Matters Arising from the Minutes - Clr. Brace gave an update to the meeting with Pembrokeshire County Council regarding the drainage around St Anne’s Church advising that apparently there is an underground drain that runs under the road into a soak away. Clr. Preston will liaise with the Pembrokeshire County Council and request that this new information is taken into account and they consider the possibility of providing a new, working drainage system to this part of the roadway.

Planning Applications

NP/19/0414/FUL – 11 Cwm Gwennol, Saundersfoot - Following consideration of the planning application the Council have no objections of concerns regarding this application and consider that the space on the plot has been well sued and the proposed building is within keeping of the surrounding buildings.

Jon Preston’s Report

Millbay Housing Development - I am currently in the process of arranging a meeting with landowners bordering the Millbay Housing development at New Hedges. The purpose of the meeting is to establish ongoing responsibilities for grounds maintenance on completion of the development. Strictly speaking this is essentially a private matter which would not normally come under the umbrella of the County Council, however if I can accommodate a meeting to seek to resolve some of the current concerns then I am happy to do so.

2022 Proposed Boundary Changes - The current proposals by the Boundary Commission for Wales regarding the area of St. Mary Out Liberty seek to amalgamate the Villages of New Hedges and St. Florence. The purpose of the change is an attempt to ensure all Pembrokeshire wards are of a similar size in terms of the number of electorates. The current arrangements for the community council will remain unchanged other than the elected County Councillor would take on the responsibility for St. Florence as opposed to the current responsibility for the ward of Penally.

Enhancing Pembrokeshire Grants - Enhancing Pembrokeshire Grants can be used to fund many local projects such as our Play Park.

PCC are looking for applications which would offset the negative effects of second home ownership. The impact of second home ownership in our communities can be far reaching creating a loss of community vibrancy and neighbourliness. Projects maintained throughout the year being difficult particularly in the winter with fewer people living full time in the community. Many services have proved to be hard to provide due to a reduction in residents that can affect such things as Public Transport. Other negative effects include the isolation of the elderly, inflated house prices and the need for young families to have to move away from the locality to find affordable housing.

This in turn can impact local businesses by reducing trade and lead to a lack of facilities for young people. Older family members may also have to rely on social services due to immediate family members no longer living close by. Enhancing Pembrokeshire grants can be used to fund projects that create welcoming community hubs to address loneliness and isolation enabling residents to socialise and network.

Projects to enhance community facilities, amenities and infrastructure, develop events and activities to increase community vibrancy and increase footfall to support local businesses. It is also important to encourage second home owners to become involved and engaged with the local community through activities and events . The criteria for such projects and the application process is available by either contacting myself or PCC.

Ironman 2019 - As reported earlier this year the annual Ironman Wales event will be held over the weekend of September 14/15. PCC have stated that it will be necessary to introduce various traffic restrictions over the weekend to enable the set up works to take place on the Thursday and Friday, and to also ensure competitor and public safety along the route over the two days.

In addition to previous years this year St Brides Hill and Broadfield Hill, Saundersfoot will be totally closed for the safety of competitors and spectators. Full details will be circulated to residents and businesses by Ironman in advance of the event through press releases and mail drops.

Village Maintenance - The cracked paving slap opposite Lodge Farm has now been replaced. The ‘Welcome to Saundersfoot sign at the top of Broadfield Hill has also been replaced.

The sign at Cross Park has also been re-fixed to its post after it was removed during initial works at the Millbay Development. The drain at St. Anne’s Church remains on going.

Clr. Rawson Humphries (On Behalf of Village Matters) -It was reported that the public footpaths surrounding the village are in may areas impassable due to fallen trees, broken bridges and styles etc.

The path passing Scotchbrough House is of major concern. Clr. Preston will liaise with Clr. Rawson Humphries and Pembrokeshire County Council as well as the landowner of part of the land in question. The pothole by New Hedges Tavern has been filled.

Clr. Rawson Humphries (On Behalf of PACT) - It was reported that dash camera footage is being used by the Police to confirm or otherwise dangerous driving allegations. Also if any persons has photographic evidence of any parking offences they can be forwarded to the Police and they will consider any possible prosecution.

Clr. O’Hanlon (On behalf of The Village Hall Committee) - It was reported the New Hedges Village Hall Committee will be applying for the Pembrokeshire County Council Enhancing Pembrokeshire Grant for playground equipment and the Committee thanked the Clerk for forwarding the appropriate application forms.

Clr. O’Hanlon also requested that the Clerk obtain further information appertaining to the Close Pass Cyclist Campaign – This item will be on the September Agenda for further discussion.

Co-option Notice for two councillor positions – Consideration of date for any possible interviews.

The Clerk advised the Council that the Returning Officer had not received the regulation 10 requests for an election and any casual vacancies can be filled by co-option.

Clr. Rawson Humphries proposed that a Notice be placed in the local paper and village notice board inviting any interested persons to contact the Clerk so they can be considered for co option onto St Mary Out Liberty Community Council.

Clr. Brace seconded the proposal with all Councillors in full agreement.

The Clerk to place the adverts displaying that there are two vacancies, the closing date for applications is September 9 with any candidates being invited to the September meeting for their interview in the village notice board and local paper.

The next meeting will take place on September 10.
