Pembrokeshire County Council is pursuing “an ambitious housing development programme” that is expected to deliver 279 new affordable homes by 2029.

Earlier this month, Pembrokeshire County Council’s Cabinet approved a call to buy seven new-build homes — two- and three-bedroom houses — being built at Persimmon Homes Ltd’s Ger Y Mor site in Saundersfoot.

Since that decision, the council was asked to outline just how many such homes have been built or are in the pipeline.

A spokesperson for PCC said: “Pembrokeshire County Council is continuing to expand the supply of affordable homes across the county through an ambitious housing development programme that is expected to deliver 279 new homes between 2024 and 2029.

“The programme forms a key part of the council’s commitment to addressing housing need and increasing the availability of high-quality, energy-efficient social housing throughout Pembrokeshire.”

It said, back in December 2023, the council received the first homes built directly by the authority in over 25 years; the development at Old School Lane, Johnston delivering 35 new properties, followed by the completion of a further 11 homes at Tudor Place, Tiers Cross.

The spokesperson added: “The council’s wider housing development programme combines several delivery models, including council-led developments, package deal agreements and off-the-shelf acquisitions, enabling housing growth across a range of communities and helping to respond to local housing demand.”

Council-owned developments are the programme’s biggest element, with 151 homes expected by 2029 across Brynhir in Tenby, Charles Street in Milford Haven and Haverfordia in Haverfordwest.

The programme includes 50 homes for older residents in Milford Haven and Haverfordwest.

The Brynhir development will provide 101 affordable homes, plus 24 properties for open-market sale and shared ownership.

Charles Street and Haverfordia are due to be completed in 2027, while Brynhir will be built in phases from 2027 to 2029.

Off-the-shelf acquisitions—completed homes bought directly from private developers—account for 47 homes in the programme.

The council secured 41 homes this way between 2024 and 2026 in Broad Haven, Rosemarket and Hook.

Package deal developments are another strand, with homes built to an agreed specification before being transferred to the council.

Over the past 12 months, the council has received 18 homes in St Davids, with the final properties due to be allocated in summer 2026.

Further package deal schemes include 35 homes at Golwg y Cleddau in Pembroke Dock from early 2027, and 28 at Ger y Môr in Saundersfoot, where five were delivered in September.

The spokesperson said a local lettings policy guides the allocation of homes during the first letting period at each development.

Cabinet Member for Housing Cllr Michelle Bateman said: “Our housing development programme plays a vital role in delivering the council’s housing strategy and increasing the supply of affordable homes across Pembrokeshire.

“Through a combination of council-led developments, partnership projects and strategic acquisitions, we are making best use of available Welsh Government funding and second home premium to maximise housing delivery and help meet the housing needs of local communities”

“By working collaboratively with our housing partners and local communities, we are creating high-quality, energy-efficient homes that will benefit residents for generations to come.”

The spokesperson concluded: “This ongoing programme represents one of the largest investments in affordable housing delivery across the county and demonstrates the council’s continued commitment to increasing housing availability and supporting communities throughout Pembrokeshire.”
