After trailing by four points at the interval, the Otters fought back in the second half to win a pulsating and absorbing game.
The Otters were on top during the early stages and took the lead following a penalty by outside half Richard Morris and a try from second row Peter Jennings which was unconverted.
However, the Drovers showed their tenacity and crossed for two tries in quick succession. The first was scored by Iwan Davies, converted by full back Carwyn Jones, followed by an unconverted try from Ioan Davies.
At half time the visitors led by 12 points to eight.
The pattern of play at the start of the second half was similar to that in the first half, with the Narberth team scoring first.
The Otters reduced the deficit through a penalty by Richard Morris, but the Drovers extended the lead when Dave Kings touched down for an unconverted try.
The Otters came back once more when centre Greg England showed his pace and strength to force his way through for a try converted by Richard Morris.
Displaying superior fitness in the closing stages the Otters extended the lead. Scrum half Gary Nicholas finished off an excellent move to score in the corner, after he had combined well with winger Gavin Jones. Richard Morris capped the try of the match with a superb touch line conversion.
Morris then put the result beyond doubt with a penalty to complete the scoring.
The team management selected scrum half Garry Nicholas as the Narberth Man of the Match and flanker Meurig Daniel was also mentioned in dispatches for an excellent all round game.
Narberth Team Manager Dorian Howells was delighted with the performance.
Speaking after the match he said "It was a cracking game and the referee allowed play to flow with selective use of the whistle.
"The new West Wales Premier League is a resounding success, with players from both teams having the opportunity to play meaningful rugby and fight for first team places.
"The lead changed hand a number of times, but the Narberth boys got on top through a mixture of fitness, skill and determination"
