Among matters considered and discussed at the January meeting of Penally Community Council, held in the Village Hall, were the following:

Matters arising from the minutes

Station entrance/exit gate: A favourable response to repositioning the gate had been received from Arriva Trains Wales. The latter would arrange an on-site visit with interested parties in due course. Cty Clr. Mrs. Cavill specifically requested to be kept informed.

Save Rural Post Office Campaign: A letter setting out the feelings of the community council on proposed closures of rural Post Offices was sent to the minister responsible for postal services. A response from the minister thanked them for their comments and also gave details of a consultation document available on the DTI website: http://www.dti.uk/">www.dti.uk/ consultations/index.html.

Planning

Application by ARQIVA to site a TETRA mast in Penally: There was nothing specific to report, other than a public inquiry was to take place at the De Valence, Tenby, on January 24 and 25, starting at 10 am. The clerk was directed to write to County Hall to ensure receiving a copy of the decision of the appeal. The provisions granted to Clrs. Dassen and Thomas under the terms of minute 4(b) of the meeting held on June 8, 2006, were to remain in force.

9 The Paddock: Planning permission granted. Holiday cottages at Old Vicarage: Planning permission granted. In view of the council's comments made on this proposal, councillors expressed some concern that planning permission had been granted. However, it was accepted that the conditions imposed on the development went some way to meeting their initial objections. Kiln Park, entrance to existing complex: Planning permission granted.

Trefloyne Golf Club, 11 serviced lodges: Planning permission granted. Trefloyne Golf Club, hotel wing: Planning permission granted. Trefloyne Golf Club, barn conversion: Planning permission granted.

Correspondence

County Hall: From electoral services manager - 'Periodic Electoral Review'. This sets out preliminary proposals for alterations to boundaries between community council areas which could result in amalgamating or splitting existing community council areas.

The overwhelming opinion of all councillors was that Penally was a rural community and in no manner should be embraced within an urban council. Should any changes need to be made so far as Penally was concerned, it was suggested that perhaps consideration could be given to Penally embracing any other suitable adjoining community. The clerk was directed to advise County Hall accordingly.

From a village resident: Prior to Christmas, the chairman received a letter from a concerned resident whose vehicle had been seriously vandalised. The clerk had responded to the letter prior to the meeting. It was agreed that the clerk should advise the resident of the next visit of the police to the council meeting which would possibly be April.

All village residents are reminded that the council would appreciate any details of occurrences of anti- social behaviour. Whilst there is little the community council can do, as it is invariably a police matter, such information does provide extremely useful ammunition when they comment on renewal of licences etc.

Thanks: Thank you letters for donations were received from Urdd Gobaith, Alzheimer's Society and South Pembs Travel Fund for Sick Children. Yoga classes: A letter was received from Selina Medwell, expressing a wish to set up yoga classes in the Village Hall should there be sufficient interest. The clerk was to forward the details to the hall booking clerk.

Accounts and finance

Balance of accounts: The clerk presented the current financial statements to the meeting and advised that the final precept payment for the current financial year had been made. Accounts: Accounts were presented for payment from the following - village warden; clerk's salary and expenses.

Payment of these two accounts was proposed by Clr. Craig and seconded by Clr. Penn. All in favour.

County Councillor Mrs. Cavill's report

Public transport: The Town Rider scheme will be starting in the Tenby area in March this year and will cover Penally. This is a dial-a-ride service for elderly and disabled people who are unable to use bus services. Users of this service must have, or be eligible for, a bus pass under the All Wales Concessionary Travel Pass Scheme and be resident in Pembrokeshire.

Speed signs: Vehicle activated speed signs have recently been erected opposite the entrance to Kiln Park and on the Marsh Road. They are intended for use on stretches of road where speed is particularly important. Thus they are being erected on roads covered by the mobile speed camera and near schools. They are not intended to be permanent signs and will be moved around Pembrokeshire periodically.

Any other business

Annual meeting with Dyfed Powys Police: It was agreed that the clerk should try to arrange this for the April meeting. When the date was confirmed, the clerk would also notify village residents who had advised the council they had been the subject of anti-social behaviour.

Village warden: The warden reported that he was no longer able to perform the full hours required, but agreed to do what he could until a replacement could be found. The clerk was to advertise the vacancy in the Tenby Observer.

Minutes of meetings: The clerk was asked to prepare a notice for the village boards reminding residents that the minutes of meetings were reproduced in the Tenby Observer and were also on display in Tenby Library.

Sweets for children at carol singing on December 22: Thanks were expressed to David and Sue Shepherd, of the Village Post Office Store, for yet again kindly donating and putting together the sweet bags for the children. They have done this for a number of years and it is greatly appreciated. The clerk was to send letter of thanks on behalf of the council.

Community council meeting for May 2007: The clerk gave advance notification that the May 3 meeting would need to be re-scheduled due to the Village Hall being required for local elections. Compost bins: These are still awaited in Penally. The clerk was asked to seek information from County Hall as to the reason for delay and to establish when delivery could be expected. Next meeting: The next meeting will be held on Thursday, February 1, at 7.15 pm.
