Pembrokeshire County Council has become the first unitary authority in Wales to achieve an Investor in People award on an all-authority basis.
The prestigious award is only given to those organisations which put in place systems and procedures which make the most effective use of their employees.
A high standard of performance has to be achieved in communications, learning, training and development.
The award is given for a limited period only and Pembrokeshire County Council, anxious to maintain these standards, has agreed to be re-examined in the summer of 2003.
The achievement allows the authority to fly the Investor In People flag outside County Hall in Haverfordwest.
Said the council's chief executive, Mr. Bryn Parry-Jones: "Gaining this award has been challenging for everyone working for the council, particularly as we are a relatively young organisation.
"As the local authority, our aim always is the delivery of high quality services to our customers, the public. Taking advantage of our training and development programme equips employees to deliver this level of service."
