Seven members and county councillor, Mrs. C. Cavill, were present at last month's meeting of Penally Community Council. Among the items discussed were the following.
Matters arising
Clerk's salary: The clerk left the meeting during this discussion. Members agreed that the clerk's salary by increased at the rate of inflation and that this should be reviewed annually at the annual meeting in May. Handrail on Green: Clr. Thomas had not heard from the builder about this rail. Notice board: Clr. Mrs. Cavill would let the chairman know the name of the person making these boards. Seats: Members agreed that two seats be purchased, one to be placed on the junction with Middlewalls Lane and the village road, the other to be placed at the top of Strawberry Lane. The chairman would make further enquiries about these. Tap opposite May Tree Cottage: The chairman had spoken to the owner of Helm House whose water supply to an outside tap was cut off when this tap was disconnected by Welsh Water. Members agreed that this was a matter between the owner and Welsh Water.
CORRESPONDENCE
Excessive speeding in Penally: A letter from the regional co-ordinator of Dyfed-Powys Police stated that the Safety Camera Partnership was currently gathering data for the village in order to make a decision as to the appropriate form of speed enforcement to be carried out. Details were given of steps that are required to be taken before speed enforcement can commence. Members agreed that a further letter be sent asking for the hand held camera to visit the village as previously requested. Code of Conduct, Dispensations: Clr. Mrs. Cavill would clarify the details on the forms provided. Pembrokeshire Crossroads: An acknowledgement was received for the council's donation. Proposed telecommunications installation by Airwave mm02 Ltd at NTI Broadcast Transmission Station, The Ridgeway, Penally: Members agreed that a letter be sent stating that the council was opposed to any further installations in this area. Previous applications had been refused and that a site elsewhere should be sought. Rights of Way Improvement Plan : A questionnaire from the Rights of Way Improvement Officer was completed. Dog Station in car park: It was agreed that a notice be placed in this box asking users to put their waste in the litter bin adjacent to the box, and not in the box itself. Members agreed that the refuse collection men carried out a good job in clearing the litter bins on the footpath to the beach. Tenby Golf Club: A letter from the principal assistant, development management, stated that all work being carried out on the golf course were in accordance with the approved planning permission. Temporary traffic restrictions: A notice from Pembrokeshire County Council gave notice of surface dressing works to be carried out at several locations in the area. Low bridge signage, A4139 Marsh Road: Clr. Mrs. Cavill had received copies of proposed new designed signs where existing tourist directional signs had been combined by use of place names and symbols only. This was being proposed to alleviate the problem of extra large transport vehicles using the wrong road and travelling through Penally village. Draft Supplementary Planning Guidance, Building in a Sustainable Way: Clr. Mrs. D'Arcy would complete this document. Planning decisions: Variation of planning consent D3/873/78 to provide for the upgrading of 20 touring pitches to 10 static holiday caravans together with significant environmental improvements, Penally Court Caravan Park - amendment of conditions (approved); Widen existing entrance into park to improve access and visibility, Crackwell Holiday Park, Penally (permission granted). Requests for financial assistance: Childline Cymru/ Wales - it was proposed by Clr. Mrs. Dassen, seconded by Clr. Mrs. Bibby, and agreed that a donation of £25 be made; Hospital Radio Withybush - it was proposed by Clr. Mrs. Craig, seconded by Clr. Mrs. Bibby, and agreed that a donation of £25 be made; Shelter Cymru - no donation to be made; All Pembrokeshire Cruse - it was proposed by Clr. Mrs. McMahon, seconded by Clr. Mrs. Dassen, and agreed that a donation of £25 be made. Marie Curie - Clr. Mrs. D'Arcy would make further enquiries into this request; One Voice Wales - this was to be looked into next year. Penally in Bloom: It was agreed that a notice be placed in the village in January of next year to assess interest in the competition. Newsletter: Members agreed that the newsletter would be purely for news items in the village. Village warden: It was agreed that Mr. Holmes be asked to clear brambles etc., from under the seats on the Village Green, also to cut back the 'mind your own business' from the path into the church. Gate at entrance to play area: It was agreed that Pembrokeshire County Council be asked to repair the gate which has been vandalised. Vandalism in the village: Following reports of vandalism in the village on a Friday night, it was agreed that the police be asked to again meet the train when youngsters arrive in the village. Residents were reminded that they should dial 999 immediately they have any problems. Directional signs for Trefloyne Golf Course and Ritec Valley Buggies: Clr. Mrs. Cavill would look into this matter. Clr. Mrs. Cavill thanked members of the council for their support following her recent bereavement. Tall trees: Following further correspondence from Mr. and Mrs. Whitehead, and correspondence from Nick Ainger, members agreed that the following points be included in the response: 'The application is to make a new access not improve the access; The conifers referred to would appear to have no special merit and are causing a crack in the garden wall; There is room to reverse round to the front door if the area was suitably prepared; This would mean there would be a further turning onto the village road opposite the bus stop and near a dangerous bend; Documents regarding planning going back to pre 1970 have long since been destroyed'. Members agreed that a donation be made to Ward 10, Withybush Hospital in memory of Mr. G. D. Cavill. Planning applications: At a previous meeting of the council, the following planning applications were received: alterations and Extensions, 35 Penally Heights, Penally - it was proposed by Clr. Mrs. McMahon, seconded by Clr. Thomas, and agreed that no objections be raised to this application; proposed five en-suite bedrooms to form hotel, kitchen extension and minor internal alterations and private flat extension to first floor, The New Overlander Restaurant, Penally. Clr. Mrs. Dassen declared an interest in this application and left the meeting. Following a discussion on the application, it was proposed by Clr. Thomas, seconded by Clr. Mrs. Bibby, and agreed that no objections in principle be raised to this application. Concern, however, was to be express about the access to the premises and the additional traffic generated from the proposals with it coming out onto a busy road which was also near to a bend in the road, and to suggest that 'In' and 'Out' entrances be provided with 'Turn Left' only exit to prevent traffic crossing over the by-pass.
