There are few topics more certain to cause arguments than complaints about dogs. The owner usually believes his or her pet can do no wrong, while for the person who steps in dog mess or is bothered by a wandering dog, it is a problem that must be sorted out.
There is also a long-running conflict over dogs on beaches.
Pembrokeshire County Council has byelaws restricting dogs on Tenby beaches from May 1 to the end of September every year. Dog owners are also required to clean-up after their pets in public areas, including beaches.
County council dog wardens have now issued 17 fixed penalty tickets in Tenby to owners who did not clean-up after their dogs. The fixed penalty is £25.
Said Debbie Hart, dog warden for Tenby: "There has been considerable improvement in the clean-up rate by many dog owners. However, there are still problems in Tenby with dog fouling, which makes some areas unpleasant for residents and visitors.
"The dog wardens have increased their patrols in Tenby, and we will follow up all complaints. If anyone sees an offence, they should contact the Dog Control Service as soon as possible with all the details."
