Among matters discussed at the June meeting of Saundersfoot Community Council were the following:

chairman's report

Chairman Baker said that on May 16, he and his wife had attended the Mayor-making ceremony and civic function in Tenby and was delighted to represent Saundersfoot Community Council at this historic installation. He had been extremely well looked after and was announced into the Mayor's Parlour along with the other Mayors of the county. He asked for a letter of thanks to be sent to the Mayor and the Town Council for this kind invitation and for providing such an excellent evening of entertainment. Chairman Baker did remind members that all the comments he made at community council meetings were made as a member of that council, except for his county council report.

matters arising from the minutes

Trade waste for non domestic users: The clerk read out a letter from Pembrokeshire County Council stating that the terms and conditions of the Trade Waste Agreement clearly stated that collections were provided once a week and customers wishing to receive additional collections could still have these arranged, but at an additional charge. PLANED funding: A letter was received from PLANED stating that it was unfortunate that the schemes identified by the community council were unable to access the funding they initially allocated, due to the sustainability criteria and time constraints and the funding had now come to an end. Litter bins: Chairman Baker informed members that the posters to be placed on the litter bins were at the printers and when available this work would be carried out. Waiting restrictions: Clr. S. John said that at the recent Police Forum meeting it was announced that an extra traffic warden might be made available in Saundersfoot during the summer months. Fan Road: Chairman Baker said that signage and reflective posts would be erected on the Fan Road shortly, as well as on the wall joining Station Road. Clr. Cavell asked if the grass could be cut at the junction into Station Road and chairman Baker said that he would arrange for this to be done. Plinth for seat, Bevelin Hall: Clr. Brabon informed members that he and the clerk had met with Wil Lloyd, Pembrokeshire County Council, with regard to carrying out this work and were assured that it would be done by the end of September. Clr. Brabon said that the plinth would be wide enough to accommodate a litter bin and a second grit bin would be located towards the top of the hill. Clr. Brabon also visited the footpath at the end of Brooklands Place where flooding takes place following heavy rain and was told that remedial work would be carried out there at the end of the tourist season. Litter bins, St. Issell's Cemetery: Clr. Brabon said that he had met with the clerk to discuss purchasing litter bins for the cemetery and proposed that two bins be purchased at a cost of £362.80. This was seconded by Clr. Hayes. Members decided not to erect a blocked wall around the bins and also to purchase a domestic litter bin for wreaths to be deposited. Regency Hall gates: At this point, the clerk left the meeting. Clrs. Hayes and Brabon declared an interest in this debate and also left the meeting. Chairman Baker informed members that a further quote for repairing the gates had been received for £400-£500, along with the first quote of £425. Members decided to accept the quote for £425 and asked for the work to be carried out as soon as possible. Planning applications: The clerk read out a letter from the National Park stating the reasons for refusal of an application for an extension at 9 Bevelin Hall, as follows: 'The increased floor area and reduction in the size of the garage and of the outside parking area leave this property with an inadequate provision for off-street parking and congestion on the estate road and the turning head is a road safety issue'. 20 mph zone, Saundersfoot School: Chairman Baker informed members that the painting of the humps would take place shortly. Sensory Gardens: Clr. Brabon said that he along with Clrs. Baker and Hayes had met with Smart Gardens to discuss fitting the borders with wooden edging. Chairman Baker was concerned that as the gardens were visited by the partially sighted, it could cause a safety hazard and he had also spoken to the access officer and Eva Rich and was told that the height of the edging had to be between three and four inches. Clr. Brabon did add that Smart Gardens had expressed their concern at the damage of the slates injuring the public when strimming. Clr. Hayes proposed going ahead with the work providing it was carried out according to the advice given by the access officer, i.e. edging to be between three and four inches high. Access donation to Sensory Gardens: Clr. Brabon said that he had visited Sandyhill Nurseries for advice on which plants to purchase with the donation and they would get back with this in due course. Flooding, zebra crossing: Chairman Baker informed members that he had been in contact with Mark Owens and Richard Dixon from Pembrokeshire County Council and work would be carried out there to rectify the problem prior to the main summer season. Cockle picking: Members again expressed their concern at the continuing problem of cockle pickers on Saundersfoot beach and the clerk was instructed to write to the South Wales Sea Fisheries Board for advice on the law of cockle picking.

Donations: The clerk informed members that £3,500 had been earmarked for donations for 2008/2009 and £1,000 was donated to the Regency Hall, later in the year. Members decided to make donations as follows: Saundersfoot in Bloom £500; Saundersfoot Historical Society £200; Samaritans £50; Saundersfoot Footlights £300; All Pembrokeshire Cruse £50; St. Issell's Girl Guides £50; Saundersfoot Caring Association £120; Pembrokeshire Crossroads £100; Radio Withybush £87.70; Victim Support £50. Chairman Baker and Clr. Cavell declared an interest in the debate for Saundersfoot Historical Society and Clr. Hayes declared an interest in the debate for Saundersfoot in Bloom, Historical Society and the Caring Association. Fountain for Sensory Gardens: Clr. Hayes said that she had been approached by several residents regarding the installation of the fountain at the Sensory Gardens, as it had been donated to the council by Pembrokeshire County Council four years ago! Clr. Poole informed members that following inspection, the electrical wiring was not suitable for public use and could prove to be dangerous. Clr. Cleevely was surprised to hear this as it was given to the council by the county council and they would have checked the safety of the wiring prior to handing it over. Chairman Baker said that he would speak to the relevant officer for Pembrokeshire County Council on the matter and Clr. Cleevely would also seek advice from the Access Group.

Extension, Albany Villa, Saundersfoot (amended plans); Swimming pool, Woodstock, Saundersfoot (amended plans); Conservatory, 16 Hean Close, Saundersfoot; Summerhouse, 20 Hean Close, Saundersfoot; Dormers, Pen-y-Byd, Sandyhill Park, Saundersfoot; Alterations, The Anchorage, Saundersfoot. With regard to the dormers at Pen-y-Byd, members expressed their concern at the visual impact this application would have on neighbouring properties. Clrs. S. John and C. John declared an interest in the Albany Villa application and took no part in this debate.

CORRESPONDENCE RECEIVED

A letter was received from a resident expressing her concern at the anti-social behaviour of youths who use the beach and the Strand in Saundersfoot and stressed that residents and holidaymakers should not have to put up with this type of treatment. The clerk was asked to send the letter to the police in Tenby for their attention. Correspondence was received from a resident in Westfield Road expressing her concern at tree works being carried out near her property. Chairman Baker said that he would meet the tree officer from the National Park to discuss these concerns. A letter was received from the owner of Saundersfoot beach who was experiencing problems with regard to trading near the slipway in Saundersfoot and asked for assistance in trying to resolve the problem with the Harbour Commission. Members commented that there was very little they could do to assist, but Clrs. Cleevely and Hayes said that the matter would be discussed at the next meeting of the Harbour Commission. Saundersfoot Sports Club requested that permission be given by the community council for access to the sports field to hold car boot sales on Tuesdays in July and August and on Fridays during August. Members agreed to allow permission, subject to the traffic situation being monitored very closely. The clerk informed members that training sessions were to be arranged for councillors on the Code of Conduct legislation and available dates would be sent in due course. A letter was received from Pembrokeshire County Council informing members that a new application would have to be made with regard to dispensation and the clerk had arranged for the relevant forms to be sent for completion by members. A letter was received from Nerys Evans, AM for Mid and West Wales, inviting members to contact her with any concerns they had on any issue. A list of stile-free walks was received from the National Park for people of all ages. A National Park Community Council Session would be held on Saturday, July 12, at the Merlin Theatre, Pembrokeshire College, Haverfordwest, and two delegates were invited to attend. It was decided to wait until the application form was received before deciding who should attend. A letter was received from the 'Friends of Saundersfoot' stating that they were prepared to purchase a number of 'dog waste bins,' providing that the council would arrange to empty and maintain them. Members all thought that it was a very generous offer and chairman Baker would investigate the possibility of Pembrokeshire County Council carrying out the emptying and maintenance of the bins. A tree preservation order was made on May 21, on an oak tree on land to the rear of Overbrook, Saundersfoot.

Clr. Cavell reported that the 'Walk to School' had taken place on May 21, and had proved to be very successful with 95 per cent of pupils taking part. Clr. Hayes said that she had attended a Regency Hall committee meeting on June 4, and congratulations were given to the Footlights on the magnificent performances of their recent show 'Calamity Jane'. Over 800 people attended the performances during the week. Clr. Hayes informed members that no further progress had been made on the refurbishment of the hall as the committee was still waiting for a reply from Pembrokeshire County Council regarding grant application. She went on to say that various fund-raising events were discussed and a reminder was given for the 'Rent-a-Table' event on September 13, and the AGM of the committee would be held on July 2 at 7 pm. Clr. Hayes said that she had attended the Police Forum meeting and three priorities were discussed - speeding, anti-social behaviour and car parking. She continued: "Speeding is an ongoing problem, anti-social behaviour is being targeted and the use of the cash point machine at night is causing problems and there is a possibility that the Sands Club could install a cash machine in their reception area to prevent the anti-social behaviour in the Strand." Clr. Hayes said that 20 tickets had been issued to drivers for parking offences last month in High Street, The Strand, Cambrian Terrace and Rhodewood. She also informed members that the beach was being patrolled at night and spot checks were being made regarding under-age drinking and alcohol was being confiscated. Clr. Hayes went on to say that civilian volunteers had come forward to man the CCTV camera from Tenby Police Station, but no acknowledgement had been received as yet on the matter, and said that Police Community Support Officer Lewis would be on duty in the village more often this summer and would be based and working with the Lifeguards on the beach, who would be operating from 10 am to 6 pm daily and all bye laws relating to the beach would be enforced. Clr. Hayes concluded by saying that motor patrols would cover the Sands Club at closing time and the CCTV camera could record cars being driven against the one-way system up Cambrian Terrace and the next meeting of the forum would be held on Monday, July 7, at 7 pm, in the Regency Hall, and was open to the public. Chairman Baker said that on May 13 and 14 he had attended an induction session in County Hall and advice was given to new members on the Code of Conduct and the Code of Practice and a presentation was given by the chief executive and all the directors. Chairman Baker informed members that he had met with Glenville Codd, area maintenance, Pembrokeshire County Council, on May 14, and the following issues were discussed: posters for litter bins; Pyatt's Nest footway; Fan Road junction resurfacing; pedestrian crossing flooding; grass cutting; one-way sign - Regency Car Park entrance; extra dog fouling signs; footpath signs on the Incline; BT chamber top of High Street, Saundersfoot. On May 27, chairman Baker had met Mark Owen and Richard Dixon from Pembrokeshire County Council and said that the flooding by the pedestrian crossing would be looked at prior to the summer season and all trenches in the village would be inspected and the Western Power trench on St. Brides Hill would also be reinstated. Firstly chairman Baker said that two parking bays for limited parking would be made available outside Saundersfoot Post Office for all the year use. Chairman Baker said that he would be holding a surgery in the Regency Hall, Saundersfoot, on Saturday, June 21, at 10 am.

Clr. Brabon expressed his concern at the dangerous condition of the pavement outside the Wine Shop in Saundersfoot and said that a few pedestrians had fallen there. Chairman Baker said that he would investigate the matter with the relevant office in Pembrokeshire County Council. Clr. S. John said that the hedge by Edgecombe Guest House was overgrown and covering the sign making it dangerous for motorists. Chairman Baker said that he would arrange for the hedge to be cut back. Clr. Poole said that he was concerned at the presence of 21/2 tonne lorries entering Saundersfoot despite the ban from 11 am to 4 pm. The clerk was instructed to write to Tenby Police Station requesting that the situation be monitored more closely. Clr. Poole said that the grass on the crazy golf course needed cutting. The clerk said that he would arrange for this work to be carried out. The next meeting of the council will be held in the Regency Hall, Saundersfoot, on July 3, at 7 pm.
