Among matters discussed at the September meeting of Penally Community Council were the following:
Matters arising
from the minutes
New Code of Conduct: The chairman gave a brief on the new code after attending a training seminar in August. It was agreed that Penally should adopt the new code. Following a letter from the monitoring officer, it was further agreed that a £25 fee should be paid to Pembrokeshire County Council to cover advertising costs. The clerk would ensure that all councillors signed the undertaking to be bound by the code.
Date of carol service: It was agreed that the service would take place on the Village Green on Friday, December 19. The clerk was requested to arrange the visit of Father Christmas.
Visit by police officer from Tenby: The clerk reported that an officer from Tenby Police Station would attend the October meeting.
Planning Matters
Chequers Night Club - change of use: An appeal was made against the conditions of the approved planning application. This was heard on September 2. The outcome was still awaited. No further information was available at present.
7 Giltar Terrace - parking of HGV: Following representations made by the community council and local residents, a letter received from the traffic commissioner advised that Balfour Beatty had withdrawn their request for a licence to park a lorry and trailer in the vicinity of this property.
New premises licence - Kiln Park: It was agreed prior to the meeting that no objections to this request were necessary.
Crushing and storage of waste stone (ex Gate House, Tenby) at Penhoyle Farm, Penally: The clerk presented a copy of a response sent to the minerals and waste planning officer (County Hall) stating objections to the proposed action. A decision was now awaited. (Post meeting note - the application has been refused).
Revised design to Maryland, Penally: The revised design had been approved by County Hall.
Old Vicarage, Penally: Proposal to convert single dwelling into two apartments. Whilst the council considered the site was being over-developed, there was no objection in principle. However, the clerk was directed to notify the planning authority that concern was expressed on how the building material could be transported to the site and also remind the authority that the site was in a conservation area and existing trees and shrubs must be protected.
Consultation on planning applications: The Pembrokeshire Coast National Park Authority requested advice on how communication of planning applications to local councils and the subsequent response could be actioned in a more timely fashion. The clerk was asked to respond to PCNPA and provide details of the council's scheduled meetings.
Community engagement on future of National Park: A letter from the National Park Authority notified that a meeting would be held at Augustus Hall, Tenby, to discuss the situation. Clr. Thomas and possibly Clr. Penn agreed to attend.
correspondence
Various correspondence was received from County Hall, including a letter from the monitoring officer concerning a request for dispensation for Clr. D'Arcy who also sits on the Village Hall committee. The clerk was instructed to pass the details to Clr. D'Arcy who was unable to attend this meeting.
Others: from Pembrokeshire Crossroads - letter of thanks for donation; from Wales Air Ambulance - request to sell raffle tickets; from Keep Wales Tidy - notifying of the 'Tidy Wales Awards' and seeking nominations for suitable candidates; from Macmillan Cancer - request to become involved in supporting 'Worlds' biggest coffee morning'; from Nick Ainger MP - September to December surgery details; from Shelter Wales - seeking people to become involved; from Pembrokeshire Coast National Park Authority - details of a seminar to be held on October 18 at Pembrokeshire College; from Pembrokeshire Coast National Park Authority - Local Development Plan, which Clr. Thomas would examine and report on as necessary.
accounts and finance
The following three accounts were presented for payment: clerk - salary and postage expenses for August, also second quarter's expense for power/phone etc.; village warden - salary for August; Acorn Garden Services.
Appeals for funds: The clerk presented a letter from the Pembrokeshire SE Energy Group requesting financial support. Clr. Mrs. Robinson stated that anybody who was trying to do something about and provide useful information during the current situation of inflated energy prices, should be commended and proposed that a donation be made to the group. The matter was fully discussed and the proposal was seconded by Clr. Penn. The council agreed to make a small donation to the group.
COUNTy CLR. CAROL CAVILL's REPORT
National Park footpath: The block of wood for a seat at the top of the path parallel to the Rifle Range had now been ordered and would be put in place as soon as it arrived.
Bollards at the western entrance to Penally: There are solar light bollards on the market which would be suitable for use here. The relevant officer had checked with the Welsh Assembly Government that they would approve the use of these bollards and WAG had agreed. Therefore, the bollards would now be ordered and would replace the existing bollards.
Kiln Park - Penally Court site: The manager of Kiln Park had again changed, but the enforcement officer had now agreed the landscaping details submitted by Andrew Davies, Landscape Architects, and expected to see works commencing this autumn. In view of the lateness in complying with the planning condition, the enforcement officer had requested that the bulk of the work be completed this autumn. She would be monitoring the site for compliance.
ANY OTHER BUSINESS
Welsh Language Scheme: The clerk distributed copies of a letter received from PALC which set out a suggested scheme to meet the requirements of the Welsh Language Board. Councillors were to examine the content and consider its adoption. A scheme must be presented to the Welsh Language Board by December 2008.
Armistice Sunday: The clerk was instructed to invite the commandant at Penally Training Camp and anyone else from the camp to attend the proceedings.
Resignation of clerk: The chairman read out a letter of resignation from the clerk. In the letter, the clerk explained that this had become necessary for personal domestic reasons and added that the clerk would continue in post until the end of the financial year (March 31, 2009). However, the clerk would be prepared to stand down prior to that date if a replacement was recruited.
The next meeting will be on Wednesday, October 8, at 7 pm. Councillors are asked to please note the earlier start time due to the police visit.
