Among matters considered and discussed at the September meeting of Penally Community Council were the following:
Village speed limits: Three PCSO's from Tenby NPT attended the meeting and a discussion took place with regards to speeding traffic along Penally bypass and also through the centre of the village. They advised that speed checks would be conducted over the next month in the areas discussed to assess the level of speed vehicles were travelling at. However, the 20 mph within the village was too low to monitor/record data, but this area would still be monitored to see if speed was excessive. Should the speed being monitored be seen to be excessive, then Highways would be contacted and traffic calming measures suggested. An update would be provided in due course.
Control of dogs: A short discussion also took place with regards to the control of dogs and keeping them on a lead and also dog fouling. PCSO Smith mentioned that there was a dog section on the Pembrokeshire County Council website where members of the public could input information and highlight areas of concern. She suggested that this be used and one of the three dog wardens in Pembrokeshire would visit the area if enough concern was raised.
Police surgery: It was also noted that Tenby NPT hold a police surgery at Penally Village Hall on the third Wednesday of each month from 2.30 until 3.30 pm. This information would be forwarded to the publishers of the CROW News.
Sad loss: Before the main meeting began, the chairperson offered his condolences over the sad loss of Mr. Barry Jenks, former chair of the council who passed away recently. Councillors observed one minute's silence in memory of Barry.
Matters Arising from the minutes
Heavy goods vehicles using Strawberry Lane: An email from a village resident showing the size of HGVs using the lane was circulated to councillors. County Clr. Preston would arrange a site visit from Highways and once a date had been organised all councillors would be invited. Clr. Richards mentioned that a boundary wall located in Strawberry Lane collapsed some years ago which was caused by vibrations from the HGVs. She had concerns over a house that was built on this boundary wall. If this collapsed it would fall onto neighbouring properties. HGVs were also damaging boundary walls as they drove up and down the lane. Update from County Clr. Jon Preston.
Removal of trees on MOD land: Several emails had been received from residents supporting the removal of the trees.
Following a short discussion, it was the general opinion that they should be taken down whilst the offer had been made. The clerk would contact the property developer and MOD with this result.
The clerk would also ask the developer if a large wheelie bin could please be installed in Golygfa Coron.
Planning
The Stables, Penally - dormer roof conversion and replacement flat roof to front elevation. Councillors were unsure of the location as no site plan was included. The clerk would find this information and inform councillors in due course.
County Councillor's
Report
Tenby MIU and GP services: Local councillors have been asked to gather data from the GPs, Red Cross, the RNLI and Chemists to assess how the summer minor injuries provision has performed. Information will probably be published by the relevant bodies in due course, however it will be interesting and valuable to gather information from individuals who have had to use the service or know someone who has. I would be grateful for any feedback, whether it is good or bad. My contact details are shown at the end of this month's report.
DJ's planning application: There is no further update on the planning application, however I am told by the developer that it is hoped that work will commence in the near future.
Strawberry Lane: I understand there have again been significant problems regarding traffic accessing Strawberry Lane. The Highways department considered there were no grounds to place additional restrictions on this lane when I last contacted them. I will now request a site visit and once a date is set I would like to invite councillors to attend to help support our case.
Bypass speed limit: The 50 mph restriction is now being implemented along the bypass, with the unrestricted area being removed. The idea of traffic calming measures has raised many concerns in the village. There is further work and consultation to be done on this if we are to reach a suitable outcome for the residents of the village.
Access path at Holloway Court: Despite the relatively low cost (approx £800) PCC have informed me that they will not be resurfacing the path at Holloway Court to the bus stop. I was assured that the path would be kept cut during the summer months, but this has not been the case. I have now learned that a pedestrian has been injured in a tripping accident at that location. I have informed PCC of this latest incident.
Unauthorised signs: It is now very evident that enforcement action regarding the signs opposite Kiln Park garage on Marsh Rad is not working as the problem is now worse than ever. However, it has to be understood that we wish to support local and village businesses. I would like to propose that this responsibility be devolved to Penally Community Council. Upon agreement with the council, we would monitor this area and agree standards of signs that may be displayed. In return for this, the community council would request that a donation to the Penally Village Hall charity be made by the advertisers. This is an idea in the early stages; however, the current situation is out of control and needs to be managed. I am awaiting a response from PCC regarding this.
Items of Business Submitted by Members
Clr. Penn. The bench on Village Green was in very poor repair and required wood to be put right. Perhaps they could ask the village warden to fix, although insurance issues were mentioned. Following a short discussion, it was suggested that perhaps this could be replaced. However, the base was cast iron and it would be a shame to have this removed. Gerry would be asked to look at the bench to see if he could fix it. The matter would be carried forward to next month.
The bushes opposite DJs needed cutting back. The handyman would be asked to carry out the work.
He would also be asked to remove the rubbish near to the electric box on the green.
Rubbbish was being left outside holiday homes on the wrong week which resulted in bags being left on the roadside. The clerk would contact rental companies and ask that they relay the correct weeks to their customers.
Reports from Councillors
Clr. Cavill reported that a 3318 footpath required cutting She also reported that the railing on the green had broken off and had been fixed.
