Among matters discussed at the recent monthly meeting of Penally Community Council were the following:

matter arising from minutes

Replacing May trees and pruning of other trees: Clr. Dassen and Clr. D'Arcy reported that a response was still awaited with regard to replacement of the May trees. The pruning of trees was still being investigated and the council would like to thank Mrs. Ann Buet for her help and assistance in this matter. The subject would be included on the agenda when further information ws available. Christmas tree lights/replacement of tree: Clr. Craig reported that it was still not known whether additional lights that were going to be donated to the council would be available for Christmas. It was, therefore, agreed to proceed with the purchase of additional lights in line with the quotation received. Safety triangles for village warden: The purchase of the triangles was now in hand and should be delivered in November. Welsh Language Scheme: The adoption of the scheme proposed by the Welsh Language Board was giving grounds for concern. It wa not considered appropriate for the linguistic nature of Penally and certainly not for the linguistic composition of the existing community council. Whilst the council appreciated the requirement of the Welsh Language Act, it believed that the suggested scheme would create unnecessary delays in conducting business and could also increase the cost to the ratepayers by having to enlist the services of a translation service. Due to the importance of the requirement to adopt a Welsh Language Scheme, it was decided to convene an extraordinary meeting to discuss the matter in detail.

planning matters

TETRA update: Clr. Dassen reported that the mast was installed on Friday, October 12. A letter had been received from The Harriet Davis Trust which stated that the trustees wished to convey their thanks to Penally Community Council for all the support given in the recent battles with the planners and those who shall be nameless. The Trust was very gratified to learn of the regard in which its work was held locally and of the many friends who had supported it. The Trust expressed its gratitude to the community council and all the residents of Penally and advised it looked forward to a continuing relationship with the community, whatever the future may hold for the Wheelabout. The community council, on behalf of the residents of Penally, wishes them well. Long Acres, Fourwinds Lane, Penally: Planning permission has been granted. Chequers Night Club, Penally: This proposed the renewal of applications 03/0702/PA and 05/0990/ PA by extending the date of commencement of work. Under the conditions of 05/0990/PA, work was required to commence by January 2008. There had also been a recent failed application to increase the number of dwellings on the plot. Whilst the Council found no objection to the extension of the date, it was considered that it should not exceed 12 months. Any extension granted should also include a condition that until work commenced, the site should be kept in a tidy state and not become a visual eyesore. Extension to Mount Cottage, Penally. Planning permission refused.

correspondence

From Public Protection Division. Licensing Act 2003, Consultation on Review of Licensing Policy. The clerk was instructed to advise that the council was pleased with the way the act was working, but would appreciate any feedback on any incidents on licensed premises within Penally. From Dyfed Powys Police Authority. Policing Plan 2008/2011. The clerk was to respond by advising that the council's prime concerns were violent crime, anti-social behaviour and drugs.

accounts and finance

The clerk reported that the annual audit of accounts had been completed and were found to be in order. The council were asked to approve and accept the results of the audit. A notice had been placed on the notice board to advise residents that the results of the audit were available for inspection. Appeals for funds: Donations to British Red Cross, Shelter Cymru and Victim Support were approved. Further appeals were received, but it was agreed that the clerk should bring these forward at the next meeting.

county councillor's report

Ministry of Defence Estates: The annual access and recreation meeting had been held at Castlemartin. Various organisations were represented and County Clr. Mrs. C. Cavill had attended on behalf of both the community of Penally and the Pembrokeshire Access Group. This time, the only matter relating to Penally was that a complaint had been received about the notice of firing. Though this notice appears in the local paper and on the village notice board, it seemed that some people were still unaware of the firing notice. In future, an additional notice would be placed either on the National Park notice board in the car park or on the entrance path to the beach. Palm trees: Clr. Mrs. Cavill had been offered, on behalf of the community of Penally, three-foot high palm trees which could be planted on the village greens etc. if the community council should wish.

ANY OTHER BUSINESS

Village warden's report: Clr. Dassen read out the warden's report. The report included the fact that the village centre 'bus shelter had a broken light. The clerk was to take up the matter with area maintenance at County Hall. The clerk was also to ask Acorn Garden Services to liaise with the warden to arrange to remove some of the turf around the village entry sign, so that flowers could be planted.
