Six councillors and County Councillor Mrs. Carol Cavill attended the November meeting of St. Mary Out Liberty Community Council when the following matters were discussed.

Bottle bank: The clerk enquired about the bottle bank that had been discussed at the last meeting. Clr. Nash confirmed that he had discussed the matter with the Village Hall management committee and confirmed they were unable to assist at this time.

Casual vacancy: The chairman advised that he had spoken with a local gentleman who may be interested in joining the council. He had to make further clarification on personal matters, before a decision was taken. The chairman agreed to liaise with the gentleman.

 

Planning Applications

 

Two-storey extension, No 4 and No 6 St. Anne's Drive - council examined the proposed development closely, and came to the same conclusion that they had arrived at when a similar application was placed before council earlier. Council agreed that it was over-development of the site, but accepted that it was inevitable that this application would be placed before council when the previously similar extension was granted by Pembrokeshire County Council. In conclusion, council considered it to be over-development of the site, but accepted that there was little they could do to prevent its approval. 

 

County Councillor Mrs. C. Cavill's report

 

Street lighting: Clr. Mrs. Cavill said that the local county councillor and the relevant community council would be consulted before any decision was made on the reduction of street lighting hours from midnight to 5 am.

St. Anne's Church: Clr. Mrs. Cavill reported that the developer had now nearly completed the car park for the church.

Waterwynch: Clr. Mrs. Cavill said that the extra hand rail was now in place and certification of the diversion had been received. 

Footpath 43/7 Knightston: It had been reported to Clr. Mrs. Cavill that there were trees down blocking the path again. Also it was almost impossible to cross the stream. The trees would be removed and a decision made regarding crossing the stream. If a bridge was necessary, the county council would have to consult with the Environment Agency.

 

Village matters

 

County Clr. Mrs. Cavill reported that the works to improve the wheelchair access near Knightston Close would be carried out in the next few weeks.

Clr. Mrs. Cavill would enquire about the new bus shelter to obtain some time scale for its provision.

The clerk reported that he had contacted the people who had pledged support for the provision of the defibrillator to advise that the matter had been placed on hold until the spring, when it was hoped to arrange for a representative of the Welsh Ambulance Trust to visit to demonstrate its operation. This would be advertised at the time.

The clerk advised that the provision of the Christmas tree was in hand and that the lighting contractor had been confirmed.

 

Sale of Cars at the local Garage

                    

County Clr. Mrs Cavill reported that the proprietor was in the process of submitting a planning application for a change of use.

 

Access to Waterwynch

 

The chairman reported that he had inspected the recently completed works, and was pleased to report that the works completed were a great improvement as a safety issue. The chairman asked County Clr. Mrs. Cavill to convey council's sincere thanks. It was agreed to delete this matter from future agendas.

 

Playing Field

 

Clr. Nash reported that he had been unable to carry out the works at the playing field due to the very wet weather. Clr. Nash was in contact with the Village Hall management committee and would do the work as soon as possible.

 

Welsh Language Scheme

 

The clerk advised the meeting that it was necessary for the community council to examine the Welsh Language Scheme that the council had adopted last November to decide if it was suitable to needs. It was a requirement to examine on an annual basis. After a discussion on the matter, the chairman suggested that the scheme adopted last year was adequate, and that council should confirm to continue with the same scheme. This was agreed. The clerk would contact the Welsh Language Board to advise them of the council's decision.

 

 Correspondence

 

The chairman read letters from Pembrokeshire Coast National Park with reference the footpath diversion at Waterwynch, along with letters of thanks for donations from British Red Cross and Urdd Gobaith Cymru.  

Any Other business

 

A general discussion on the times of meetings during the winter months took place. It was felt that if the meetings were held at 4 pm, it would be helpful, and may help attendance patterns. The clerk agreed to investigate the availability of the hall, and due to availability, it was agreed to have the December meeting on Tuesday, December 2, at 4 pm.
