Among matters considered and discussed at the March meetinf of Penally Community Council were the following:
MATTERS ARISING
Elections: Clr. Mrs. Cavill stated that the clerk would receive nomination papers for 10 councillors in due course. Arrangements were also in hand for proxy and postal votes.
JUDP inquiry: The chairman, Clr. Mr. Jenks, had recently attended this inquiry when various matters referring to caravan sites, the amount of caravans and tents allowed and chalets on sites were discussed.
Litter: Clrs. Mr. and Mrs. Jenks were thanked for their litter picking sessions through the village. Clr. Mrs. Jenks asked Clr. Mrs. Cavill if she would look into the clearing of litter along the bypass. Litter pickers had cleaned the Marsh Road and had stopped at Kiln Park. Clr. Mrs. Cavill would look into this matter.
Wales in Bloom - Neighbourhood Award Project: A letter from the competition co-ordinator stated that judges would visit the site entered last year to see the progress made. The letter requested that photographs be taken to see the results of the 'bulbs in bloom'. Clr. Mr. Jenks had already taken photographs of the bulb displays throughout the village, and it was agreed to enter again this year. It was also agreed that the council enter the Wales in Bloom competition.
In order that the village would look its best for the Wales in Bloom competition, the council would ask for volunteers to help keep the village clean or planting plants (which would be provided by the council). Any offers of help would be most appreciated. A list was to be placed in Penally Post Office for names of helpers.
As there were several 'Best Kept Village' plaques and Wales in Bloom certificates, it was agreed that a letter be sent to the Village Hall management committee asking if these could be placed on the walls of the Village Hall.
Informal Communication Network meeting - November 12: A reply to the council's recent letter was received from Clr. P. A. Stock, cabinet member for communities.
Strawberry Lane: A reply was received from Mr. B. Goodwin, of Highlights, regarding the use of heavy vehicles on this lane. Following a further discussion on this matter, Clr. Mrs. Cavill agreed to look into the signage matter further.
Dispensations: It was agreed to leave this matter until after the June elections.
Developing a strategy for older people in Pembrokeshire: The chairman would attend this meeting.
Tall trees: Following the reading of a further letter from Mr. C. Whitehead about an entrance to his property, members agreed that this matter had already been discussed on three occasions. The chairman asked members for a vote on the matter, the result of which was eight members against - no members for the application. The chairman would inform Mr. Whitehead of the council's final decision.
Children's Hospital Wales: A letter from Christine Gwyther AM stated that she had passed a copy of the council's letter to Jane Hutt, minister with responsibility for health and social care, along with a request for an explanation as to how costs had risen to such an extent.
Penally Church Altar Guild and Social Committee: A letter from Mrs. M. Ball stated that a Flower Festival would be held on August 20-23, with proceeds divided between the church and the Village Hall. The letter invited this council to take part by providing an arrangement or by sponsoring an arrangement. Members agreed that this be discussed at a later date.
Licence transfers: An application was received for the transfer of the licence for the Kiln Park Funworks. No objections were raised to this application.
An application was also received for transfer of Justices' Licence for The Marquee restaurant, Lydstep. No objections were raised to this either.
Application for further mast at Petals Nursery, Strawberry Lane: A copy of Pembrokeshire County Council's statement of case was received.
Pembrokeshire Rail Travellers Association: Information on this association was received. It was proposed by Clr. Mrs. Jenks, seconded by Clr. Mrs. Penn and agreed that the council becomes a member at a fee of £7.
Further requests for donations were received as follows: All Pembrokeshire Cruse - it was proposed by Clr. Mrs. Carew, seconded by Clr. Mrs. McMahon and agreed that a donation of £25 be made; Dyfed Powys Prevention Trust, Bobby Van Scheme - it was agreed that no donation be made; Marie Curie Care - it was agreed that no donation be made. Llangollen International Music Eisteddfod - it was agreed that no donation be made.
PLANNING APPLICATIONS
Conversion to residential/holiday letting unit - Giltar Grove, Penally (no objections).
Proposed new non-illuminated signs - Kiln Park Holiday Centre (no objections).
Change of dormer to roof patio - Flemish Heights (no objections. Clr. Mrs. Dassen was not present during the discussion on this application).
Proposed garden decking - Seacrest, 30 Penally Heights (members agreed that this application should be 'in retrospect' as it had already been erected. Members were concerned that this was very intrusive on properties in close proximity to the decking. Clr. Mrs. Cavill would look into the planning regulations generally on this type of erection).
Change of use of portion of car park for siting of two taxis - car park at New Overlander Restaurant (no objections. Clr. Mr. Tulley was not present during the discussion on this application).
The chairman would arrange for members of the MoD and police to attend future meetings of the council.
ACCOUNTS
It was agreed that the following accounts be paid: Penally Village Hall Management Committee £28; clerk's salary and expenses £385.96; A. B. Jenks £29.44; Pembrokeshire Rail Travellers Association £7; All Pembrokeshire Cruse £25; M. Munroe £100.
As the present Christmas tree lights were no longer viable, it was proposed by Clr. Mrs. Dassen, seconded by Clr. Mrs. McMahon and agreed that lights be purchased from Mr. M. Munroe in the sum of £100.
COUNTY COUNCILLOR'S REPORT
Boundary hedges and trees: Clr. Cavill had received several enquiries concerning the height etc. of boundary hedges and trees, in view of the publicity regarding a new law. This law was being attached to the Anti-social Behaviour Act and would probably not come into force until the end of the year. This new law would give the county council powers to arbitrate in disputes over the height of boundary hedges and trees, but only as a last resort, if negotiations between the parties involved failed. Only hedges and trees over the height of two metres could be dealt with in this way and there could be a charge for this service.
New crossing point on the bypass: As this new crossing was to be lit and the electricity had to be taken from School Lane, it was decided to restore the surface disturbed with a tarmac path so that there was a firm path on both sides of the road. The bottom of School Lane was also improved with tarmac.
Fly-tipping: Clr. Mrs. Cavill has reported various incidents of fly-tipping along the A4139 between Penally and Lydstep, along Whitewell Lane and the Ridgeway.
The commercial pollution control officer was investigating the perceived dumping on the land adjacent the night club car park.
Footpaths: Negotiations had been re-opened to make a slight and practical diversion on footpath 33/18 so that it could be accessible along the whole length. Clr. Mrs. Cavill had spoken to the maintenance manager of Trefloyne Golf Club concerning a fallen tree partially blocking footpath 33/3 and he had promised to remove it.
Tenby Cottage Hospital re-provision: One of the conditions of the Welsh Assembly grant for the reprovision in services at Tenby was that local people be involved in the project. An implementation group had now been set up consisting of health professionals and local people. Clr. Mrs. Cavill was one of this group and was on the working sub group for Home Based Services.
