Among matters considered and discussed at the December meeting of Penally Community Council, held in the Village Hall, were the following:

MATTERS ARISING

Access to South Beach: Improvements to this access and the placing of a bench on the platform would be attended to before the end of March, reported Clr. Mrs. C. Cavill.

CORRESPONDENCE

Dyfed Victim Support: An acknowledgement of the council's recent donation was received. Macmillan Cancer Relief: An acknowledgement to the council's donation was received. New traffic oder - Middlewalls Lane, Penally: A letter from the traffic manager, Mr. John Price, stated that Pembrokeshire County Council would shortly be advertising a proposal to prohibit driving on a section of the lane. There had been concrete bollards on the lane for some years preventing through vehicular movement. These bollards were 38 metres to the east of the Hoyles Close junction. The purpose of the order was to give legal effect to the presence of the bollards and no physical alterations would occur on site as a result of the measure. Highway surface water drain in vicinity of Penally Village Hall: A letter from the senior maintenance technician, Mr. H. Marriott, stated that the gullies had been cleaned out and an investigation had revealed a previously unknown problem. Apparently the discharge pipe used to outfall into an open ditch in the field which had at some time in the past been removed. It appeared that the pipe work was not extended to a new outfall and so only very limited drainage could occur by soaking away in the field. This situation was obviously unsatisfactory and so a new drainage arrangement would have to be considered and all necessary works programmed when funding was available. Replacement of a telecommunications pole with additional equipment cabinet and development ancillary thereto - Petals Plant Nursery, Strawberry Lane, Penally: A letter from Pembrokeshire County Council stated that the application for the above proposal had been withdrawn. Pembrokeshire Community Health Council: A letter from the chief officer to the council thanked council for informing them of their observations on the proposed changes to the opening hours of the pharmacy premises in Tenby and district. These views would be fully considered by their council in preparing its response on this particular consultation. Alma Garden Flats: The council's letter addressed to Mr. J. S. Lewis concerning the external condition of the flats at Alma Gardens had been forwarded to the head of building maintenance for his attention. Following the reading of a letter from Mr. B. Jenks regarding Penally Training Camp, members agreed that this could be discussed during the meeting with Major P. Sulman in January. It was stated that clearing work is presently being carried out on the entrance road to the Camp. Proposed removal of BT payphones from PCNPA: Following the reading of a letter from the Pembrokeshire Coast National Park Authority, members agreed that a letter be sent to BT opposing the removal of the old red 'K6' type payphones from the National Park area. Jammo's Nightclub: Application was received for the transfer of the Justices Licence in respect of this nightclub from the names of Mr. and Mrs. Haines into their names and also the names of Stacey Maria Haines and Gareth Edward Blunt. This application was heard on December 2. Public entertainment licence renewals 2005/2006: The following licences come up for renewal on January 31 - The Paddock Inn; Jammo's Nightclub; and Penally Village Hall. Members agreed that provided there were no objections from residents in the area of these premises, the council would raise no objections to the renewal of the licences. Donations: It was proposed by Clr. Miss Nicholl, seconded by Clr. Mrs. Craig and agreed that a donation of £20 be made to the Samaritans. It was proposed by Clr. Mr. Thomas, seconded by Clr. Mrs. Craig and agreed that no donations be made to the National Eisteddfod of Wales or to the Llangollen International Eisteddfod.

PLANNING

Planning decision: Conversion to dwelling - The Cottage, Giltar Grove Farm (permission granted). New applications: Formation of rooms in roof void for residential use - 2 Glenwood, Penally; roof extension - Picton Cottage, Penally. No objections were raised to either of these applications.

OTHER BUSINESS

Dyfed-Powys Police: It was agreed that a further request be made to Inspector Clark to attend the February meeting. Footpath 33/12: Clr. Mrs. Cavill reported that the well-used section of this footpath running parallel with St. Teilo's Cottage and Juniper Cottage was covered in moss and had become slippery. This had been reported and would be attended to so that the problem was eradicated. Village Hall management committee: Clr. Thomas would represent the council on this committee for the coming year. Illegal signs in the vicinity of Kiln Park had been reported. Kiln Park: Clr. Mrs. J. D'Arcy and county councillor Mrs. Cavill had recently attended a meeting at Kiln Park to hear planning proposals to be put forward for this site.

COUNTY COUNCILLOR'S REPORT

Vandalism in the village: Clr. Mrs. Cavill reported that there continued to be a great deal of concern regarding the behaviour of a group of sporadic unwelcome visitors on Saturday nights. The telephone kiosk near Holloway Court was again seriously damaged a few weeks ago. On a previous occasion, the light at the entrance to the station was damaged and it was reported that the platform was strewn with broken bottles. Clr. Cavill had contacted Inspector Les Clark, of Tenby, on the following Monday concerning these ongoing incidents and the repeated reports of unruly behaviour on Saturday nights in the village. He had advised that if someone was reporting an incident which needed urgent action or the immediate attendance of the police, they should dial 999. Incidents like these were of particular concern in a community like Penally which was statistically listed as the fifth highest in Pembrokeshire with the greatest percentage of population over 65. These figures appeared in the document entitled 'Strategy Development Plan for Older People 2004'. Wooden fence bordering the pavement opposite Kiln Park Filling Station: A question was asked regarding the ownership of the fence. Clr. Mrs. Cavill was informed that it belonged to the county council. Fly-tipping: Furniture dumped in Whitewell Lane and further fly-tipping on the Ridgeway had been reported. It was worth noting that anyone who saw pollution, illegal tipping of waste, river pollution or any danger to the natural environment could contact the Environment Agency's Emergency Hotline on 0800 807060. Footpath signs: The broken wooden directional sign for footpaths 33/11 and 33/12 located at the stile near Highlights had been reported. The next meeting will be held on Thursday, January 6, at 7 pm, when the meeting will be attended by Major P. Sulman, Camp Commandant of Penally Training Camp.
