Matters arising

The clerk advised that he had contacted Pembrokeshire County Council with reference to the seat at the entrance to Trevayne Lane. Clr. Hall confirmed that the seat had been repaired.

planning applications

Retreat Pub, Rumble Way Caravan Park - two two- bedroom flats: After a lengthy discussion, the council had no objection to the application being granted.

finance

The clerk presented the accounts for the year ending March 31, 2008. He explained the contents and answered questions that were raised. Clr. D. Williams proposed that the accounts be accepted, seconded by Clr. Mrs. Leyshon. The chairman then signed the return from the auditor confirming that the council had approved the accounts. Clr. Hall suggested that the council adopt a policy of allocating say £200 to support appeals throughout the year. Once the amount was used, then further appeals would not be supported during the year in question. The policy was seconded by Clr. Mrs. Caswell and accepted by council. Appointment of auditor: It was agreed that the clerk should ask Mr. Ebsworth if he would continue for a further year.

county cLR. mrs. c. cavill's report

Twycross roundabout: The area maintenance team had dug the tarmac at the unofficial lay-by beyond Twycross roundabout and filled it with topsoil. It would be seeded with grass. Clr. Mrs. Cavill had arranged that a site visit be held with the street works officer, area maintenance officer, herself and representatives of St. Mary Out Liberty Community Council to find a permanent solution to the cars for sale there. So far, officers for various reasons had rejected the ideas of black and white posts and low planting. Bus shelter: At last funds were available for a very few new bus shelters in Pembrokeshire, and following Clr. Mrs. Cavill's request, New Hedges was to have one. After consultation, it was agreed that it should be situated on the bus stop near the garage, parallel to St. Anne's Drive. Bus timetables: It was brought to Clr. Mrs. Cavill's attention before the election that bus services from Saundersfoot passing Rushy Lake and through New Hedges did not coincide with the train timetables from Tenby. She had asked the public transport officer to look into this to see if it could be remedied. Footpath 43/7 and 43/88: The missing sign at Woodville Cottage should have been replaced by now, and the trees reported last month blocking these paths should now be clear.

village matters

Footpath at the lower end of the village: There was no further news at this time. It was agreed to delete this from the minutes for the time being, until there was news. Wheelchair access to pavement near Knightston Close: County Clr. Mrs. Cavill had spoken with the access officer and awaited his comments. She would chase up the matter. Grass cutting within the village: The chairman and the clerk had met with Acorn Garden Services. The matter of a small amount of additional work was discussed, to include the pavement outside White Park, and also to cut the grass at the by-pass end of the lane linking the village with the by-pass. Clr. Nash was concerned about the additional cost. Grass cutting had become a significant expenditure on the balance sheet. The chairman expressed the view that it was money being spent on maintaining the fabric of the village. It was agreed to await the outcome of the first cut of the new areas and discuss again at that time. Defibrillator: The clerk had spoken with the representative from the South Wales Ambulance Trust who was willing to attend a council meeting to discuss the matter. After a general discussion, it was agreed to investigate the possibility of raising the finance, and also to decide upon a suitable position to locate the device, and also to ascertain numbers for training. The clerk would attend to this. Clr. Mrs. Caswell reported that Mr. Caswell had removed litter from the footpath linking the village to the by-pass. The chairman requested that Clr. Mrs. Caswell should thank Mr. Caswell on behalf of the council. Litter was a problem and this action was much appreciated. The parking of cars at New Hedges roundabout was still a big problem, in spite of all the comments received from Pembrokeshire County Council. The chairman expressed the wish for a site meeting on this matter as soon as possible. County Clr. Mrs. Cavill would arrange and advise the clerk. Playing field and Village Hall: Clr. Hall reported that the Village Hall was in need of financial assistance in order to obtain children's swings for the new playing field. A lengthy discussion followed and in conclusion Clr. Mrs. Caswell proposed that a donation of £450 be made to purchase the swings. This was seconded by Clr. Mrs. Leyshon. Clr. Hall and Clr. Nash declared an interest in this matter and did not take part in the discussion. Access to Waterwynch Beach: The chairman and Clr. Hall had met with Mr. Anthony Richards from Pembrokeshire National Park. Mr. Richards had agreed that a fence on the lower side of the footpath would be beneficial in the interests of safety. No confirmation had been received that Pembrokeshire National Park would install the fence. County Clr. Mrs. Cavill agreed to contact Mr. Richards to check the current position.

correspondence

The chairman read correspondence reference the Post Office closures locally outlining the procedures that would be followed. There were several letters on the new Code of Conduct which the clerk would study. The new structure of the Health Service in Wales was received and circulated, along with several other publications. An invitation to attend a seminar at Pembrokeshire National Park was received Clr. Nash had attended this in the past and it was agreed to discuss this with him before before any further action is taken. A document from Plaid Cymru offering assistance was received. This was passed to Clr. Mrs. Caswell to study. Brochures from Parc Post, Glasdon, PIPPA Post and Planed were received, along with notice of the Society of Clerks AGM and also letters from Pembrokeshire County Council on the Good Neighbour Scheme and from The Welsh Assembly on dog and litter control.

any other business

The clerk advised that the adoption of the Code of Conduct that was required by September, had been delayed from this meeting until the next meeting because Pembrokeshire County Council had advised that there would be a seminar on this matter shortly. The next meeting is on July 18 at 7 pm.
