Among matters considered and discussed at the October meetng of Pembroke Town Council were the follows:

MATTERS ARISING FROM THE MINUTES

A477/A4075 junction at Fingerpost: The clerk gave an update on the amount of signatures collected via the online petition, and the Mayor asked all councillors to continue to collect these signatures in their wards.

Mill Pond safety rings: The clerk informed council that she had received an email from Pembrokeshire County Council stating that the one life ring at the end of the Mill Pond was now enclosed in a unit and Mr. Myddin Dennis would let her know as soon as the other two were completed.

Gift for Centenary of 1st Battalion of Welsh Guards: The Mayor informed council that she would be travelling to London with Clr. Aden Brinn at the beginning of December to present a gift.

HGV’s First Lane, Pembroke: The clerk read a reply from Mr. Robert Evans, highways asset manager from Pembrokeshire County Council, asking for more details about the crash that took place, and informing council that he was still monitoring the location. The Mayor informed council that she was sure that photographs were taken of the crash and would forward them to the clerk.

PLANNING APPLICATIONS RECEIVED

Mr. Roblin, 30 Mansel Street, Pembroke - conservatory to rear of previous extension, 30 Mansel Street, Pembroke. Council would support the application.

Mr. Jones, Lee and Probert Families, c/o agent, The Planning Studio, Johnston - use of land for the stationing of five static caravans, five touring caravans, together with five utility/day rooms, land adjacent to Adams Road, Monkton, Pembroke. Council would support the application subject to screening of the field.

Mrs. Vaughan, Treleet, Upper Lamphey Road - tree felling - reduce by 30 percent (approximately two metres) to maintain healthy crown, Treleet, Upper Lamphey Road, Pembroke. Council would support the application.

PLANNING APPLICATIONS DETERMINED

Removal of conditions 5, 13, 14 and 15 from planning consent 13/0291/PA - hybrid application for outline planning approval for three building plots and full approval for two dwellings - land at Springfield, 30 Lower Lamphey Road, Pembroke. Decision - refusal.

Two-storey extension at 2 Merchants Park, Pembroke. Decision - refused.

CORRESPONDeNCE

Pembroke Civic Trust: The following correspondence had been received from Mrs. Rosalie Lilwall, from the Pembroke Civic Trust, addressed to Mr. Barry Cooke, of Pembroke County Council, for town council’s information only.

At the request of the widow of Mr. Richard Rose, who wrote the reference book: ‘Pembroke People’, Pembroke Civic Trust is seeking to carry out her wish to place a seat on the North Quay in memory of her husband.

In the absence of our chairman, Peter Thomas, may I ask for your approval. The suggested site is on the edge of the pathway, to the west of the North Quay Court complex, facing Pembroke Castle and the South Quay.. Mrs. Rose is happy for the seat to be constructed in reconstituted black material, to match the existing colour of street furniture in the town and would like the following simple words inscribed on a brass plate, firmly attached to the back rest.

‘Richard Rimmington Rose 1947 - 2013 Friend of Pembroke’.

The above was noted by council.

HMS Pembroke: Correspondence was received from Lieutenant Commander W. A. Paston, Royal Navy, giving an update on HMS Pembroke.

This was noted by council. Clr. Asman also suggested it would be a good idea to make a model of HMS Pembroke to place in the museum, with the letters they received of its progress and whereabouts to be placed alongside. The clerk was asked to enquire with Lt. Cdr W. A. Paston to see if this was acceptable.

Pembroke Town Walls Trust: The following correspondence was received from Mrs. Janet Drogan (chair of Pembroke Town Walls Trust).

Re: Funding request for the Pembroke Town Walls Trust Pilot Project - ‘Journey Through Time.’

We are very pleased to announce that we have been awarded a grant of £20,000 from the Pilgrim Trust towards the repair of the historic walls.

Cadw have agreed to contribute £20k ‘in principle’, we have been awarded £2,000 from the Pembrokeshire Historic Buildings Trust, and we have a £50k bid in with the HLF, and should hear soon if they are able to assist.

I spoke to Martin White, had of regeneration, and he was very keen for me to write to you and he suggested that we ask whether you would now be in a position to match-fund the monies approved by the Pilgrim Trust.

These additional monies would secure almost all the funding that is required for the repair works that we have planned to the walls around the community garden.

Of course we would be delighted to provide further details if required.

We look forward to hearing from you in due course.

Following a lengthy discussion, Clr. Nicholas proposed, seconded by Clr. Jenkins that the project should be supported, but not with the figure mentioned due to financial restraints, but a suggested proposal of £2,000 in principal should be offered subject to them receiving all of their funding. Following a vote taking place, with five in favour and five against and two abstaining, the Mayor had the casting vote, to which she voted against.

It was resolved that no money to be donated at this present time, due to financial commitments forthcoming.

AGENDA ITEMS

Resumé of meeting attended with PCC (Town Clerk): The clerk informed council of the two meetings she had attended regarding the proposed cuts from Pembrokeshire County Council. She emphasised the fact that Pembrokeshire County Council had to make savings of over 12 million pounds, and this would have an impact on the services they provide in and around Pembroke. Some of these services, such as planting of flowers, grass cutting, street cleaning etc could be affected and should they wish them to continue, Pembroke Town Council may have to take on the responsibility. She informed council that she had requested from the county council some estimates and costings of some of the services which could be affected and once she had received them she would call a special meeting to discuss this year’s precept with full council.

Pembroke Town Council charity fund for young people: Clr. Asman proposed that Pembroke Town Council should form a charity to raise money within the community for youth projects such as the Tanyard, the Brownies, play areas and other similar youth groups. Her idea was that this would run in conjunction with the Mayor’s Charity for Youth. Clr. Asman stated that the Lions and Rotary were big fund-raisers in the community and she would be happy to take the lead to set up his charity. It was resolved to proceed with the charity, subject to the recommendations of the monitoring officer.

Street Pastors: Clr. Evans informed council of a ‘drop-in’ session he attended with the Street Pastors and proposed that they be invited to the next meeting of Pembroke Town Council to give an update of their progress. The clerk suggested that due to the amount on the agenda at the next two meetings, it would be advisable to invite them to the January meeting. It was resolved to invite the Street Pastors to the meeting on January 14.

Statue of Henry VII meeting: Clr. Asman informed council that she had held a public meeting to receive feedback and comments on the statue of Henry VII. It was a very successful morning with a good turnout and a very positive response with the display of the sample model produced by Harriet Addyman. Also present was Nathen Amin, who had travelled all the way from York to attend. Nathen, who runs the Henry VII Society website, had made a previous attempt to get a Henry VII statue in Pembroke and had organised a petition to the Welsh Assembly.

Lighting in the Town Hall: The clerk advised council that she had received a quotation for new lighting in the Town Hall. Presently the lights are very dim, and take a long time to give any brightness, with half of them not working, and due to the age of the lights it was not cost effective to replace them. The quotation was to replace these lights with 23 no 19 watts LED ultra slim white fittings and LED DC drivers. Following a discussion, it was resolved to change these lights after receiving the relevant three quotations.
