At the July meeting of Penally Community Council, the following matters were discussed:
Matters Arising
DJ's Nightclub: The clerk reported that the police, both Dyfed Powys and BTP, had been regularly monitoring the situation regarding the trains and youths moving through the village. Miss Jones had also been seen monitoring the youths as they moved from the station to the nightclub. The police had also been informed of the other issues raised at the previous meeting and would continue to monitor.
Co-option of councillor: The clerk reported that he had not yet received any applications for co-option. County Clr. Preston said that the letter to the Tenby Observer had not had any impact. The council agreed that whilst actively seeking an interested party for the remaining position they would not advertise the position again until the new year.
Dog bins: County Clr. Preston reported that he had found out that the county council would no longer be emptying the dog station bin. It was agreed that due to its condition the existing bin be removed. The clerk would look at purchasing a 'sack dispenser' to provide suitable bags for responsible dog walkers to remove their pets waste.
Planning
Malvern Lodge, The Ridgeway, Penally - application to carry out tree surgery on a number of trees (the council would offer no objection to this and would rely on the county council's tree officer to ensure that only the necessary work was carried out); The Granary, The Old Vicarage, Penally - granting of retrospective planning for two Velux windows; Land South of Innishkea, Middlewalls Lane - grant of planning permission for construction of dwelling (council expressed their disappointment at the granting of this application); Whitewell House, Whitewell Holiday Park, Lydstep (alterations to dwelling. Following a discussion, the council felt that the alterations would have have no impact on the footprint or size of the building and there was very little visual impact. There were no objections); Thornhill, Manorbier - erection of 15m wind turbine (following a lengthy discussion, council felt there was a need to object in principle to any such application in the area on the grounds of the visual impact of such constructions from the coastal path and other properties in the area, noise pollution and on environmental grounds. It felt that there could be a proliferation of such constructions which seriously damage the visual and environment of the area thereby impacting on residents and the tourist industry); Shipping Hill Farm, The Ridgeway, Manorbier - erection of 17.75m wind turbine (council would object on the same grounds as the previous application).
Appeals for Funds
The following appeal was agreed: Withybush Hospital Radio - £10.
Clerk's Hours
The clerk and county councillor left the meeting. Following a full discussion, the community council unanimously agreed to an increase in the clerk's hours to 28 per month from September 1.
County Councillor's Report
Tenby Observer: Clr. Preston said: "I wrote a letter to the Tenby Observer on request of the community council. The letter was published in the edition of June 22. The content was intended to seek individuals who may be interested in becoming a Penally community councillor. Unfortunately, I have received no correspondence or contact regarding this opportunity."
Good dog station. Clr. Preston said: "I have visited the site and can confirm it is in ill repair and not emptied. I made enquiries with the relevant officers regarding arrangements for emptying this facility. I have been informed that contrary to any previous agreement which may have been made, this facility will not be emptied by council workers. This is due to current health and safety legislation regarding refuse collection employees. I have explored the possibility of sitting a dog waste bag dispenser at this location and a double bin for the disposal of this waste. I have been informed that the dispensers are paid for by Tenby Town Council and are not provided by the county council. A double waste bin can be provided upon our request. This will be emptied during the normal refuse collection rotation."
Alma Garden flats: Clr. Preston said: "I have sought advice regarding the situation at Alma Garden flats and have been advised to monitor the situation."
Grass/hedge cutting: Clr. Preston said: "The maintenance team apologise for what appears to be a lack of hedge and grass maintenance around the village. The current warm wet weather has increased the growth rate this summer and they are finding it quite difficult to keep communal grassed and hedged areas under control. I have been informed that Penally's next cut is imminent."
Advertising structure at The Paddock Inn: Clr. Preston said: "Residents of The Paddock contacted me with concerns regarding a very large sign that had been erected to the rear of the Paddock Inn. I reported this to the planning enforcement officer who has taken the necessary steps to have this sign removed."
Items of Business Submitted by Members
Clr. Paul had been approached about the proliferation of advertising signs opposite the entrance to Kiln Parks. The clerk was in contact with the county council regarding this matter.
Clr. Paul reported that the hinge on the noticeboard on The Green had broken. The clerk would contact the suppliers.
In his absence, the clerk outlined a report from Clr. Roberts on the progress of the petanque/boules pitch.
Clr. Jenks asked about the chairman's chain and could it be updated. The clerk would pursue the matter.
Clr. Penn asked about the large lorries which occasionally went through the village. The clerk reported that he had received some complaints about large lorries using The Ridgeway as a through route to Pembroke. The clerk would look at the possibility of a weight restriction though the village.
The council had received several complaints about the hedges at Strawberry Lane and the dangers they were causing.
Reports from Councillors
Clr. Cavill reported that the Church in Wales had now taken on the responsibility for the hedges at the vicarage. In future, they would be cut on a regular basis and should no longer present a hazard.
