At the start of the September meeting of Penally Community Council, the vice-chair, Clr. C Cavill welcomed members present together with Carol Clemson, the new clerk. Among matters discussed and agreed were the following:

Matters Arising from the minutes

The steps on the Village Green had now been cleaned.

The white lines were still to be repainted at the bottom of Penally Heights.

Planning

It was noted that, although a planning application had been submitted to the County Council from Hill Farm, nothing had been received appertaining to this via the Penally Community Council email. The clerk would contact Sue Sanders at Pembrokeshire County Council and confirm her contact address and email details for future correspondence.

Information Technology

County Clr. Preston informed the meeting that the current Penally website would be closed down on December 31 this year Pembrokeshire County Council were encouraging all community councils to set up their own websites and there may be possible funding for same. Clr. Preston would look into this further.

Corrrespondence

Clr. Cavill informed the meeting that a letter had been received from John Griffiths, Tenby, referring to a large World War One memorial tablet dedicated to eight members of Penally village that they had in their possession. Following a short discussion, it was decided that Clr. Cavill would raise this at the next church meeting and that the community council would pay for the faculty if required.

A letter of application had been received from Mrs. Vicky Paul to fill the longstanding councillor vacancy. Mrs. Paul would be invited to the next meeting.

A further application had been received from Mrs. A. V. Jones for the current councillor vacancy. If no other applications were received, Mrs. Jones would also be invited to the next meeting.

Bench on land at Strawberry Fields Lane: An email had been received from Mr. Mike Clark, the son of Mr. George Clark, owner of the land, who wished to remove the bench and rubbish bin from its current position as he intended to replace the field gate that used to be located where the bench was now. Clrs. Cavill and Barker would be happy to discuss the situation with Mr. Clark and would contact him accordingly.

An email had been received from Tenby Town Council informing them that Richard Young, who lives in Penally, and also Victoria Walters, who used to live in the village, were to be presented with a certificate of achievement following their selection to represent Wales in the Special Olympic Games held recently in Bath.

The clerk was to contact PALC with regard to training courses which may complement her new role. She would also contact Mr. Jon Everett, former clerk, asking for any correspondence he may have in his possession.

County Councillor's Report

Tenby MIU: I have received confirmation that the Hywel Dda Health board will be facilitating the closure of the MIU at South Pembrokeshire Hospital. I have obtained a series of Freedom of Information responses which I have shared with the Community Health Council regarding the MIU at Tenby. At this moment in time no decision regarding the MIU at Tenby has been made. The performance of the Red Cross cover during the peak season is still being collated.

Electoral Boundary Review: On April 26, 2010, the Boundary Commission submitted to the Welsh Assembly Government for consideration its report on the county council's recommended changes. Under Section 58 (2) of the Local Government Act 1972, the Welsh Assembly Government may, if it thinks fit, make an order giving effect to any of the proposals made by the Commission, either as submitted or with modifications. Any order giving effect to any such proposals shall not be made until after the expiry of six weeks from the day on which the proposals were submitted.

Copies of the Boundary Commission's report are available for inspection in each public library in Pembrokeshire and at reception at County Hall, Haverfordwest. The report can also be viewed on the Commission's web site.

The proposal sees the Penally ward lose the community council of St. Mary Out Liberty and gain the community of St. Florence. St. Mary Out Liberty would then become part of the new Saundersfoot South ward.

The boundary review officers recently met with the leaders of all political groups at County Hall to discuss the proposals in more detail. The officers of the boundary review were disappointed with the level of engagement so far and reminded members that any observations or objections should be put forward prior to the October 15th deadline.

Clr. Michael Williams put forward some observations on my behalf, those being the absorbsion of the community of St Mary Out Liberty into the much larger community of Saundersfoot South. To maintain a cohesive community and the individual identity of the village of New Hedges I would not wish to see St. Mary Out Liberty removed from the ward with its present communities of Penally and Gumfreston.

Strawberry Lane: At the request of the council I contacted Hook Construction regarding the vehicles accessing Strawberry Lane and have received the following response from the director, Mr. Karl Fyfe - 'I have written and hand delivered letters to all residents prior to work commencing giving our contact details should there be any concerns. I have to date not received any complaints. There have been two recent developments on Strawberry Lane by existing residents and I would say that the frequency, size and consideration of deliveries and plant etc is in-line with these developments. I have in fact received feedback from other residents that the quality of communication from my company has been excellent and helped in a difficult development for all. We have a job to do, but it's a priority for me to ensure we cause as little inconvenience as possible. Should you have any future concerns please do not hesitate to contact me'.

DJ's Night Club: Work continues to be carried out to address the initial points raised by the planning officers. I have received no further concerns from the planning agent. The application currently has a status of an initial recommendation.

Village boules area: I have made a formal application for funding for this project which has been returned requesting further information. I have gained the support of the PCC cabinet member responsible for sport and leisure who will assist us through the application process hopefully to a positive outcome.

Goalposts removed from the village playing field: Due to the poor condition of the equipment, PCC have removed the goalposts from the village playing field. I have been informed that there are no plans to replace them. May I ask the community council and village residents if they would like me to put forward a case to have a new set of goalposts installed at the playing field. I would need an idea of the past and proposed usage to enable me to seek funding.

Road markings: I have contacted the Highways department to seek clarification on the status of the work to re-paint the road markings at various points through the village following the lane resurfacing programme. I have been informed that this work was complete, however I have asked that the area at Penally Heights junction and the 'H' at the Village Hall be repainted. The intermittent centre white lines are due to the width of the road and have been applied following current guidance.

School land bollards: I received the most recent update on this work on August 15. The signs are being fabricated to place at the bypass end of the lane. Once the Highways team are in receipt of the new signs, they will be in a position to install the bollards.

Vandalism: I am disappointed to have to report two separate incidents of vandalism at Holloway Court. The first being extensive damage to a wooden fence that runs length of the green area and secondly the BT telephone box at the bus stop which I have reported to British Telecom on two occasions, but has yet to be repaired. In the event of any investigation, I will be supporting the Police with their enquiries.

Reports from Councillors

Vicarage fence: Clr. Preston informed the meeting that the enforcement officer had confirmed that this was within the 2m height limit.

Clr. Jenks - Commented on the rubbish bags outside the Golygfa Coron Flats. They were frequented by holidaymakers who were either not covering the bags, resulting in seagulls scattering the litter, or by using the wrong bin liners that were subsequently not being collected by the refuse lorry. It was thought that Frank B. Mason were the letting agents and the clerk would contact them asking that they inform all holidaymakers of the correct procedure.

Clr. Penn – The tree by the electric box at the top of The Green required attention by a tree surgeon. Richard Stayden at County Hall was to be contacted for his approval and once received, Smart Gardens would be asked to carry out the work.

Clr. Cavill - Marsden Bevan who maintained the pump opposite The Crown had asked if he could add a commemorative plaque, at his own expense, for the present Queen. All were in favour.
