: Clr. Hall reported that the work to resolve the matter had started.
Footpath near Knightston Lodge: This was now complete and added to the safety of local pedestrians. It was agreed to delete from future minutes.
Adoption of St. Anne's Drive: The clerk had emailed Pembrokeshire County Council to request a meeting with the developer. No further progress to report.
Litter bins: Clr. Hall was dealing with this matter and work was now underway. Clr. Hall advised that he would require a supply of grey bags for the new bins being located at the playing field, and also arrangements for the collection would have to be finalised. The clerk agreed to liaise with County Clr. Mrs. Cavill and Mr. Codd at Pembrokeshire County Council to resolve the matter.
Seat adjacent to St. Anne's Drive: Clr. Morris had obtained quotations. After a discussion, it was suggested by the chairman Clr. Herrick, who had donated the bench, that council did not proceed with the provision of the plaque.
Playing Fields and Village Hall
Clr. Hall advised that there had been a recent safety incident with the play equipment at the village park which had been dealt with very promptly by Pembrokeshire County Council. The safety issue had been rectified and the play equipment remained in use after modifications. There would be further works to be carried out by the supplier in September when it would be necessary to close the village park whilst these works were being carried out.
Clr. Hall reported that the trees had been pruned and the works were complete.
Any other business
Clr. Mrs. Caswell expressed concerns over visibility when leaving the Mini Market car park if there was a vehicle parked near the letter box. Clr. Morris agreed to discuss with the owners and report back.
