Among matters considered and discussed at the April meeting of St. Florence Community Council were the following: Gateway: It was brought to the council's attention that a gateway had been made between the chapel graveyard into the wooded area known as Shady Nook and that logs were being stored in this area. As this was common land, it was felt that this should not be done. County Clr. Kidney offered to speak to the householder concerned and would also contact the enforcement officer. He had also been advised by the tree inspection officer that under no circumstances were members of the public to cut down trees on common land. PLANED: Jessica Morgan attended the meeting and gave a short overview on PLANED. They encourage the involvement of all local people and organisations to work together to improve the quality of life in their community which is set out in an Action Plan. The last St. Florence Community Action Plan was put together in 2006. This was now to be updated. The Action Plan would provide an overview of the whole community, identify local need and local opportunities and represent a forward look at the changes a community wants to see. PLANED would like to meet with the community council and various other village voluntary organisations to help implement the plan. Clr. D. Evans suggested that all councillors receive a copy of the 2006 plan so that they could see what was required. PLANED would then be updated with a list of current groups operating in St. Florence. Clr. Eardley also informed Jessica that two of the village information signs originally supplied by PLANED required replacing.

Matters Arising

Additional cooking facilities: Clr. Hughes advised that prices for a replacement cooker ranged from £570 upwards. A donation had already been received towards the replacing of same from The Sun Inn. Insurance queries: Carpet - The carpet had been cleaned but there was still a slight odour. The clerk was meeting with Granwood Flooring so that a quote could be obtained for replacement flooring similar to that laid down in Jameston Village Hall. Clr. .J Evans and County Clr. Kidney would also obtain a quote per square metre for similar flooring called 'Kardene' which was extremely hard wearing. Village Association - £400 had been received from the Village Association towards the cost of the annual insurance. Other - Clr. Eardley reiterated that Fidelity Insurance of £20,000 had been set and agreed at the March meeting. Quotes were being sought by the clerk. Restoration of War Memorial: Photographs of the war memorial had now been taken and would be forwarded to the War Memorial Fund. Dog fouling: Dog Watch signs were still to be placed on each notice board. These would give contact information of the dog wardens. County Clr. Kidney would inform the clerk of the correct contact name and telephone number. Website update: Clr. Buckmaster had been uploading information onto the site. High resolution photographs of the village were still required. Clr. J. Evans would ask a friend if he would be willing to take same. The clerk would also re-contact Graham Hadlow for copies of village prints. Community Emergency Plan update: Clr. J. Evans forwarded information to various organisations in the village, but unfortunately no replies had been received as yet. It was agreed that the current chairman would always be the key holder in an emergency. This would obviously have to be updated on an annual basis. Proposed acceptance of Community Emergency Plan - Del Evans - seconded Jeff Evans. Clr. R. Hughes abstained from voting.

Correspondence and finance

The caretaker had asked permission to box in the pipes in the main hall. Councillors asked for a cost for the work to be undertaken before this was approved. The fuel account for the Village Hall held with KP Thomas was over £1,000 in credit. The clerk would request that the direct debit be reduced throughout the summer to recover costs. An itemised bill was required from the decorator giving a full breakdown and copies of invoices for the works undertaken in the disabled toilet block. Once received, all contractors would be paid individually. Following a short discussion, it was agreed that the clerk's hourly rate be set at £8.63 from April 1, 2014.

RESIGNATION

Clr. S .Hughes read out the resignation letter received from Clr. Kath Treherne. A thank you email had already been forwarded to Kath for all her hard work during her time on the council.

County Councillor's Report

Knapp Lane: The potholes had now been filled. Clr. R Hughes mentioned that there appeared to be some road subsidence just past Minerton Farm entrance under the large trees on the right-hand side. Elm Grove: The garden waste that had been fly-tipped near the entrance to Elm Grove had now been removed. This was a serious problem and a 'No Fly Tipping' sign was to be erected. Flooding near to the new development would continue to be monitored accordingly.

Items submitted by Councillors

It was asked if the Cricket Club could continue to mow the Village Hall Field. There would be no increase in price from last year. Councillors agreed to this request.
