The chairman, Clr. Don Beddoes, welcomed councillors and members of the public to the July meeting. Also present were Major Warburton from Manorbier RAR, together with Colonel J. Rogers and Squadron Leader Peter Sinclair, who were there to give an update on the activities undertaken at Manorbier RAR. After an informative question and answer session, the meeting proper commenced. No queries were raised on the bank reconciliation sheet that the clerk had prepared, but she was asked to provide details of all debtors and creditors relating to the Community Newsletter on the next bank reconciliation sheet. A discussion took place around whose responsibility it was to collect the advertising costs generated from the newsletter. The clerk was to check back through the minutes for clarification. The clerk was also to contact 'One Voice Wales' for clarification on whether the council needed to be registered under the Data Protection Act as the renewal fee was due in August. Nine places were to be provisionally booked on the training course to be held on October 30 in Carmarthen for new councillors, arranged by One Voice Wales. Topics to be covered would be law, procedures and meetings.

PLANNING

The council had no objections to the following planning applications: Seaview Cottage, Lydstep - utility building. Sunnyhill Farm, Manorbier - one 8m light pole. Lydstep Beach - holiday building and associated compound.

CO-OPTION

The council then discussed the best method of co-opting three new councillors. Nine applications had been received from interested residents wishing to be co-opted. The clerk read out various pieces of advice that she had sought from other councils in relation to co-option. Clr. M. Calver felt that as none of the councillors had been elected and had obtained their positions by default that the council were not eligible to select the three candidates to be co-opted onto the council. He proposed to select the candidates by picking the first three names out of a hat. This was seconded by Clr. M. Davies. The chairman, Clr. D. Beddoes, proposed that each candidate should be given the opportunity to make a presentation or be interviewed by the community council. This proposal failed. Clr. P. Griffiths put forward an amendment, which was to write the nine names on a ballot paper and take a vote. This was seconded by Clr. D. Neads. The candidates were: Mr. B. Coleman, Mrs. S. Medwell, Mr. J. Frazer, Mr. T. John, Ms. T. French, Ms. E. Thompson, Mr. F. Tuffs, Mr. R. Hall and Mr. R. Nordberg. Following the voting, the clerk checked the voting papers with a member of the public. Four voting papers had votes recorded on and there were two abstentions. The following people were duly elected as the co-opted councillors for Manorbier Community Council - Mr. B. Coleman, Ms. E. Thompson and Mr. F. Tuffs. The clerk was to contact the unsuccessful candidates and thank them for expressing an interest in joining the council.

SIGNS

The clerk read out a letter from the Pembrokeshire Coast National Park Authority relating to Celtic Haven and the use of signs at the entrance to the complex. PCNP said that they had contacted Celtic Haven and advised them that a planning application should be submitted for the signs, which they would be doing in the near future. It was proposed that Clr. T Wales should attend the inaugural meeting of 'One Voice Wales' in Haverfordwest. The next meeting will be held at the Parish Hall, Manorbier, on August 10.
