Seven councillors were present at the January meeting of Carew Community Council, when among matters discussed were the following:
MATTERS ARISING
Garden plot allotments: A letter was received from Edward Perkins office regarding allotments. There was the possibility of six allotments and anyone interested in renting an allotment should contact the clerk in writing at 43 Bartletts Well Road, Sageston.
Carew Newton cemetery: The technical specifications for the disabled ramp were discussed in detail. It was agreed to seek further advice from PCC/PCNPA on the specifications needed for the ramp. It was also agreed to pursue enquiries for a grant for improvements to the cemetery. A quote was received for the work required and it was agreed to obtain two further quotes when the specifications for the ramp were clarified.
Grass cutting: Renewal of the garden maintenance contract for 2012 was agreed.
Precept: Following discussion, all present agreed that the precept be set at £8,000.
PLANNING
Pembrokeshire County Council had granted planning permission for the following:
Change of use to touring caravan servicing and equipping centre, sales centre and storage - Carew Open Air Market, Carew Airfield, Carew.
Installation and operation of 50kw photo voltaic panels - Carew Airfield Pavilion, Carew.
Erection of temporary anemometer mast - Sumemrton Farm, Sageston.
Erection of a garage - Bartletts Well Lodge, Birds Lane, Sageston.
Refusal of planning permission by PCC:
Change of use from carer's annex to residential dwelling - Woodpark, Sageston.
The following planning application was received:
PCNPA - Demolition of existing detached garage and erection of new double garage to rear garden and erection of single-storey rear conservatory - Delfryn, Cresselly. Following deliberation and discussion, there were no adverse comments to this application.
Carew Castle Holdings capital project proposals - A letter was received from PCNPA informing the council that funding had been received from Cadw EU, Cadw TMF for: reproofing and new doors and windows at Lesser Hall of Carew Castle; resurfacing the car park; refurbishing and extending the existing storage building in the walled garden to provide reception facilities and public toilet; and removing the portable buildings from the walled garden.
Upon receipt of the statutory consents, it was anticipated that the work would commence in the spring and the community council would be advised of the scheme as part of the planning process.
CORRESPONDENCE
It was agreed by all present that the following invoices be paid:
BDO Stoy Hayward external auditors - £144
Renewal of Carew Parish website registration for a further two years - £11.98
The access to the paddock walk had been cleared by Clr. Goodman and County Clr. David Neale.
A letter was received from PCNPA informing the council that supplementary planning guidance for public consultation on siting and design of farm buildings was available on the National Park website http://www.pcnpa.org.uk">www.pcnpa.org.uk.
Temporary closure of the footpath across Carew Mill Pond causeway: A letter from the public rights of way assistant at PCNPA said that the time scale for the works previously notified had been extended and it was now anticipated that the works would continue and be completed by the end of January.
PARISH MATTERS
Paddock Walk needed trimming back.
Carew Bridge needed cleaning and lines repainting.
Bartletts Well repairs had not yet taken place - Cadw were to be contacted.
The hall car park had a pot-hole that needed filling in.
The next meeting of the council will be on Thursday, February 9, at 7.30 pm.
