The national press recently reported that a Police Constable fell over and injured herself whilst searching a premises in the darkness. It was claimed that the proprietor of the premises had a duty of care towards her and had put her at unnecessary risk of injury.

It is understood that the county council are still considering shutting off some street lighting in the urban area of Tenby in the interests of economy and 'carbon footprint'.

I wonder if the county council also have a duty of care towards the general public and does the shutting off of street lighting cause unnecessary risk of injury to the general public.

Could the county council be liable for injury or crime caused/facilitated by the imposed darkness. I agree that this is a somewhat academic topic, but could taxpayer's money be at potential risk?
