Six members and county councillor Mrs. Carol Cavill attended the January meeting of Penally Community Council held recently in the Village Hall. Among matters considered and discussed were the following:

CORRESPONDENCE

Samaritans: An acknowledgement of the council's £20 donation was received. SE Area Liaison Forum: Notice was received about the forum to be held at the Community Hall, East Williamston on February 21, at 7 pm. The chairman asked that any questions to be raised at the forum be brought to the next meeting so that they could be forwarded to Pembrokeshire County Council in advance. Cultural X Change: An invitation was received to attend the launch of this new venture between Pembrokeshire County Council and Carlow County Council tonight (Friday). Dyfed Powys Police: Confirmation was received from Inspector Les Clark that he or one of his sergeants would attend the meeting on February 3 to discuss matters of concern in the village. BT: A reply was received concerning the proposed removal of pay phones in the Pembrokeshire Coast National Park area. Community Health Council: A letter was received advising that the Sunday pharmacy rota in Tenby would continue unchanged. Age Concern: Several fact sheets on services for older people were received. It was agreed that these should be photocopied and displayed in the Village Hall and elsewhere in the village. Licence: A letter was received from Lewis Lewis Solicitors: advising the transfer of the justices' licence of the Cross Inn.

PRECEPT FOR 2005-2006

In a discussion on the precept, the question of the village warden was brought up and it was proposed by Clr. Thomas and seconded by Clr. Penn that the clerk would contact the current warden to ascertain whether or not he was returning. If not, the job would be re-advertised. After a long discussion regarding various projects that were needed in the village, it was proposed by Clr. Thomas, seconded by Clr. McMahon and unanimously agreed that the precept remain the same as last year, £8,000. The chairman also agreed to make enquiries about the clerk's pension fund.

PLANNING APPLICATION

A planning application was received from Bourne Leisure Ltd. for the variation of planning consent D3/873/78 to provide for the upgrading of 20 touring pitches to 10 static holiday caravans, together with significant environmental improvements at Penally Court Caravan Park. After a long discussion, it was decided that while the council had no objection in principle they could not support the application as it was contrary to the planning policy, and while the environmental developments would improve the caravan site, they would not make a significant difference to the village of Penally. Therefore, it was proposed by Clr Thomas, seconded by Clr. Craig and unanimously agreed that the council object to the application.

PUBLIC ENTERTAINMENT LICENCE

Application for variation of the public entertainment licence of Jammo's Nightclub, Penally, to include lap dancing and pole dancing fortnightly instead of monthly and to revise the hours to 10 pm until 3 am. The item was late being placed on the agenda because Pembrokeshire County Council licensing team had sent the copy of the application to Tenby Town Council by mistake. It was fortunate that details had only been discovered the same day as the community council meeting by the county councillor. It was agreed that the clerk would write to the licensing department strongly criticising them for getting such an important detail wrong. After a long discussion, it was proposed by Clr. Thomas, seconded by Clr. Craig and agreed by all that the council would strongly object to the application and the clerk was instructed to write accordingly giving the many reasons for the objection. Clr. Thomas agreed to represent the community council at the licensing meeting.

ANY OTHER BUSINESS

Clr. Thomas asked if he could proceed with the ordering of a handrail for the steps on the village green, outside St Teilo's Cottage. It was proposed by Clr. Tulley, seconded by Clr. Craig and agreed by all that the project go ahead immediately as it would be greatly appreciated by many of the senior residents.

COUNTY COUNCILLOR'S REPORT

Footpath on Penally by-pass, Kiln Park to Four Winds Lane: Clr. Mrs. Cavill reported that although this footpath was well lit at the Kiln Park end, it was very dark in the vicinity of Four Winds Lane and there had been a request for an additional street light along the path. At this time of the year, when young people are involved with after-school activities, they are coming home in the dark. The request had been passed to the lighting officer and it had been agreed that there was justification for an extra light there. It had added to the list of such requests. Footpath to Giltar: The new footpath, parallel to the Rifle Range was very steep at the far end and Clr. Mrs. Cavill had asked the Pembrokeshire Coast National Park if some remedial work could be carried out there. She had also asked if a simple seat similar to the one at the beginning of the path, ie a solid block of wood, could be placed at the top of the path where it turned towards the sea. She said the reason was that some of the villagers were already experiencing difficulties following the restrictions placed on the route to the foreshore via the old culvert path. Abandoned car: Clr. Mrs. Cavill reported the black Fiat Panda car which had been abandoned on the Ridgeway between Quay Lane and Oxland and it had been dealt with. The next meeting will be on Thursday, February 3.
