Matters Arising from the minutes
Village speed limit/calming measures: As the consultation period date has passed it was thought that the speed limits would come into force imminently. The clerk would contact the director of transportation and ask for the start date. Although chicanes/road humps as a calming measure were only usually installed in high risk areas such as outside schools, as Penally had narrow roads with no pavements, the use of these may be deemed appropriate. An article woulld be put into the next edition of the CROW news for residents' feelings on same. Clr. S. Paul had received a letter from a local resident with regards to inappropriate parking in front of one of the public houses. This was a police matter and the clerk would mention this to them. Clr. V. Paul added that vehicles, including motorbikes, had been seen racing through the village in a dangerous manner. When contacting the police, the clerk would also ask the local inspector for the Tenby area to attend the next meeting to address the council on village calming measures and speeding motorists. In the meantime, councillors present were asked to keep a log of any speeding vehicles and cars parked inappropriately.
Planning
Thelatta, Penally - demolition of conservatory and lean-to and construction of kitchen (permission granted). Valldemosa, Penally - remove conservatory, replace with single storey extension and internal alterations (permission granted).
County Councillor's Report
Tenby MIU and GP services: Following the previous month's meeting of the South East Pembrokeshire Community Health Network, Clr. Preston said he had written to the chairman of Hywel Dda Community Health Council asking Clr. Paul Hinge if he would consider putting forward a vote of no confidence in the administration of the Health Board. The degradation of services is unacceptable and cannot be sustained, said Clr. Preston. I have worked closely with the South East Pembrokeshire Community Health Network over the last two years and we as a community feel under siege with services being withdrawn to a critical level. We have been repeatedly been given false assurances that medical provision would be provided by a new model prior to the withdrawal of Minor Injuries Services at Tenby. Individuals within the Health Board need to be accountable and expect a consequence if they do not comply with assurances given to the people of Pembrokeshire. There may be some positive developments in that there is to be a change of personnel at the top of the management structure. Local Authority budgets are being squeezed still further next year and this is an added consideration to the huge debts generated by Health Boards across Wales. I have questioned Mr. David Morrissey, a key services manager regarding who is currently responsible for ensuring that local surgeries are adequately staffed to provide medical provision to our communities. Mr Morrissey was a little vague in his reply, as was his ability to provide an assurance that GP services would not fall to a critical level again in the future." Bypass/village speed limit: Despite assurances to the contrary, I have yet to receive an update on the implementation of the revised speed limit on the bypass. I will now need to escalate this to the director of services to seek a resolution. DJ's planning application: Further to last month's update on this application, I thought I would keep you updated on the current position with regards to this application. I have been informed that all material planning considerations have now been resolved, with agreement reached with the ecologist regarding the bat mitigation measures. The last outstanding matter is to find some common ground on the affordable housing provision. In light of the circumstances surrounding the site in that it is on brownfield land and that there is abnormally high costs associated with the demolition, there is currently some negotiation underway regarding a proposed five per cent reduction in the affordable housing provision. Once an agreement is reached, the re-development of the DJ's site can commence. Strawberry Lane: I have received a short email from Mr. Karl Fyfe regarding the works being carried out at Strawberry Lane. It reads: 'Following an extended delay on-site due to planning issues, I am pleased to confirm we will be continuing the development on Strawberry Lane with expected completion in early 2015'. I would welcome the support of the local residents and council, so if you have any issues please come direct to me. Vandalism: The boundary fence that separates the estate from the road at Holloway Court is being repeatedly and deliberately damaged. Youths are pulling the panels off the fence one by one. This fence prevents the possibility of children directly running into the road. I have now reported the matter to the community police team and Pembrokeshire County council's maintenance department.

Clr. Roberts felt that the boules area should be supplied by the county council. Clr. Cavill suggested that he contact Clr. Morse. It was decided by all councillors present that the community council agree in principle to make a contribution to kickstart this project into action.
Reports from Councillors
Clr. Penn asked if the village handyman could remove the moss and ivy under the bench seats on The Green. She would also like to know where the iron bench frames from the old seating had disappeared to. Clr. Cavill asked if the handyman remit included litter picking and, if so, could he please tidy the main village road between the caravan site to the junction near Penally Heights. The hedgerows in this area had been cut and a lot of litter had been left behind. Clr. Roberts mentioned that The Green looked lovely when it hadjust been cut, but it got spoilt by dog fouling. This was very unpleasant for children who regularly played on this area and could cause problems to their health. Clr. V. Paul added that she had offered several residents a bag to clear up after their pets and perhaps a Dog Control Order could be put in place on this area and also the playing field. The clerk would contact the dog warden in the first instance and ask his comments. She would also ask that an article be placed in the Crow News asking that dogs please be kept on a short lead (not an extending lead) because of the narrow roads, etc. that run through the village. Clr. Barker mentioned the large number of unsightly signs on the fence opposite Kiln Park petrol station.
