At the outset of the September meeting of St. Mary Out Liberty Community Council, the chairman, Clr. R. Johns, invited a member of the public, Mrs. J. Ayling, to speak about the electoral boundary changes.
Mrs. Ayling outlined several points that she had made to County Clr. Mr. Peter Stock on this matter, and it was generally agreed that the end product was the same for all concerned. They all wanted St. Mary Out Liberty to remain as it currently was. Mrs. Ayling had provided copies for County Clr. Mrs. Cavill which would be passed to her. The chairman thanked Mrs. Ayling for her comments.
Planning applications
Replace windows with door and balcony - bungalow adjacent to Three Chimneys. After considerable discussion, when local residents' comments were noted, council decided to recommend refusal on the grounds of over developments. Erection of sign - Parkhouse Court. Advice of refusal was noted.
COUNTY COUNCILLOR MRS. C. CAVILL'S REPORT
Cars for sale at Twycross Roundabout: The officer who deals with this matter had found it very useful that Clr. Morris was keeping a record of the telephone numbers displayed and passing them onto him. This officer was very concerned about the many cars parking on the verges for the Thursday Market and was in discussion with fellow officers as to the best course of action.
Safe routes in communities: A pavement and crossing point from New Hedges to link with the existing footpath at Bells Corner had been included in the bid for funds from the Welsh Assembly Government.
Re-cycling facilities: Butter cartons, yoghurt pots etc. cannot go in the orange bags. These were not recycled anywhere in Pembrokeshire; they consist of the wrong type of polymers, which make them too hard to break down, and there is no market for this material.
Electoral boundary review: A further report taking into account the consultation replies would come before the cabinet in October.
Neighbourhood Policing Officer: This officer had been made aware that contact was not being made with St. Mary Out Liberty Community Council. This would be rectified.
Bus stop marking: Clr. Mrs. Cavill had reminded the officer that the remaining bus stop markings had still not been completed. This was still in hand.
VARIOUS MATTERS
Clr. Hall reported that vehicles were still not obeying the signs at the junction of the village road with the by-pass.
Village park: Clr. Hall reported that Pembrokeshire County Council had removed the apparatus from the village park. One item and a few seats had been transferred to the new play area. Further discussions were ongoing.
Access to Waterwynch beach: Clr. Hall reported that this matter was still unresolved. It was agreed that the matter should be referred to County Clr. Mrs. Cavill for her support.
CORRESPONDENCE
The chairman circulated several brochures to members and it was agreed to pass the numerous items from One Voice Wales to Clr. Nash, who was the community council's representative.
The chairman read a letter from Mr. D. T. Lewis, of Hean Castle Estate, advising of the closure of the saw mills at Hean Castle. However, Mr. Lewis had made the kind of gesture of supplying a Christmas tree free of charge to St. Mary Out Liberty Community Council as a seasonal gift to the community. It was agreed by all to accept this generous offer.
The chairman read an invitation from the Alzheimer's Association to attend a dinner at which Mr. Roy Noble would be guest. Clr. Mrs. Caswell and Mrs. Leyshon agreed to attend.
A notice of the Macmillan Cancer Support coffee morning was noted.
The chairman read correspondence regarding the Welsh Language Scheme. It was agreed that this matter needed more consultation. Documents from the Welsh Assembly Government were read and noted, as were the Safe Route to School letters.
ANY OTHER BUSINESS
The clerk requested that the November meeting be held a week earlier on November 6. He had contacted Mrs. Cavill regarding the matter. The chairman agreed to the request and the clerk would contact Mrs. Watts to amend the booking.
