The monthly meeting of Penally Community Council was held at the Village Hall on February 1, when among matters arising from the minutes were the following:

Station entrance/exit gate: An on-site meeting took place on January 9 with Arriva Trains, County Clr. Mrs. C. Cavill and a local resident. Clr. Cavill reported that their suggestions were being seriously contemplated and Arriva Trains were now going to approach the National Park Authority. Clr. Cavill further reported that transport police would travel on the evening train on Saturdays to assist combat anti-social behaviour.

Vandalism in village: The clerk had sent a letter to the village resident who reported the incident. Annual meeting with police: The clerk had written to the police requesting a meeting in April, with June as an alternative.

Minutes of meeting: Details of where minutes can be seen have been posted on the village notice board. Sweets for children at carol singing on December 22: A letter of appreciation had been sent to David and Sue Shepherd, of the Village Post Office Store. Compost bins: Both County Clr. Cavill and the clerk had tried to establish when the overdue bins would be delivered to Penally. However, County Hall were still unable to provide precise details.

PLANNING

Application by ARQIVA to site TETRA mast in Penally - update: It was considered that the manner in which the public inquiry on January 24 and 25 was conducted left much to be desired. A further day was eventually set aside for the inquiry. This was scheduled for February 28 at 10 am. County Hall confirmed that the community council would receive a copy of the inspector's decision in due course. The provisions granted to Clrs. Dassen and Thomas under the terms of minute 4(b) of the meeting held on June 8, 2006, were to remain in force. Maryland (plot 5): Planning permission granted. Extension to 2 Giltar Way: Resulting from the refusal by County Hall to grant permission, the applicant requested a copy of the community council's minutes of September 25, 2006. The clerk had forwarded a copy.

CORRESPONDENCE

A letter was received from the Director of Transportation and Environment: Penally is to participate in the second phase of the county's Kerbside Recycling Scheme. Households due to receive their annual allocation of black bags will receive a reduced quantity as an interim arrangement in advance of packs of orange and black bags which will be delivered in May. A letter was also received from PACTO, notifying the council of a meeting at Augustus Place Hall, Tenby, to discuss the possibility of introducing a new community 'dial a ride service' in the Tenby area. A letter from the WRVS thanked the council for their donation.

ACCOUNTS

Accounts were presented for payment in respect of the following: village warden; clerk's salary and expenses; hire of the village hall. Payment was proposed by Clr. Craig and seconded by Clr. Bibby. All in favour.

APPEAL FOR FUNDS

Donations were approved for the following: Penally Senior Citizens Lunch; Age Concern; and Kidney Wales Foundation. These three donations were proposed by Clr. Dassen and seconded by Clr. Penn. All in favour. It was also the unanimous decision of the council, that a donation be made to the Harriet Davis Trust. This follows on from the decision reached at the meeting held on November 2, 2006.

COUNTY COUNCILLOR'S REPORT

Footpath to the beach: The footpath across the golf course had been closed for several days as the National Park Authority were carrying out work to improve and strengthen the ramped access to the beach. The works would be completed within a few days and the path would be re-opened by the weekend at the latest. The handrail on the steep part of the path between the golf course and the firing range was now in place. Bus services: Agreement had been reached to re- route the Tenby town service to include Penally. This would start in early April and would mean that residents of Penally would at last be able to have a bus service which would take them to the surgery and the hospital. It was to be an hourly service and there would be a half-an-hour difference to the other bus service through the village. Repairs to the verges along the village road: It had been pointed out to Clr. Mrs. Cavill that two areas had still been omitted. The first one, between the vicarage and the old vicarage had now been included on the list of works to be completed. The second one, outside part of Giltar Terrace, was still being pursued. Kerbside recycling: Plans were underway to roll out the second phase of Pembrokeshire's Kerbside Recycling Scheme and it would include Penally. It was known as the Orange Bag Scheme and would commence sometime in June.

ANY OTHER BUSINESS

One Voice Wales meeting: At this meeting, the guest speaker from the Welsh Language Board pointed out the requirements of the Welsh Language Scheme under the Welsh Language Act 1993. Formal details and instructions would be issued in the near future. In the meantime, it was agreed that letter headings from Penally council would appear in both English and Welsh Language. Clr. Cavill agreed to seek a translator to ensure that this was done correctly. Tenders for cutting grass - village greens and verges: The clerk reported that this had been advertised in the Tenby Observer. Tenders would be presented for approval at the next meeting. May council meeting: Due to local elections being held on May 3, it was agreed that the community council should meet on May 10. The clerk was to book the hall accordingly. Additional Christmas lights for 2007: It was agreed to arrange a site meeting with the contractor so that the requirement could be made clear and precise. It was decided to wait for improved weather prior to arranging this meeting. April was suggested as a likely time. The clerk was to advise contractor of this and to include the matter on the April agenda. School playing field: Clr. McMahon reported that a number of complaints had been raised expressing concern that dogs were being exercised in the field and an increasing amount of 'dog fouling' was occurring. This obviously created health risks for children using the field for recreational purposes. Dog owners are respectfully requested to take note of this.
