The following matters were discussed at the December meeting of Penally Community Council. Consultation document on 'Gambling Policy': After further discussion, it was agreed that there was no need to comment on this document. The clerk was instructed to file the document and bring forward as the need arose. 30 mph signs of The Ridgeway: County Hall responded to council's request to extend the 30 mph zone by agreeing that the suggestion had merit and were seeking the support of the police. Bottle Bank: The bottle banks had been moved as requested. County Clr. Cavill agreed to pursue the matter with County Hall with a view to moving the banks closer together to make better use of the parking space available. Painted lines indicated the location of the banks would further improve the situation. Station entrance/exit gate: A response was still awaited. The clerk was to hasten a reply. Clean Neighbourhood and Environment Act 2005: The chairman had examined this consultation paper and briefed the council on the main topics involved. It was agreed that no specific response was necessary and the document should be filed for future reference as necessary. One Voice Wales meeting at Penally, January 11: The clerk confirmed that the Village Hall had been booked. Pembs. Coast National Park Local Development Plan: The chairman retained the plan for further examination.
Planning
Application by ARQIVA to site Tetra mast in Penally: Clrs. Dassen and Thomas updated the council on the current position and provided copies of letters that had been sent out under the provisions granted to them under the terms of minute 4(b) of the meeting held on June 8. The latter continued to remain in force as it was obvious that the situation required constant monitoring and prompt action. Dwelling on land adjacent to Trefloyne Cottage: planning permission had been refused. Tree surgery at Penally Manor: permission had been granted. Separate access point to dwelling on Giltar Grove Farm site: Although this involved a considerable length of new track, it was considered that the council would concur with what the National Park Authority considered appropriate. Proposed by Clr. D'Arcy and seconded by Clr. Dassen. All in favour. Clerk to respond. Add conservatory to dwelling on Plot 5, Maryland: At this point, Clr. Craig declared an interest and left the meeting. The application was fully considered and it was the opinion of all that no objections should be raised. Proposed Clr. McMahon, seconded Clr. Robinson. All in favour. Clerk to respond. Clr. Craig was then recalled to the meeting. Outline planning for one dwelling, garden area of Wynfield: It was agreed that there were no grounds to object to this proposal. Proposed Clr. D'Arcy, seconded Clr. Craig. All in favour. Clerk to respond.
Correspondence
The following correspondence was presented to the meeting: British Red Cross, Macmillan Cancer Support, Bobath - letters of thanks for donations; Countryside Alliance Save Rural Post Office Campaign - a poster was placed on the village noticeboard. It was also agreed that the clerk should write to the minister responsible for Post Offices opposing any thought of closure of Penally Post Office; Age Concern - advising vacancies of three co-opted trustee positions on the executive committee; Planed - details of how to use Planed to advertise local events; Pembrokeshire Coast National Park Authority, Development management committee delegation - the chairman outlined the content in brief and the clerk was instructed to provide a copy of the main points to each councillor.
Accounts and finance
Precept: The bid for next year's precept was discussed and various suggestions were proffered on where expenditure was likely to occur in the future. It was decided that the bid for precept 2007/2008 should remain at the same level as for 2006/2007. Proposed Clr. D'Arcy and seconded Clr. Dassen. All in favour. Clerk to notify County Hall. Appeals for funds: Donations were made to Samaritans, Urdd Gobaith Cymru, WRVS, Alzheimers Society (Pembrokeshire branch), South Pembs. Travel Fund for Sick Children. Proposed by Clr. Dassen and seconded by Clr. Robinson. All in favour.
County Councillor's report
With regard to the village road, Clr. Mrs. Carol Cavill, said: "The highways department had not intended to remove the vegetation along the wall of the caravan site opposite Alma Gardens. When I received a request that this be removed, I contacted the area maintenance officer pointing out that there was a bus stop along this stretch and passengers found it very difficult alighting into the vegetation. This was agreed and the work is now well underway." In view of the proposals for Tenby multi-storey car park to increase charges and to charge throughout the winter, Clr. Mrs. Cavill said: "I have written to the director of transportation protesting at the abolition of the short stay one hour charge on the ground floor and asking as the ground floor is often full, that the institution of a two hour stay on other floors." With regard to Penally School, Clr. Mrs. Cavill said: "Sadly, as we all know, Penally School will close at the end of this term. Pembrokeshire County Council has so far been unable to find another educational use for the building. The building was originally given to the church by the Picton Estate to establish a Church School with the condition that should it cease to have an educational use it be returned to the estate. Pembrokeshire County Council will now return the building to the Church in Wales and if another educational use is not found, it will be returned to the Picton Estate." The next meeting will be on Thursday, January 4, at 7.15 pm.
