The chairman welcomed the visitors present at the July meeting of St. Mary Out Liberty Community Council, who had attended to express their concerns over the proposed development at Knightston Lodge.
The clerk explained that he had not received any further correspondence from Pembrokeshire County Council since they had turned down council's request for a site meeting.
County Councillor Mr. J. Preston had been in contact with Pembrokeshire County Council with reference to this application however.
The chairman requested that the clerk contact Pembrokeshire County Council to request that no decision be taken at present and to again express the local concerns and to request that a site meeting be held to discuss the application.
Planning
Single storey extension - Induna, New Hedges (after careful consideration, council agreed that it had no objection to the proposed application being approved); alterations and extension - The Sundowner Motel, New Hedges (advice of approval with conditions was noted by council).
County Councillor Mr. Jon Preston's report
Tenby MIU: Clr. Preston said: "I attended a meeting with SEPCHN at New Hedges Village Hall on June 18. It was a well-attended meeting chaired by Mr. Mansel Thomas, who gave an update of the situation regarding the future of minor injuries provision so far. Mr. Tony Wales also gave an informative account from the perspective of the Community Health Council. The notes from the meeting are available upon request. In an attempt to gain some clarity on the situation regarding minor injuries provision by the Red Cross, I have written to Mr. J. Collins, who is the director of the Red Cross services in Wales, asking for a timetable of the trial roll out of the alternative facilities and what we can expect in terms of expertise, resource and staffing. I have also made it clear we wish to retain the MIU building as a key medical facility in the area and that I hoped it would be fully utilised by the Red Cross. I have also written to the Welsh Minister for Health, Mr. Mark Drakeford, asking him to accept a further request by Tenby Town Council to meet with the local councillors. In addition to this, I have taken the opportunity to make additional Freedom of information requests to the Hywel Dda Health Board to try and build an accurate picture of how the process to implement changes has been administered and managed.
Knightston Lodge planning application: Clr Preston said: "Following a number of enquires I have received regarding the planning application at Knightston Lodge, I have contacted the case officer who has informed me that the original application was in outline and that matters of siting and means of access were provided for consideration. It appears that details of the access were amended during the course of the application around November 2006. The amended access remained within the area which the application referred to and to land which was stated to be within the ownership or control of the applicant. Objections received at the time of the application make no reference to encroachment onto neighbouring properties. The plans submitted show that the application site and neighbouring land are in the same ownership. Planning permission would not give authorisation for the developer to carry out works not in their ownership or control. The amended application can be viewed and commented on on the PCC planning website. All relevant documentation and drawings are also available to download."
Civic amenity site, Brooklands: Clr. Preston said: "Following the well-publicised withdrawal of the original planning application, I have written to the director of services, Mr. Ian Westley, who has assured me that he will inform me of any future developments. I would expect some form of closure on this matter quite soon due to the fact that the planning application is beyond reasonable amendment to ever succeed. May I again thank the community council of St. Mary Out Liberty for their continued support in this matter and the empathy they have shown to the Brooklands community."
Park House Court planning application: Clr. Preston said: "This application is still under consideration and currently has a status of initial recommendation."
Council
Vacancy
The clerk advised that Pembrokeshire County Council had contacted him and informed him that no person had requested an election. Council were requested to fill the casual vacancy by co-option of a person eligible for council membership. Members agreed to make local enquiries.
Village
Matters
Dog fouling: Nothing further to report. It was reported that the dog warden was actively visiting the area on a regular basis.
Litter within the village: It was reported that a bin had been damaged near Trevayne Lane; also the bin near the bus shelter opposite Cross Park required repositioning. The clerk would contact Pembrokeshire County Council.
Parcel of land near Trevayne Lane: It was reported that Mr. Brace was monitoring the area. He had cut the grass and would take action as needed.
Seats: The clerk advised that the seat opposite the New Hedges Tavern, donated in memory of Mr. W. G. Lawrence in 1977, was now beyond economic repair. The clerk advised that it would cost almost as much to repair as to purchase a new seat. Council agreed to discuss this again at the next meeting. Clr. Herrick agreed to attend to the seat that Mr. Howard Brace donated to the council when he was chairman.
The next meeting of council will be on Tuesday, August 13, at 6.30 pm.
