Members of the public are being asked to avoid the main road over the Preseli Hills while Pembrokeshire County Council teams work to clear snow and ice.
The Council has closed the road to be able to use machinery such as snow blowers to clear the route but efforts are being hampered by vehicles parking on the New Inn side and obstructing roads and access.
Dyfed-Powys Police is attending to deal with vehicles obstructing access.
A spokesperson for the Local Authority said: “Pedestrians walking where machinery is operating is also major hazard. Where pedestrians are seen in the area, work has to stop to ensure safety, preventing and prolonging efforts to clear the route.
“Please be aware that much of the land in the area is privately owned and livestock are in fields.
“Please help us to ensure roads can be opened for everyone as soon as possible, including access for emergency vehicles.”
