Eight members of Penally Community Council's recent meeting when the following matters were considered and discussed: The chairman welcomed Clr. Mr. Thomas back to council meetings after his recent operation and also welcomed the four new councillors recently co-opted onto the council. Each member introduced themselves to other members.

MATTERS ARISING

Tenby Golf Course: Following the meeting between the chairman, county councillor Mrs. Cavill, the clerk and Mr. Anthony Richards, of Pembrokeshire Coast National Park Authority, no further information had been received from Mr. Richards on his meeting with Tenby Golf Club. Clr. Mrs. Dassen and Mrs. Penn declared an interest in this matter. Dedicated right turn from the bypass: Clr. Mrs. Cavill reported that this had now been completed and would be monitored as to whether further safety measures such as increased lighting and the re-alignment of the arrows, was required.

CORRESPONDENCE

Hospital Radio Withybush: A letter from the treasurer acknowledged receipt of council's donation. Illegal signs: A letter from the Environmental Services manager acknowledged receipt of council's recent letter. Council's request for the removal of illegal signs had been forwarded to ServiceLine for their attention. Penally Church in Wales VC School: A letter from Pembrokeshire County Council asked if the council wished to re-nominate Mrs. M. Jenks as governor for a further four-year term. Clr. Mrs. Jenks had informed the clerk that she would be pleased for her name to be put forward, also, if required, Mrs. Jenks would have her name put forward for Manorbier Church in Wales School. Members were pleased that Mrs. Jenks was willing to be re-nominated as she has done a lot of work at Penally School and has been very supportive of the school. Middlewalls Lane: A letter from the development plans officer stated that he was exploring whether traffic regulation orders would enable the county council to satisfactorily overcome the council's concerns. This would take some time so no answers were available at the moment. Telephone call boxes: Information was received about the removal of non-paying kiosks in Penally. The only kiosk to be removed in Penally was from Penally Court Farm. Code of Conduct dispensations: A letter from the director of support and cultural services stated that the dispensations previously granted to the authorities standards committee to five of councillors in relation to voting on matters affecting the Village Hall had expired at the local authority elections in June. Fresh applications in due course should be made. It was agreed to leave this matter until the November meeting. Penally Training Camp: A letter answering concerns recently raised by the council was received from the new Camp Commandant at Penally Training Camp, Major P. J. Sulman. Penally Station level crossing: The clerk had received a telephone call from Mr. Geraint Evans, contractor in charge of Dean and Dyball who are building the new lifeboat station at Tenby, who have a compound on land at Penally. Mr. Evans requested council's observations on the locking of the level crossing gates between the hours of 9 am and 4.30 pm - Monday to Friday. The reason for this request was for safety reasons as some of the delivery drivers were not obeying the rules laid down by Dean and Dyball on the use of the level crossing. Members agreed that they could not support the locking of these gates as this would restrict members of the public access with wheelchairs, pushchairs and prams. Mr. Evans stated that telephone numbers would be available for members of the public to use, but council agreed that not everyone has or carries a mobile telephone when out walking. Members further agreed that it was the responsibility of the contractors to ensure that the level crossing was used correctly by delivery men. Planning services: A letter from the head of Planning, Pembrokeshire County Council, stated that as part of their overall programme of improvements to the planning service, they were currently investigating the feasibility of making planning applications available for public inspection at Customer Service Centre in Fishguard, Milford Haven and Pembroke Dock. Rather than a customer having a request that a particular application be available for inspection, a copy of all applications received in an area could be sent through to the customer service centre on a regular basis. Copies of the applications would also still be able to be seen at County Hall. Members agreed that was a good idea, but suggested that copies could be sent to Tenby Library which would be a more suitable location for people in the Tenby, Saundersfoot, Kilgetty areas. Planning decisions: New maintenance building and associated compound, covered storage area for jet skis - Lydstep Holiday Resort (permission granted). Change of use of portion of car park for siting of two taxis - car park at New Overlander Restaurant (permission granted). Change of use from part domestic/commercial to domestic only - Landsker House (permission granted). Audit for year ended March 31: It was proposed by Clr. Mrs. Dassen, seconded by Clr. Mrs. McMahon, and agreed that the annual return be accepted as approved by HLB AV Audit.

OTHER BUSINESS

Palletts on village green: It was agreed that a letter be sent to the owners of The Abbey asking that these palletts be removed. Clr. Mr. Thomas thanked the council for their get well wishes and gift received on his return home from hospital.

COUNTY COUNCILLOR'S REPORT

Footpath 33/18 (Starvation/ Hill Cottage to Crackwell): The diversion was at last going through the process of informal consultation. Speed limits: It appeared in the press that Pembrokeshire County Council intended to introduce 20 mph outside schools by next April. Clr. Mrs. Cavill immediately made enquiries and though nothing had yet been formalised, she would follow the progress of this to ensure that Penally was included. Flooding on the village road: Though the recent flooding near School Lane was mainly caused by a blocked culvert, the lack of drainage of the surface water on both the village road and the side roads was a matter of great concern. Clr. Mrs. Cavill had been in touch with various officers concerning this. Directional signs: It had been drawn to the attention of Clr. Mrs. Cavill that the sign near the Leisure Centre pointing to the B4138 directs traffic only to Sageston and St. Florence, not Pembroke Dock. This may account for some of the increasing number of large vehicles failing to turn that way to avoid Drussleton/Bubbleton Bridge and then, having missed that turning, finding that the only way they can turn around to avoid the bridge is by driving through Penally village. Clr. Mrs. Cavill had asked for a new sign at this junction. The 'low bridge' sign at the Ridgeway end of Whitewell Lane had not yet been replaced. A further request had been made for this. It was agreed that letters be sent to Mrs. R. Griffiths, Mr. and Mrs. A. B. Jenks and Mr. R. Walker thanking them for the work they have done in the village, also Mrs. J. French.
