At the December meeting of Saundersfoot Community Council, chairman Allsop welcomed Mr. Will Lloyd-Davies, director of Actoris, who was present to speak to members about the Cambrian Hotel development.
Mr. Lloyd-Davies said that his company had prepared two planning applications, one for the Cambrian Hotel itself and the other for the rear of the hotel.
He said the application for the hotel included three shops and eight flats and the application for the rear car park included four retail units, 33 flats and four maisonettes.
Mr. Lloyd-Davies went on to say that the development would be a two-stage process. The first, the hotel development, would be completed prior to the rear plans commencing. He said that the hotel plans would commence in the spring of 2012, and hopefully this would be completed in 12 months and the second phase would then start.
Mr. Lloyd-Davies said that following an inspection of the building, dampness and dry rot had been detected and there was a possibility that the existing roof would have to be replaced. He said that all deliveries to the units would be made from the rear of the building.
He went on to say that there would be six affordable units made available at the rear of the hotel and this phase would commence spring 2013.
Clr. Poole was pleased to hear that something at last was going to be done to improve the building and also that the properties on Milford Terrace would be one-storey only.
Clr. McDermott asked if one of the retail units in the existing building would be a public house and Mr. Lloyd-Davies said it was difficult to say, but one could be a restaurant/bar.
Clr. Hayes said that the previous application included the erection of a CCTV camera and asked if this was still the case. Mr. Lloyd-Davies replied and said that there were no plans at present unless the police requested this.
Clr. Cavell asked if the plans would be available to the public prior to the work commencing? Mr. Lloyd-Davies said that they would be on public view once the plans had been approved by National Park.
Clr. Poole asked what were the views of the National Park on the plans. Mr Lloyd-Davies said that they seemed to be in favour, but would probably seek to make minor adjustments.
Clr. Baker asked if there were any plans for the basement of the building and Mr. Lloyd-Davies said there were no plans at present, but could possibly be leased out at a future date. Clr. Hayes did comment that the basement was prone to serious flooding and Mr. Lloyd-Davies said that a flooding assessment had been carried out on this area.
He said that the work would continue throughout the year and would create a minimum of disruption to the village and all the neighbours living nearby had been consulted. He went on to say that the large trees along Milford Terrace would be removed.
Clr. McDermott asked if he could receive an update of progress at regular intervals and Mr. Lloyd-Davies said that he would arrange this.
Clr. Baker asked if any help was requested from the community council and Mr. Lloyd-Davies said that he just wanted the full support of the council once the application was made to National Park.
Chairman Allsop thanked Mr. Lloyd-Davies for attending and was pleased at last that some progress was being made in the refurbishment of the building.
The meeting proper then started.
CHAIRMAN'S REPORT
Chairman Allsop reported that she had attended the Remembrance Day service at St. Issell's Church and had the honour of laying the wreath on behalf of the council and also read the lesson and thanked all members for attending.
She had attended the Guides annual general meeting in Haverfordwest and again had the pleasure in presenting the trophy to the Crymych Brownies.
Chairman Allsop said that she was privileged to welcome back the Olympic torch which had been in Saundersfoot for a week, and photographs were taken with Mrs .Betty Duncan who is the founder member of the Festivities Committee for the New Year's Day Swim.
Chairman Allsop said that she had attended a Chamber for Tourism meeting and it was reported that it would be a busy weekend during the Queen's Jubilee next June as it was a Bank Holiday and many good ideas were put forward to work on and all shopkeepers on The Strand would be visited to seek their plans for the day.
Finally, Chairman Allsop said that thanks should again, go to Mr. David Lewis, Hean Castle Estate, for supplying the beautiful Christmas tree to the village and to his workmen who helped to install it.
MATTERS ARISING FROM THE MINUTES
Grit bins: The clerk informed members that he had received a letter from Mr. Robert Parsons from Scandinavian Heights expressing his concern at the delay in locating the grit bins in the area as winter was up on us. Clr. Baker said that he had spoken to Mr. Rob Evans, Pembrokeshire County Council, and was told that they would be installed shortly and that key holders would be appointed once the bins were in place.
Gullies: Clr. Hayes reported that all the gullies on The Ridgeway had been cleared. Clr. Baker said that the gullies by the Westfield Court flats were also on the schedule for clearing and the clerk was instructed to write to Pembrokeshire County Council requesting that they be cleared as soon as possible.
MUGA/skateboard park: Clr. Poole informed members that many options had been put forward to grant aid and had been given excellent advice by Mr. Alex Allison, Pembrokeshire County Council, on how to apply for this aid.
Cockling: The clerk informed members that he had received responses from both Simon Hart MP and Angela Burns AM on the subject. Clr. Hayes asked for this correspondence so that she could raise these issues at the next police forum meeting.
Dog fouling signs: Clr. Baker informed members that the signs were ready for delivery. Clr. Williams said that he had received complaints from parents with regard to dog fouling in the play area and asked for a sign be placed there also. Members decided to locate two signs for the Sensory Gardens and one for the play area. Clr. Baker produced dog fouling signs for the litter bins and asked if Mr. Alwyn Lewis would place them on all the litter bins in the village.
CCTV camera: Clr. John reported to members that Dyfed Powys Police and Pembrokeshire County Council were currently in the process of reviewing all public space CCTV cameras across Pembrokeshire and one of the items on the agenda was looking at reducing the ongoing line rental commitments. Clr. John said that there were a few options open to the police and they would be happy to meet to discuss further.
Clr. Brabon's report: With regard to highlighting the crazy golf facility, Clr. Hayes suggested adding it to the information panel near Beddoes Court flats and Clr. Pearson informed members that PLANED were willing to assist in erecting a map outside the TIC.
Donation to Chamber for Tourism: The clerk informed members that he had spoken to Mr. Lawrence Harding, monitoring officer, Pembrokeshire County Council, and he stated that it would be legal to make this donation as it would be a benefit to the community of Saundersfoot. It was proposed by Clr. Poole and seconded by Clr. Baker that a donation of £500 be made for the generator but, firstly, wait for the receipt of an invoice. All members agreed.
Remembrance Day service: Clr. John thanked Clr. Poole for organising the service in such an efficient manner, and said he thought it was the best attended for many years.
Lopping of trees, Incline Way: The clerk said that he, along with Clr. Pearson, had met with Mr. Mike Higgins, tree officer, National Park, and had visited the Incline and observed that trees had been lopped possibly for more light to the property. Mr. Higgins said that he would write to the developer informing him of what had happened and request that residents in future, should apply for this type of work to be carried out. He said that no action would be taken in this instance, but would ask if the branches be removed from the walk. Mr. Higgins also visited Westfield Road to inspect an overhanging tree near Pennant Avenue and he said that he would ask Mr. Simon Barry, Pembrokeshire County Council, to assess the situation and report back on his findings.
Hedge, Stammers Road: Clr.. Baker informed members that Mr. Glenville Codd, Pembrokeshire County Council, was still investigating who was responsible for carrying out this work.
PLANNING APPLICATIONS
Coppet Hall development; alterations, Telephone Exchange, Saundersfoot; extractor fan, Chemist Inn, Saundersfoot; conversion, Cherry Tree Cottage, Saundersfoot. Members fully supported the Coppet Hall application and raised no objections to the other applications.
REPORTS FROM VARIOUS COMMITTEES, INCLUDING THE COUNTY COUNCILLOR'S REPORT
Clr. Brabon reported to members as follows: He said a big 'thank you' should go to Clr. McDermott, Mr. Hugh Morris and Mr. Alwyn Lewis for all the tremendous work they have put in for the last few days in erecting the lights in the village.
He expressed his concern at the condition of the stream in Saundersfoot, especially as Pembrokeshire County Council had agreed to cut the banks of the stream three times a year.
He went on to say that the stream had become an eyesore and could be an attractive feature in the village if tidied up. The clerk was instructed to write to Pembrokeshire County Council requesting that the stream be cleared as promised following a tour of the village in March 2011.
Finally, Clr. Brabon, once again, thanked Mr. Terry Lewis for keeping the Sensory Gardens in such good condition during the winter months.
Clr. Cavell reported that Saundersfoot School had laid a wreath on Remembrance Day at the Cenotaph. She also reported that a very successful Christmas bazaar was held, organised by FOSS.
Clr. Baker reported as follows: The Old School, The Ridgeway - officers at County Hall had confirmed that the old school had now been returned to The Picton Estate, any future correspondence should be addressed to the Picton Estate, c/o Owen and Owen, Pembroke; replacement waste bin at St. Issell's Church - the replacement bin had been received at the area maintenance depot and was awaiting delivery and placing; signs for the Sensory Garden - the items were due in the very near future.
Clr Cleevely said that he had attended a meeting of the South East Pembrokeshire Community Health Network (SEPCHN) at New Hedges and the following was discussed: Lead Nurse Yvonne Phillips updated the group about Tenby Cottage Hospital. There would be two new services. Dermatology would have a lead nurse who would be able to consult via tele-medicine with a specialist doctor. Orthopedics would be screened by a physiotherapist first and then would meet a consultant. Matron Mandy Proctor updated the group about the Tenby Cottage Ward. The ward had received an inspection by the Health Board and received a glowing report. The ward had 10 beds and could in the future need more. The ward catered for a wide age range. Jane Jeffs explained her role as the community representative on the Hywel Dda Health Board. She explained that the board's future plans had been drawn up, but were not available to the public as the Welsh Government had received all the plans for Wales and kept them. The final presentation was by Audrey Rogers, assistant director of therapies and health, on 'Virtual Ward'. This was based on nursing in the community. Delivering care closer to home by improving health and wellbeing, citizens to optimise outcomes for patients. This would be done by the formation of community resource teams which would give a single point of contact. This would give 'The right care, in the right place, at the right time - in their home'.
Clr. Hayes reported to members that she had attended the Police Forum meeting. Complaints had been received about loud music being played in cars late at night in the Regency Hall car park, and warnings had been given and if it persisted, it could result in the cars being seized. Groups of young people were still hanging around the toilets and crazy golf areas. Problems of litter were reported around the kiosk and arcade area of the village.
ANY OTHER BUSINESS
Clr. Cavell said three bowlers from Saundersfoot Bowling Club, namely Ceris Hewlings, Ann Lewis and Kath Blayney had attended a reception in County Hall hosted by the chairman, Clr. David Pugh. Also the same three bowlers had won the Team Achievement Award at a function in Folly Farm organised by Pembrokeshire County Council. Clr. Cavell also reported that Ceris Hewlings had represented Wales at the Atlantic Games in Cyprus in November 2011. The clerk was instructed to write the bowling club congratulating the bowlers on their achievements.
Clr. John suggested that the council should discuss now what alternative arrangements were to be made for the council meetings during the hall rebuild and where they could hold meetings. Clr. McDermott said that the rebuild should take approximately 18 months. Members all agreed that alternative locations should be discussed now and various ideas were put forward, i.e. bowling club, sports club, Methodist Church and the Harbour Commissioners Office.
Clr. Cavell reported that litter had again collected outside Bethany Flats and the clerk was instructed to write to Mr. Glenville Codd, Pembrokeshire County Council, requesting that the area be cleared.
Clr. Pearson said that a number of people had contacted her with regard to the lack of scented flowers and shrubs in the Sensory Gardens and Clr. Hayes commented that a scented shrub she had purchased for the gardens had been cut back too severely. Clr. McDermott suggested contacting Picton Castle Estate for advice. Members decided that a small sub-committee met with Mr. Terry Lewis to discuss the issue and suggest scented shrubs which would enhance the gardens and Clrs. Pearson and Woods agreed to meet Mr. Lewis.
Clr. Williams said that he was concerned at the irresponsible parking outside the school during the start and closure of lessons, and was afraid that an accident was waiting to happen. He said when the police were present, there were no problems.
Clr. McDermott thanked Dave Wyrth, the manager of the Royal Oak, who supplied cups of coffee and biscuits on numerous occasions when the Christmas lights were being erected.
Clr. Brabon expressed his concern at Japanese Knotweed appearing on the top of the bank on Stammers Road and asked for it to be eradicated. Clr. Baker said that he would speak to Pembrokeshire County Council on the matter.
Clr. Brabon, again, expressed his concern at the condition of the wall near the entrance to the Regency Hall car park which had deteriorated further. The clerk informed Clr. Brabon that he had written to Pembrokeshire County Council twice without receiving a response. Clr. Hayes said that many years ago, it had been repaired by South Pembrokeshire District Council, so Pembrokeshire County Council were responsible for this wall. The clerk was again instructed to write to Pembrokeshire County Council requesting that action be taken.
