Five members of St. Mary Out Liberty Community Council and County Councillor Carol Cavill attended the July meeting when the following matters were discussed.
Planning applications: agricultural building, the roundabout field, Red House Farm, Twycross (after careful consideration, it was agreed that council had no objections to the proposed application - Clr. D. Nash took no part in the consideration of the application); extension - Tegside, New Hedges (again after careful consideration, council agreed that it had no objection to the proposed application being granted).
FINANCE
Audit update: The clerk advised the meeting that the necessary notice had been on display with reference to the accounts. The clerk would now wait the statutory period before sending the return to the auditors by the due date.
Appeal: Shelter Cymru - a donation of £10 was proposed by Clr. Mrs. Caswell, seconded by Clr. Mrs. Leyshon.
Update regarding electoral boundary changes: The chairman read letters from Pembrokeshire County Council on this matter. Despite council's appeals to the cabinet, they had decided to recommend to the Welsh Assembly Government that the changes that they had suggested go ahead. At this point, the question was raised over the council's asset that would be lost and also at what stage could a final appeal be lodged. County Clr. Mrs. Cavill agreed to investigate these points and to report back to council.

Road surfacing: The answer to the question raised in the last meeting was as follows: The surface dressing on the New Hedges bypass was undertaken purely as an anti-skid measure. The structure of Devonshire Drive had deteriorated to such an extent that the whole road was in danger of collapsing, hence the need to strengthen the structure and re-surface it completely.
Electoral boundaries: The cabinet accepted the report of the monitoring officer that the area from the top of Broadfield Hill was included within Saundersfoot, and the area along the A478 as far as the entrance to Devonshire Drive was included in St. Mary Out Liberty. This would now go to the Welsh Assembly inspectorate when there wuld be a further opportunity for the community council to comment.
Retirement village, Park House Court: A decision had now been made by the Welsh Assembly Government. The inspector ruled in favour of the development, attaching various conditions. However, the minister for the Environment, Sustainability and Housing, Jane Davidson, overruled this decision and consequently the application had been refused.
New schedule for litter picking and litter bin emptying: Litter picking would be routinely undertaken every six to eight weeks and litter bins emptied daily. It was also hoped to deploy the new road sweeper used in Tenby to sweep the main road in New Hedges far more frequently than the previous routine.
Village matters
Questions were raised over Footpaths 43/7 and 43/8; the footpath signs were still outstanding. County Clr. Mrs. Cavill would investigate and report back.
Clr. Mrs. Caswell reported that the hedgerow at the Sundowner Motel was causing a visual obstruction to traffic leaving. It was agreed to pass this matter to Pembrokeshire County Council.
Playing field and Village Hall: It was reported that the new swings were now in place and operational. Council was pleased with the continued progress of the Village Hall management committee, with reference to the development of the playing field and the new play area. It was agreed that the clerk should write to the management committee to convey council's congratulations. At this point, the chairman suggested that council consider a financial contribution towards this latest investment that had been made by the management committee. The chairman suggested a contribution of £300 and made the appropriate proposition, which was seconded by Clr. Mrs. Caswell.
Correspondence
The chairman read a letter from Pembrokeshire Voluntary Transport introducing the service minibus match. It was agreed to display the notice for local people to see. A further letter from Pembrokeshire County Council was received from the Key Holders Forum which was noted. A questionnaire from Pembrokeshire Coast National Park on supplementary planning was completed.
Any other business
It was agreed that the council would not meet in August unless the clerk had particular issues that could not wait, e.g. planning matters.
