Among matters discussed at the May meeting of St. Mary Out Liberty Community Council were plans for the installation of a cash point machine at New Hedges Post Office. Notice of approval was noted. Clr. Hall pointed out that the community council notice board would possibly have to be re-sited, to allow sufficient space for the new cash machine to be fitted. It was agreed that the clerk should liaise with the proprietors over this matter.

Access to Waterwynch Beach: The officer from the Pembrkoeshire Coast National Park Authority had been out to inspect this path and was pleased with the surface, which he thought would bed down well with continued use. If the community council were still not satisfied with it, perhaps it would be best to contact this officer directly. Highway matters, including road signs on the bypass: Several officers had been to look at this site, including the lighting officer. They had now come up with a firm plan and work should take place shortly. Footpath, Broadfield: Clr. Mrs. Cavill had received a letter from one of the residents enquiring about the lack of footpath from the top of Broadfield Hill to Twycross. She had spoken to the officer concerned who seemed to think that they were aiming at building a path on the opposite side of the road, in front of the houses. From what she remembered the community council had decided that the path should continue on the same side using the far cheaper and easier option of placing a tarmac path in the centre of the green verge. She needed to verify this before going back to the officer. The residents of Broadfield would be happy with this solution. Bus stop markings: Clr. Mrs. Cavill had reminded the officer that this had not yet been done, and he had promised to chase up the matter. Speeding at Rushy Lake: A resident of Rushy Lake had contacted Clr. Mrs. Cavill with regard to the speeding there and was starting a petition for all residents of the area. When an earlier complaint was received about this, the county council did a speed check, which the police found acceptable. Perhaps it was time to do another speed check, or ask the police if a speed gun could be used there. Bus Shelter at Cross Park: The county council had no insurance cover on bus shelters. The maintenance officer who dealt with repairs was not available to ask about funding for a new bus shelter. Clr. Mrs. Cavill had written to the director of transportation asking how it was possible to persuade people to use public transport when they had nowhere to shelter from the elements while waiting. She was awaiting a reply. In answer to County Clr. Mrs. Cavill's report, Clr. Hall was still unhappy about the access at Waterwynch. Clr. Nash was equally concerned. It was agreed that Clr. Hall would co-ordinate a site meeting with Mr. Richards, of the Pembrokeshire Coast National Park, when all the issues could be discussed. The chairman agreed to attend with Clr. Hall. The clerk reported that Clr. Morris had met with the officers when they were inspecting the road sign issue. Clr. Morris had reported that they were also looking at the street lighting in this area. Clr. Hall again asked about the seat that had disappeared from Cross Park near the bus shelter. He had telephoned the helpline to request that the base of the seat be repaired shortly after the seat was gone, yet Pembrokeshire County Council stated that they had not removed the seat. Clr. Hall stated that this seat was frequently used by local residents. The county councillor agreed to contact Pembrokeshire County Council again to investigate. In connection to the continuation of the footpath from Broadfield Hill towards Twycross, when the footpath was recently completed at Broadfield Hill, council were advised that for the footpath to be continued, a new scheme would be needed, and it would have to take its place on a list of schemes already awaiting funding. Council agreed that the cheaper option of laying a tarmac path within the existing verge would be an improvement on the current position, and one that they would support. With regard to the speeding matter, a request had been made at previous meetings to obtain a check of the speed on the bypass before the holiday season when traffic flows increased. However, a monitoring device had been placed in the village opposite the garage. Clr. Hall asked if the original request could be pursued and also a request to place the device at Rushy Lake to verify if the problem required a request for the police to visit the site with the speed gun. Finally, council noted County Clr. Mrs Cavill's remarks with reference to the bus shelter at Cross Park. They agreed with Mrs. Cavill, that at a time when all were being encouraged to use public transport, it did seem to be a very negative approach to the problem to knock the existing bus shelter down simply because it was not safe. Surely the answer was to replace it with a modern alternative.

village matters

The chairman expressed concern about the condition of the play area. The grass had not been cut and generally it appeared to be neglected. The clerk was to contact Pembrokeshire County Council. Clr. Hall reported that the area in front of the Village Hall would be reseeded shortly, once new top soil had been spread over the area.

correspondence

The chairman read a letter with reference to filling the casual vacancy from Pembrokeshire County Council. He advised that a new councillor had been identified and the lady would be attending the next meeting. Letters from One Voice Wales were read about complaints procedures, and also with reference to the Review of Community Councils. Brochures were received from Play for Wales and Glasdon and newsletters from Council Direct, Shelter Cymru and PACTO, which were circulated. A copy of the recently adopted Joint Unitary Development Plan was received. It was agreed that this important document should be held on file for future use. The chairman read a document about a Pembrokeshire rail card, which offered assisted prices to Swansea. It was agreed that the document should be placed on the notice board. Notice was received advising that the number of seats on the Pembrokeshire Coast National Park would be increased from 15 to 18. Notice was also received from the Citizens Advice Bureau about the forthcoming AGM to be held on May 25. The chairman read a letter from Pembrokeshire County Council with reference to kerbside recycling enclosing posters, which it was agreed should be displayed locally. He also read notice of the Area Liason Meeting to be held at Narberth on May 23. Finally, the chairman read a document from the Mid and West Fire Authority with reference to the Draft Risk Reduction Action Plan for 2008/2009, soon to be released.

The clerk read an email received from Mr. Farrow; the clerk was requested to reply. Several matters were mentioned to be placed on the next agenda. The next meeting will be the annual general meeting on Tuesday, June 12.
