At the November meeting of St. Mary Out Liberty Community Council, apologies for absence were received from the chairman, Clr. R. Johns, and Clr. R. Herrick. The clerk advised members that the reason the chairman was absent was that his daughter had had an accident, and was currently in hospital. Everyone present was very sorry and expressed concern. The clerk was requested to pass good wishes to the family.
Planning Applications
Replace window with door with protective railings, Three Chimneys, New Hedges: This application had been deferred at the last meeting to allow a site inspection. All members had inspected the site at various times. It was the general opinion of councillors that they had no objection to the proposed changes, while the clerk also advised that the chairman had no objection. This was agreed and the clerk would advise the county council. Extension Montcler, Broadfield, Saundersfoot: Council examined the plans very carefully and could see no problem with the application. Amendments The Retreat, Glenwoods, Saundersfoot: Council considered the application and agreed that they had no objection to the proposed changes. Extension and changes to the front elevation of the Cottage Ward, Park House Court Nursing Home (part of which was in retrospect): Council carefully considered the application and it was agreed that they had no objection to proposed changes taking place. Variance of conditions White Lodge, Narberth Road, Tenby: Advice of approval was noted.
electoral boundary changes
County Clr. Mrs. Cavill gave an update on the proposed electoral boundary changes and read a detailed document that was due to be placed before the cabinet. The report was in great detail, and councillors were generally pleased with the information to date. They now awaited the cabinet decision.

Cars at Twycross roundabout: The county council were continuing to monitor this and would welcome information concerning the times of greatest concentration of these vehicles for sale; also combining this problem with the danger of the amount of vehicles parked on the verge here during the summer market season. The council were looking at various ways of preventing the problem occurring, e.g. enhancing the verges by soft planting. Bus stop markings: The markings of the remaining bus stop were taking a long time, partly because not only was the width less than standard, but also it was a 'hail and ride' stop, there was a public telephone kiosk located there and various other bodies had to be consulted. The public transport officers had no objection, while the police reply was still awaited. Footpath, Broadfield Hill: The continuation of the length of footpath to connect with the path from Twycross had passed the design stage. Welsh Language Scheme: I have received two copies of the model scheme most suited to a community like St. Mary Out Liberty. Clr. Morris was most concerned about the cars for sale at the roundabout. He had put a great effort into this matter and could not accept Clr. Mrs. Cavill's remarks. He requested that the clerk write to the county council complaining about the lack of progress on this. County Clr. Mrs. Cavill would also pursue the matter again. Clr. Morris was also concerned about the timescale of the simple matter of bus stop markings. This item had been ongoing for over 12 months with little or no progress.
VARIOUS ITEMS
Highway matters: Both Clr. Mrs. Caswell and Clr. Mrs Leyshon expressed concern over the brightness of the new street lights as they did not light both sides of the carriageway. Clr. Morris was equally concerned, and questioned if a brighter light could be fitted. County Clr. Mrs. Cavill said she would make enquiries and report back. Playing Field and Village Hall: Clr. Hall reported that some work was outstanding on the children's swings. He hoped that there would be progress before too long. Access to Waterwynch Beach: Clr. Hall had inspected the path only a few hours before the meeting. He was still unsure over the surface, although it had been dry for some time. The viewing platform was still outstanding. Clr. Hall requested other councillors to make an inspection. Village matters: Clr. Hall enquired about the Christmas tree. The clerk updated the meeting and agreed to contact Hean Castle.
correspondence
The chairman read a letter of thanks from Childline Wales in answer to a donation that council had made. The police plan for 2008-2011 was received. The chairman requested that Clr. Morris, the police liaison officer, attend to this matter, Clr. Morris agreed. It was agreed to display a poster with reference to the Landsker Credit Union. Brochures from Play for Wales and Park Post were circulated. A letter was read from Pembrokeshire County Council on the matter of a Rural Facilities Survey. Since it contained re-cycling, Clr. Morris agreed to complete it on the council's behalf. The chairman outlined the contents of a letter with reference to licensing from Pembrokeshire County Council. The matter of the correspondence over the Welsh Language scheme had been discussed before and County Clr. Mrs. Cavill had looked into the matter very thoroughly. She recommended that the council sign up to the Blue Scheme voluntarily because it did appear to suit the community; otherwise the Welsh Language Board may impose a more stringent policy upon the council. The clerk would attend to this.
any other business
The matter of a chairman's chain of office was raised and the clerk said that he had made little or no progress to date. The clerk also advised that the chairman had been in contact with Tenby Town Council and would be visiting Park House Court with the dignitaries from Tenby at Christmas. Several councillors were concerned over the condition of a bungalow at Rushy Lake. The clerk was requested to contact Pembrokeshire Coast National Park over the matter. Clr. Morris asked about the speed camera donation. He agreed to make further enquiries and report to the next meeting when it would be placed on the agenda. Vice-chairman Clr. Nash again expressed the best wishes of everyone to the chairman and his family, and hoped that his daughter would soon be well again. The clerk would convey the message. Finally, vice-chairman Clr. Nash thanked Clr. Hall for his hospitality in allowing the council to meet at his house.
