Matters Arising
Clerk's position: A meeting of the sub-committee to consider the appointment of a new clerk had been held. However, it was felt that the advertisement placed in the Tenby Observer was inadequate as there was no mention of a job description. It was decided to re-advertise and to write to all the previous applicants inviting them to re-apply on a specially devised form produced by the sub-committee. A job description was also included with these forms. It was agreed that the sub-committee should meet again for short listing.
Village maintenance: The chairman reported that the two new benches would be in place that week. The removal of the bench at Middlewalls Lane had been queried by a number of Penally residents. It was agreed to look at this again.

Middle Tarr Barn, St Florence - extension to conservatory - notice that this had been approved.
Application for tree works, Whitewell in the Ruins. As this application was to remove a dead tree, no objection was raised.
Items for business submitted by members
Strawberry Lane: Cllr Jenks reported that eight large concrete lorries had driven up this lane during one 24-hour period and between 50 and 60 large lorries, all too big for this lane, in a month had also driven up there. These lorries were all touching the power lines and driving over the stopcock for Glan y Mor Flats. The residents were very worried about this causing permanent damage to their property. Cty Clr. Preston agreed to talk to the contractors concerning this and whether they could perhaps use smaller vehicles.

Clr. Penn - The steps on the Village Green need cleaning.
Clr. Cavill - The white lines had not yet been repainted at the bottom of Penally Heights, neither had the elongated H outside the Village Hall.
Clr. Barker - The hatching lines on the by-pass had not been completed, leaving a very dangerous situation on the junction at the Penally Heights entrance to the village as it gave the impression of a three-lane road from the Lydstep direction. There were problems with the manhole at the bottom of Penally Heights. Clr. Barker was dealing with this.
Clr. Paul - The stump of the old Christmas tree on the Green would be taken down to ground level and they were awaiting a quote from Smart Gardens.

Fly-posting: Due to the lack of compliance by the businesses fly-posting on the fence opposite Kiln Park Garage, I have escalated this issue to which I have received the following update: When advertisements haven't been removed following the initial letter, the next stage is to establish whether the adverts cause any highway safety or visual amenity issues. If they don't cause any highway safety or visual amenity issues the local planning authority are unable to prosecute. The enforcement officer agrees that they all cause unacceptable impact on visual amenity. Letters will again be sent to each offender issuing them with a formal caution and allowing a further seven days. Failure to comply with this, the matter will be forwarded to our legal department with a view to commence legal proceedings.
DJs Night Club: There appears to be a concern over the ecological impact of this development and the work which has taken place to date has identified that further surveys will be necessary. The other main issue includes the location being outside of the settlement boundary and that a provision of affordable housing is made to satisfy the requirements of the recently adopted LDP. The further ecological investigation of the site and building is an extensive exercise and, as such, the developers are working to attend to this in the first instance. They will then be in a position to address some of the other points which are more easily responded to as and when the results of the ecology work are known. This further work is taking time; however, all the issues raised will be addressed fully and hopefully relatively soon.
Village boules area: Clr. Roberts and I are still keen to establish a boules area next to the village playing field. We have to seek other sources for funding which I have addressed with the cabinet member for sports at PCC.
