Minutes of the July General Meeting of the Penally Community Council held remotely via Zoom:

PLANNING APPLICATIONS

All Councillors confirmed that they had received all the information provided by the Planning Authority regarding the applications.

Following consideration of all information provided the following conclusions were met:

• 21/0304/PA: Building Plot, Adjacent to Nr 4, Trefloyne Lane, Tenby, SA70 7RG -To construct a 3 bed 1 1/2 storey dwelling within building plot adjacent to near 4 Trefloyne Lane (Councillors raised no objections regarding this planning application but would like to advise the Planning Officer that the water pressure in this area is particularly low and any development could potentially have a detrimental effect on such for the existing residents).

• 21/0306/PA: Dingle Nook, Penally, SA70 7QE - Replacement dwelling with detached garage (The community council raised no objections or concerns regarding this planning application. It considers that the design, although modern, is in keeping with the landscape and the way in which the plans were presented made the understanding of how the development will look more comprehensive).

• 21/0271/PA: 11, Strawberry Gardens, Penally, SA70 7QF - Proposed first floor en-suite bedroom extension over existing kitchen (The Council raised no objections or concerns regarding this planning application).

• 21/0297/PA: 24 Penally Heights, Penally, SA70 7QP - Erection of balcony at rear (Councillors raised no objections or concerns regarding this planning application).

• 21/0255/PA: Highcroft, Penally, SA70 7QE - First floor extension over existing decking, rear balcony and ground floor patio area (no objections).

CORRESPONDENCE RECEIVED

• Letter received from Pembrokeshire County Council Planning Department regarding Penhoyle Manor Planning Application 21/0042/PA – Clr. Snow will make representation at the Planning Committee Meeting regarding the Council’s objections regarding this application.

• Email received from Redkite Law regarding the First Registration of land at Old Palace Garden, Penally – It is noted that the application for the Registration of this land in the name of Penally Community Council is still with the Land Registry.

• Notice from Pembrokeshire County Council Planning Department – 4 Strawberry Gardens - planning application for an extension to existing balcony has been conditionally approved.

• Emails received from Councillors advising the Clerk of several areas around the village that require attention by Pembrokeshire County Council – The Clerk advised that Emails had been sent to the relevant departments – Councillors further reported that most of the requested works have been completed by PCC. This will be monitored.

• Application made to Pembrokeshire County Council Highways and Transport Traffic and Highways Community Works Fund bid regarding the possibility of two electronic (solar powered) information signs to be placed on the bypass to advise motorists of possible forthcoming hazards – e.g. children crossing or icy road. This application is supported by County Councillor Jon Preston.

REPORTS FROM COUNCIL REPRESENTATIVES

Clr. D’Arcy advised the Council that, while researching grants for the Village Hall, she had been made aware of grants that may be of benefit to the Council. Clr. D’Arcy will forward any information to the Clerk for distribution to all Councillors.

Clr. Hooper requested when the next meeting of the Finance Working Group would take place – it was agreed that dates, during August, will be considered and confirmed via email.

COUNTY COUNCILLOR JON PRESTON’S REPORT

The Paddock and St. Nicholas Road upgrade

The scheme of works for the upgrade of the roads at the Paddock and St. Nicholas Crescent is now well underway.

As a condition of the planning approval, this work will be completed prior to the occupation of the new properties. An application will then be made for PCC to adopt the roads on the estate.

Understandably there has been some disruption caused by the works being carried out. I have spoken directly with the developer on matters that have been raised by residents and have discussed how we may mitigate some of the adverse impacts of the development during this phase. Full details of the road upgrade can be found on the PCC Planning portal.

Ironman Wales

The Ironman Wales event scheduled to take place in September in Tenby and the south of the County has regrettably been postponed.

This was a decision made by the council’s cabinet members on the grounds of public safety. A statement from PCC reads: ‘Given the sheer number of spectators that have always supported Ironman, the narrow nature of parts of the course and the uncertainty that remains over the Covid-19 situation, following extensive discussions with organisers we have reluctantly decided it is not possible for us to support the event this year.’

However, I can confirm that a five-year agreement has been made to host the event in Pembrokeshire from 2022-2026.

Trefloyne Lane resurfacing

Residents will be aware of the current road resurfacing being carried out along Trefloyne lane to Carswell Farm St. Florence.

A temporary 20mph speed limit will remain in place along all sections of road following the resurfacing works.

This work has been carried out as part of a rolling programme which commenced this March. Alternative routes have been provided and signed accordingly.

Pedestrian access will also be maintained together with limited vehicular access to affected properties which are located outside of the works area. I apologise on behalf of PCC for any inconvenience during the re-surfacing works.

Highways Bid

I have endorsed the Highways Community Works Fund Bid made by the community council in respect of an application for solar powered traffic signs on the Penally by-pass. The application has been returned to the council’s clerk for processing.
