Among matters discussed at the October meeting of St. Mary Out Liberty Community Council were the following: Playing field: The chairman reported that the work had been carried out on the playing field and it had been seeded. It was now a matter of waiting for the grass to become established before the field was rolled, and prepared for use in the spring. Planning applications: Store, workshop and double garage - St. Anne's Drive, rear of New Hedges Tavern, New Hedges. After a general discussion on this application, it was agreed that the council were not in a position to comment until more information was available with reference to the future use of the proposed buildings. The reason for this caution was because the proposed development was adjacent to the newly developed residential housing estate, namely St. Anne's Drive. Clr. T. Morris declared an interest and did not take part in the discussion. County councillor Mrs. C. Cavill reported that the applications for the developments near the New Hedges roundabout, and the proposed development at Park House Court would not be considered by the planning authority until the November meeting. Appeals: Dyfed Victim Support and Urdd Yr Eisteddfod. Donations of £10 were proposed by Clr. Johns and seconded by Clr. Nash.
County Councillor's report
Coast Path at Waterwynch: Pembrokeshire Coast National Park had now received revised plans for a diversion on the Coastal Path at Waterwynch. These plans would be sent out to all those who had contacted the Pembrokeshire Coast National Park concerning this subject within the next month. If approved the alterations would be carried out at the owner's expense. New Hedges bypass: Clr Mrs. Cavill had received a request for a hedgerow to be cut back near the crossing point at St. Anne's Church to provide greater visibility. This work had been completed.
Correspondence
Newsletters from Pembrokeshire Coastal Forum, Image Makers, Cambria News 4U and Pembrokeshire Association of Local Councils, along with a bulletin from Pembrokeshire Voluntary Services, were circulated to members. The chairman read communications from the Countryside Council for Wales, along with the annual report from the adjudication panel. Questionnaires were completed from Age Concern and the Pembrokeshire Coast National Park. The chairman reported that a communication from Dyfed-Powys Police requested an input to the police plan 2005-2006. Clr. Johns, as the council representative, would attend to this matter. A letter of thanks for a donation to the Torch Theatre was noted. Details of courses were noted from One Voice Wales as well as the Society of Local Council Clerks. The chairman read a letter from Lewis Lewis and Co. advising of a transfer of licence re. the Retreat Bar, New Hedges, to be heard on November 4. The council had no objection to this being granted. The chairman read a reply from Pembrokeshire County Council to a letter requesting that the sign at the village park be replaced due to its poor condition. The letter advised that an appraisal was currently being carried out, and until its completion no action could be taken. Council agreed to await the outcome, and retain on file for the present time. The chairman read a reply to the council's letter of objection to the removal of the telephone kiosk near Well Park. British Telecom gave an undertaking not to remove the telephone kiosk while the decision was being negotiated. The chairman read an invitation for the council to send a representative on a playground inspection course. This matter did not involve them at this time, so it was agreed to take no further action.
OTHER MATTERS
Footpath St. Anne's Drive to bypass: There was no progress to report. The county council had agreed to act on behalf of the community council. County councillor Mrs. C. Cavill agreed to investigate and report back to the next meeting. Highway and traffic matters to be discussed with representatives of Pembrokeshire County Council: After a general discussion, it was agreed that it may be more beneficial to discuss these matters with a representative of Dyfed-Powys Police -example the road safety officer - before a site meeting was held with the county council. The clerk agreed to request that a representative attend their meeting on November 9. Christmas arrangements: The clerk had obtained a quotation for the supply of a Christmas tree from Hean Castle Estate. The chairman reported that Mr. Watts had requested that the tree be a minimum of 20-foot tall and that it be available for the beginning of December. Council agreed that a tree of 21-25 feet be ordered from Hean Castle at a price of £159.43. The clerk would arrange this. Village matters: The chairman advised that Mr. John had requested the supply of self adhesive signs for 'No Dog Fouling'. The clerk agreed to contact the county council to request a supply. Any other business: An inquiry into the progress of the bus shelter replacement programme was made. County councillor Mrs. Cavill reported that the application for grant aid on the New Hedges route had been unsuccessful. She would, however, look into the matter and report back to the next meeting.
