At the September meeting of St. Mary Out Liberty Community Council, the following matters were discussed:

Matters arising

The clerk asked if the council wished to comment on the proposed site for the civic amenity unit near Brooklands Nursing Home. It was agreed that the clerk should write a letter opposing the proposal.

Council resignation: The clerk reported that he had received an email from Clr. Mrs. Caswell advising that she wished to resign as a member of the council. Council were sorry to receive this message, but respected Mrs. Caswell's wishes. The chairman stated that Mrs. Caswell had been an excellent councillor. She had served the community for a long period. The chairman requested that the clerk should write a letter to Mrs. Caswell acknowledging her retirement and thanking her for the service that she had given to St. Mary Out Liberty. Clr. Nash seconded the proposal. The clerk would advise Pembrokeshire County Council of the vacancy.

Planning applications

Improvements to two field entrances and hard standing for the harvesting of timber -Trevayne Farm (notice of approval noted).

Provision of three sections of new forestry tracks near Trevayne Farm. After a short discussion, it was agreed that council had no reason to object to the application being approved.

County Councillor Jon Preston's report

Clr. Preston reported: "I have obtained two documents produced by Health Concern Wales I would like to share with the community council. Both documents relate to proposed changes to our healthcare provision in the county. One document is a current breakdown of current proposals for paediatric services. The other document relates to proposals regarding Withybush Hospital."

Village Matters

Dog fouling: The clerk advised that the new bin was now in position. Clr. Mrs. Leyshon reported that the bin was a welcome addition in this area and was already being used.

Old village park: The clerk advised that part of the sign had been removed, but the grass had not been cut as promised.

Clr. Mrs. Turner reported the poor condition of the verges and pavements due to weeds growing, including brambles. The clerk was requested to write to Pembrokeshire County Council.

It was also reported that the road sweeper travelled through the village at high speed without ever sweeping the road. The clerk was again requested to ask Pembrokeshire County Council if they could arrange for the schedule to include the village of New Hedges.

County Councillor Mr. Preston agreed to take these two matters on board also.

Playing Field and Village Hall

After a discussion, it was agreed that the tree near the bus shelter did obstruct vision when leaving the car park. It was agreed that the clerk should write to Pembrokeshire County Council requesting that they prune the branches. Clr. Mrs. Leyshon would take the other matters discussed at the last meeting to the village hall management meeting.

Correspondence

The chairman outlined the contents contained in the consultation document from the Hywel Dda Trust. After a discussion, the questionnaire was completed.

As regards to the meeting to be held at Narberth on September 27, County Councillor Mr. J. Preston agreed to represent St. Mary Out Liberty.

Letters of thanks were read from Shelter Cymru and NSPCC.

Any other business

Clr. Mrs. Leyshon reported that the footpath to Waterwynch beach was very muddy and could be dangerous. Clr. Nash confirmed this. The clerk would contact the Pembrokeshire Coast National Park on this matter and also the signage with reference to advising pedestrians of their right of access to the beach. It was late in the day for this season, but the aim was to have the correct information in place as soon as possible.

Clr. Mrs. Leyshon reported the poor condition of the new bus shelter at Twycross. The clerk would check and act accordingly.

The next meeting of council will be on Tuesday, October 9, at 6.30 pm.
