The latest meeting of the Kilgetty, Begelly Community Council (KBCC) took place at Kilgetty-Begelly Community Centre las Thursday.
Ahead of the meeting, councillors received Code of Conduct training from Claire Jones, monitoring officer, Pembrokeshire County Council (PCC). A public participation session also took place prior to the meeting.
The latest news and other main items discussed were:
• Council was still awaiting news from PCC about their survey work and a Dormice licence application before considering further the detailed plans for a public footpath between Newton Heights and Bridge Stores, Kilgetty.
• KBCC has decided against taking forward the installation of yellow painted bar markings on the road alongside the Community Garden, due to cost.
• KBCC approved its 2018/19 complaints policy at the meeting and has set dates for the review of its other policies, including use of social media.
• PCC has informed KBCC that no petitions for an election had been received, during the specified dates, to fill the one councillor vacancy on KBCC. KBCC is now able to fill the vacancy by co-option and will discuss the position again in September, after the summer holidays.
• KBCC noted that the proposal, submitted by members of the local community, to set up some allotments on Miner’s Field, Kilgetty, had been temporarily put on hold.
• Children at Stepaside School had kindly provided their ideas and views on the proposed improvement work at Kilgetty Play Area. The KBCC sub-committee, currently taking plans for this work forward, will now consider these helpful ideas.
• KBCC agreed to take on grass cutting responsibilities at Begelly Play Area. The overgrown grass at the play area will be cut back shortly.
• Local residents and organisations are encouraged to send information on special events in the area to the clerk, who will then consider them for inclusion on the KBCC website.
Begelly-Kilgetty Community Association (BKCA)
• Some damage had occurred to the outside of the Community Centre by a PCC vehicle. PCC had agreed to undertake repairs.
• Refurbishment work to the old Library at the Community Centre will be finished by the end of June.
• Kilgetty-in-Bloom takes place again this year and applications to enter should be returned to BKCA by July 4. Judging will take place on July 11 and presentations made on July 20.
• New chairs for the Community Centre had been received.
Planning
KBCC considered the following planning applications and after discussions made the following recommendations to Pembrokeshire County Council;
• Conversion of single storey and two storey barns into two dwellings at East Farm, Reynalton. Members noted the change of use element of this application. After discussions, they recommended approval.
• Sub-division of dwelling in to three dwellings (Nr two bed dwellings and Nr four bed dwellings) (in retrospect) and associated parking and garden areas at Bells House, Begelly. Approval recommended
• Variation of condition 2 to planning permission 14/0155/PA (20 residential dwellings) amended drawings to allow attic bedrooms to plots 10 and 12 and a conservatory to plot 10 at Brookfield Villas, Begelly. Approval recommended.
• Construction of two affordable bungalows and shared access at The Cottage, Parsonage Lane, Begelly. Approval recommended.
• Proposed extension to create rooms at first floor level within raised roof at Elana, 9 Mayfield Acres, Kilgetty. Approval recommended.
• Proposed first floor extension to rear of existing property at Highlite Cottage, Thomas Chapel, Kilgetty. Approval recommended.
• Demolition of existing garage and utility room and erection of extensions at The Pippins, New Road, Begelly. Approval recommended.
County Clr. David Pugh’s Report
County Clr. Pugh provided the following report:
• Dyfed-Powys Police was now holding surgeries at the Community Centre, Kilgetty, on the second Thursday in each month between 10 am and 12 noon. Two PCSOs would be present. BKCA was considering running a coffee morning during these surgeries and inviting the Fire Service to attend.
• School governors at Stepaside School had enquired about the traffic calming measures being proposed by KBCC.
• The PCC committee looking at services had decided to put out to tender the provision of wardens, to look at fly-tipping, litter and dog fouling. These wardens (up to six) would have statutory powers to pursue enforcement and prosecution.
Next Meeting
The next meeting is on Thursday, July 12, in the Plum Room, Kilgetty-Begelly Community Centre, commencing at 7 pm. A public participation session is always scheduled prior to the start of full council meetings.
