There was still a problem with access to the new playing field, the chairman, Clr. K. Hall, reported at the August meeting of St. Mary Out Liberty Community Council. Furthermore, Clr. D. Nash was awaiting access to prepare the surface for seeding. It was also hoped to widen the access in the near future. Business park etc. at Twycross, Saundersfoot: Acknowledgement was received of the council's objection to the proposals. Appeals: Following a request from Bobath Cymru, it was agreed that a donation of £10 be made.
County Councillor's report
Traffic on the bypass: There was a permanent installation for counting the volume of traffic on this road, and county councillors Mrs. C. Cavill said she had obtained the figures for week beginning May 26. The figures were broken down hour-by-hour and the direction. Over that week 136,148 vehicles passed along the road. Planning application for the business park etc.: The applicant's agent had met with the head of development control and had indicated that it was their wish that the application be determined now, even though the inspector's report on the JUDP would not be received for some time. However, they had agreed that it should not go before the planning committee until the October meeting. Footpath 43/6 (bordering St. Anne's Drive): The width of this footpath should be 2.4m wide. At present it was only two metres. Clr. Mrs. Cavill had informed the director of development, who was looking further into the matter.
Correspondence
Letters were received from the National Assembly advising of the Regional Committee meeting, on amendments with reference to the code of conduct, and on the local Partnership Scheme report 2002-2003. A number of brochures were also received from Sutcliff Play, Play for Wales, along with bulletins from PAVS and Planed. An invitation from Pembrokeshire Coast National Park to attend their stand at the County Show was received. There was a communication from British Telecom with reference to the review that they had undertaken about the provision of public payphones. In the St. Mary Out Liberty area, there were currently two public payphones. Due to the reduced usage of the phones, it was proposed to reduce this to one. BT did give an assurance that the one would be maintained, even if it became loss making, due to their commitment to provide national coverage. Council agreed that it was a regrettable step, but recognised that due to the modern trend with mobiles, there seemed to be little or no grounds for objections to the proposals.
OTHER MATTERS
Village Park: Concerns were expressed over the recent rowdiness that had been generated from the village park. The chairman reminded members that the children had to play somewhere. It was hoped that it was a temporary problem that would decline as the days became shorter. The clerk was requested to contact Pembrokeshire County Council with reference to the sign, to request a replacement. Bus shelter cleaning: The chairman advised the meeting that he had been contacted about the condition of the bus shelter adjacent the Village Hall. Regrettably, human excrement was the problem. The chairman had contacted the county council helpline, and thankfully the matter had been cleaned fairly quickly. On consulting the regular cleaner, it was discovered that this was not the first time this had happened. After a discussion, it was agreed that this was an important issue that should be taken up with Pembrokeshire County Council to urge them to bring forward the replacement bus shelters, where visibility was so much greater and hopefully this problem would be eliminated. Highway matters: The matter of a vehicle being parked near to the entrance to Highgrove causing an obstruction to the vision of traffic leaving Highgrove had been resolved amicably. Clr. John reported that the owner had been most understanding. It was agreed to defer any requests for site meetings until September when the traffic levels would have fallen considerably. Any other business: A request was made for council to donate a cup for the New Hedges in Bloom competition. It was agreed to place the matter on the next agenda. It was reported that fly-tipping was a problem in several local areas. Again this matter would be placed on the next agenda.
