Among matters discussed at the January meeting of St. Mary Out Liberty Community Council were the following:

Matters arising

The number of apologies that had been given for Clr. Mrs. Hawkes was discussed. In conclusion, it was agreed that the clerk should write to Mrs. Hawkes on this matter.

Planning applications

Indoor swimming pool, The Retreat, Glenwoods, Saundersfoot: After careful consideration, it was agreed that council had no objection to the application. Extension Beechwood, Rowston Drive, New Hedges. Advice of approval was noted.

FINANCE

The clerk advised that the final instalment of the precept had been received. Accounts: Acorn Garden Services £25. Payment was proposed by Clr. T. Morris and seconded by Clr. D. Nash.

Appeals: Pembrokeshire YFC - a donation of £10 was proposed by Clr. D. Nash and seconded by Clr. T. Morris; Pembrokeshire PYB - after discussion, it was agreed to note this appeal only.

A further donation was considered to the New Hedges Village Hall management committee. Clr. K. Hall and Clr. D. Nash declared an interest in this matter and did not take any part in the discussion. The clerk advised that he had consulted with the auditor and with One Voice Wales. The advice received was that council were within their mandate to make such a donation, and that it should be made under Section 19(d) of the Local Government Act 1976.

The chairman expressed the opinion that this matter had been under consideration for some time, now that the council's legal position has been clarified. The chairman proposed that they make a donation of £2,250. This was seconded by Clr. T. Morris.

The clerk read an invitation to councillors to attend the official opening of the Village Hall extension on Saturday, January 20. It was agreed that the chairman would make the donation to the Village Hall management cmmittee at the opening.

County councillor Mrs. Cavill'S report

County Clr. Mrs. Cavill reported briefly, that there was nothing further to report on the matters of the previous month.

However, it was hoped that progress would soon be made over the signage at the southern end of the junction of the village road and bypass. She also took on board several matters that required further investigation.

Highway matters

Clr. Hall again requested a speed check on the bypass now that they were in low season. Clr. Morris agreed that speeding was a common problem.

County Clr. Mrs. Cavill was requested to ask Pembrokeshire County Council to carry out a speed check in the first instance, before the community council involved the police. ACCESS to waterwynch beach

There was no further information to report. The recent weather had been very poor and not conducive to such projects. It was hoped that the matter would receive a high priority, in order to complete during the low season.

Village matters

The clerk advised that he had contacted Pembrokeshire County Council regarding the problem that Clr. Mrs. Caswell had highlighted over the lack of visibility from the bus shelter at Cross Park.

Clr. Morris reported that the water guttering was in need of repair at the bus shelter at Hunters Park. Clr. Hall advised that he had received an excellent response from the Pembrokeshire County Council Help Line recently.

Clr. Hall agreed to attend to this matter. Clr. Hall also reported that he had been approached by a local resident over the parking of vehicles near the junction of Lake Drive and St. Anne's Drive. It was causing difficulties and it was only a matter of time before an accident occurred.

The chairman thanked Clr. Hall and reminded him that it was a police matter.

However, it was hoped to invite the local police to attend a meeting of the council in the near future, when such problems could be mentioned.

The matter of the road markings was discussed at the bus stop outside the garage; it was agreed that it would be beneficial to have the words 'bus stop' painted on the carriageway. Council were aware that the width was limited, but felt that it would limit parking and assist the buses stopping. County Clr. Mrs. Cavill agreed to attend to this matter.

Correspondence

Notices of surgeries were received from both Nick Ainger MP and from Christine Gwyther AM for the coming weeks. The clerk would display these. Brochures were received from Glasdon, Play for Wales and Planed.

Letters of thanks were read from the Samaritans and the Alzheimer's Society for donations that council had made.

Notice was given of a Dyfed Powys Police forum and of a meeting of One Voice Wales to be held at Penally. The chairman and Clr. Nash hoped to attend, and the police information was passed to Clr. Morris, who is the community council's police liaison member.

County council periodic electoral review

The chairman outlined the correspondence to members. It was agreed that St. Mary Out Liberty was a growing area with a number of developments already in the pipeline.

After a lengthy discussion, it was agreed that the council should work to maintain the fabric of the community.

It was also agreed that the clerk should write to the cabinet to request that when the cabinet meeting to discuss any changes was held, that the ambitions of the council be made known and that the following boundary changes be considered:

Waterwynch be included into the St. Mary Out Liberty area; possible inclusion of BrynHir into St. Mary Out Liberty area; the St. Mary Out Liberty boundary be extended in a northerly direction to include the properties that have boundaries on the sides of the Narberth Road A478 to the junction of the Devonshire Drive.

Any other business

Clr. Hall requested that the police be invited to a future meeting as soon as the results were available over the speed on the bypass.
