A Welsh Office planning inspector has upheld an enforcement notice issued by the local authority for breach of planning control.

Keith Hertogs had appealed against the notice issued by Pembrokeshire County Council relating to land at Dwr Bywiol holding at Llanycefn.

Issued in June of last year, the notice alleged that the use of the land changed from agriculture to a mixed use without the benefit of planning permission.

Planning inspector Janine Townsley heard that the breach of planning control included the stationing of two touring caravans, a steel shipping container and the use of a timber and corrugated metal structure on the land.

The appellant claimed the caravans were ancillary to agriculture and were necessary to support seasonal workers while the container was a temporary structure.

In upholding the enforcement notice, the inspector said she was not satisfied that the appellant had established that there had not been a breach of planning control on the land.
