Among matters discussed by St. Mary Out Liberty Community Council this month were the following:

Appeals

Kidney Foundation Walk for Life and Macmillan Cancer Care - a donation of £10 was proposed by Clr. J. Butland seconded by Clr. D. Nash.

Community Emergency Plan Report

Clr. Howard Rawson Humphries reported from the VHMCC committee meeting. The committee fully supported the setting up of the community emergency plan. Council would now have to decide upon the way forward. Clerk would place on the next agenda for further discussion.

County Councillor Mr. Jon Preston’s report

Clr. Preston reported: “Unfortunately, I have received reports of noise pollution from a business premises affecting a residential area. The first course of action is to seek to resolve the issue amicably, which I understand on this occasion has failed. The local authority can enforce the Environmental Pollution Act 1990 to address such matters if deemed appropriate. I have advised that those affected by noise pollution gather evidence of the problem which can then be used to understand and ultimately resolve the issue.

“I have been made aware that at least three signs have been displayed around the property at Waterwynch which state that the part of the beach from the mean high tide mark is privately owned. It is my understanding that the boundary is determined in this way when land such as Waterwynch is bounded by a tidal body of water. I do not think the signs at Waterwynch are misleading in their content and full access to the beach for walkers has not been restricted

“The run up to Mother’s Day saw a purge of undercover daffodil pickers along the by-pass. The daffodils were planted by the community council for all to enjoy each spring. May I politely ask that people refrain from picking the daffodils next year. The bulbs, which I believe were purchased at the chairman’s expense, are to further enhance the village. It was disappointing to find that many daffodils were picked when they were at their best.”

Pembrokeshire Coast national Park Workshop

Clr. Howard Rawson Humphries reported on attending the Pembrokeshire Coast National Park workshop relating to the Local Development Plan. He will also be representing council at a One Voice Wales meeting and a further workshop by Pembrokeshire Coast National Park.

Village Matters

Dog fouling continued to dominate the local headlines. It was generally agreed that the problems that existed were caused by the same few local people. It was very difficult to overcome this issue other than to appeal to the local residents to act with responsibility, to respect the local community for all to enjoy. Local monitoring would continue, especially in the Trevayne Lane area. Litter was under control at this time. The chairman reported that damage to St. Anne’s Church had occurred recently when the driver of a vehicle appeared to lose control, causing considerable damage to the fabric and the surroundings of the church. The chairman advised that the matter was being dealt with in a responsible manner. The matter of the noise problem caused by a bottle bank at Rowston Park was being attended by County Councillor Jon Preston as referred in his report. It was hoped that the matter would be resolved amicably.

Playing field and Village Hall

Clr. Mitchell reported that the works carried out by Pembrokeshire County Council to rectify defects on the play equipment at the playing fields had been completed. There had been problems with the central heating boiler at the Village Hall which had caused some difficulty briefly, but the matter has been resolved.

Any other business

Clr. Rawson Humphries reported that the survey on Scotsborough House had been completed; the results would be available very soon. Clr. Rawson Humphries had attended the local police forum meeting which he then reported on. Thankfully, crime did not appear to be a difficulty at this time locally, but he gave a warning over travelling so-called ‘handy men’ who offered their services to local residents some of which had been dissatisfied with their service and charges.

The next meeting of council, the AGM, will be held on Tuesday, May 10, at 6.30 pm.
