At the September meeting of St. Mary Out Liberty Community Council, the following matters were discussed:

Matters arising

The clerk advised that there had been a misunderstanding over the meeting with Mr. Codd to discuss the village outstanding matters It was agreed that County Councillor Jon Preston would contact Mr. Codd to rearrange the site meeting. Mr. Preston would liaise with the clerk on this matter.

County Councillor Jon Preston' report

Knightston Lodge planning application (12/1083/PA): Clr. Preston said: "I have again contacted the planning officer overseeing this application stating that I feel this application has been wanting in terms of communication by officers of the council from the outset and that I think we owe it to all those involved to be given the opportunity to put their case across. I believe the site of the proposed application to be the best place for this meeting to take place. I have been able to hear both sides of this debate and it is quite clear that there are misunderstandings in terms of where we are with this plan and which project is currently on the table. I have requested that we be permitted a site meeting or alternatively a meeting at County Hall to seek clarification for all parties. The planning officer has responded by saying that he would inform his line manager that we still wish to have a site meeting prior to the determination of the application. I have checked the application and have found the amended plans are available online at the PCC planning website."

Poor upkeep of the village: Clr. Preston said: "Following my report to the head of service regarding issues with the upkeep of the communal areas of the village, Mr. Codd has suggested I meet with himself and the area supervisor at the village to discuss this further."

Electoral Boundary review: Clr. Preston said: "Following on from my August report, the boundary review officers invited with the leaders of all groups to meet with them at County Hall to discuss the proposals in more detail. The officers of the boundary review were disappointed with the level of engagement so far and reminded members that any observations or objections should be put forward prior to the October 15 deadline. Clr. Michael Williams put forward some observations on my behalf, those being the absorption of the community of St. Mary Out Liberty into the much larger community of Saundersfoot South. To maintain a cohesive community and the individual identity of the village of New Hedges, I would not wish to see St. Mary Out Liberty removed from the ward with its present communities of Penally and Gumfreston."

Civic amenity site, Brooklands: Clr. Preston said: "Despite my question at the last full council meeting, PCC are unable to provide any indication of their intentions following the 11th hour withdrawal of this planning application. I have been informed that once a decision is made, I will be contacted. I will continue to closely monitor this situation."

Park House Court planning application (10/0696/PA): Clr. Preston said: "This application is still under consideration and currently has a status of an initial recommendation."

Tenby MIU: Clr. Preston said: "I have received confirmation that the Hywel Dda Health Board will be facilitating the closure of the MIU at South Pembrokeshire Hospital. I have obtained a series of Freedom of Information responses which I have shared with the Community Health Council regarding the MIU at Tenby. At this moment in time, no decision regarding the MIU at Tenby has been made. The performance of the Red Cross cover during the peak season is still being collated."

Council Vacancy

In answer to the advertisement in the local press, two applications had been received. It was agreed to allow more time for any person to apply and to discuss the matter at the next meeting.

Village Matters

Litter within the village: County Councillor Preston was dealing with this matter along with other matters within the village.

Seats within the village: The clerk advised that the new seat had arrived. It was a maintenance free version. It was agreed to request Mr. A. Brace to assist with the removal of the old seat and with the installation of the new seat. The clerk would arrange to have a new plaque made to place on the seat and to liaise with Mrs. J. Lawrence as previously agreed. The seat next to Hunters Park, adjacent to the bus stop, was being dealt with by the chairman.

Ironman Wales 2013: It was reported that the event had been a great success again this year. New Hedges had been very prominent on the marathon course with a feeding station outside the Village Hall. The Village Hall facilities had also been made available. It was suggested by Clr. D. Brace that council make a donation of £50 to cover any costs involved. The chairman seconded the proposal.

Pavement near Cross Park: This matter had not been attended to; it was on the list of matters outstanding to be discussed with Mr. Codd.
