The May meeting of Penally Community Council opened with various planning applications received.
These included demolition of an existing derelict building and erection of a new bungalow with self-contained unit for use of carer and disabled child at Cliff View. Following a discussion on this application, it was agreed that the following objections be put forward:
1. The proposed development would be over-development of the site, and in its present form would detract from the amenities of the area.
2. The proposed building would be approximately two-and-a-half metres higher than other dwellings in the area, being mainly bungalows.
3. There would appear to be ample grounds at the rear of these premises to build a bungalow. Dormer windows at the rear of the proposed development would interfere with the privacy of other buildings in the location, especially Dingle Nook.
4. There should be an entrance to the disabled unit; at present the development would appear to be two separate units.
5. No objections would be raised to a bungalow on this site.
Restaurant lounge, conservatory - The New Overlander Restaurant. No objections were raised to this application. Clr. Tulley declared an interest and left the meeting. During his absence, the application for a new Justices Licence for these premises was also discussed. No objections were raised.
Extension to site - Penally Village Hall. Only four members took part in the discussion on these plans. Other members were interested parties in the Village Hall Management Committee. No objections were raised to the application.
MATTERS ARISING
FROM THE MINUTES
Wall at the Paddock Inn: Clr. Mrs. Cavill reported the conservation officer had again been in touch with the owner concerning the re-building of the wall.
Penally Abbey: Trees had now been planted at these premises.
Speed limit: It was agreed to press for a 20 mph through the village. Clr. Mrs. Cavill would look into this further.
Chequers: The chairman had attended the recent hearing at Tenby magistrates court. This was heard by magistrates from Carmarthen. In Mr. Sinclair's absence, the case was dismissed.
Play areas: Clr. Mrs. Cavill stated that this matter had been referred to the appropriate scrutiny committee to look at further. A report would be made at the next full council meeting and a vote and decision taken then.
Bins in the station car park: Clr. Mrs. Cavill reported that she had been concerned about the condition and the re-siting of the recycling bins in the National Park car park at the Station. At her request, the relevant officers were constantly in touch with the firm as to the placing of these so that they took up the minimum of car parking spaces, but at the moment the firm seemed to be ignoring this. Also, the contract being operated in other parts of the county was supplying a much better and newer type of container for papers. The officers, at Clr. Mrs. Cavill's request, were now contacting the firm to see if they intended supplying this type of container. If they havd no success, Clr. Mrs. Cavill would take the matter further.
A further matter arising from the car park was that a larger sign was needed.
Skip on grass verge: It was agreed that a third letter be sent to Mr. Evans, of Fairway, asking for the immediate removal of the skip on the grass verge outside these premises.
CORRESPONDENCE
Licence transfer: Notice of the application for the transfer of the Justices' Licence in respect of The Paddock Inn was received. No objections were raised to this application.
Village road and the bypass: A letter from the residents of Bracken Lea was received. This letter raised the matter of traffic speeding through the village, traffic calmers through the village, and the bypass. As the matters receive regular attention by the council, it was agreed that a letter be sent to Mr. Doyle stating this.
Clr. Mrs. Cavill would continue to press for a 20 mph limit through the village.
Village warden's report: Copies of this were distributed to members.
Policing Priorities 2003/04: Information on this matter was received from Dyfed-Powys Police Authority. The next meeting of the South Pembrokeshire Community Consultative Meeting will take place on Tuesday, October 28, at the De Valence Pavilion, at 7 pm.
Pembrokeshire and District Citizens' Advice Bureau: Clr. Mr. Thomas would represent the council at the AGM.
Hospital Radio Withybush: An acknowledgement was received for the council's donation.
Planning decisions: Extension to existing club facilities plus hotel and serviced lodge development - Trefloyne Golf Club (permission granted); Extension to living room - Shan Shui, Trefloyne Lane (permission granted).
Childline Cymru/Wales: A letter was received requesting financial assistance. It was proposed by Clr. Mr. Thomas, seconded by Clr. Mrs. Cornish and agreed that a donation of £25 be made.
OTHER BUSINESS
Wales in Bloom: Information was to be obtained on this competition.
Penally in Bloom: This would take place on Thursday, July 17.
Ramp onto South Beach - Penally entrance: Clr. Mrs. Cavill would look into this matter again.
Paddock sub-station: A letter was to be sent to the electricity board asking that this be tidied up.
Penally Gazette: Clr. Mr. Thomas asked if anyone had any items for the Penally Gazette to let him have them as soon as possible.
School Lane: Complaints were received about the condition of this lane. This would be repaired to a 'passable' condition. This lane was Pembrokeshire County Council's responsibility to the school boundary. The remainder was privately owned by properties in this location. It was agreed that a replacement sign stating that this was a 'No through road' be obtained.
Penally UR Church: The clerk stated that the three plaques had been removed from the church. Information was awaited from relatives of the Griffiths plaques, but a decision would have to be made regarding the re-siting of the war plaque.
National Park paths walk: These would commence on July 20.
CHEQUERS APPLICATION
A meeting of the council was also called on Friday, May 30, to discuss the application for a Public Entertainment Licence in respect of Chequers, as notified in the Tenby Observer, on Friday, May 24.
It was unanimously agreed to most strongly resist this application on the grounds that it bore only cosmetic changes to the previous application which was refused by Pembrokeshire County Council's licensing committee on December 17, with refusal confirmed on appeal at Tenby magistrates court on May 7.
It was proposed by Clr. Mrs. Darcy, seconded by Clr. Mr. Thomas and unanimously agreed that they write to Pembrokeshire County Council requesting that their licensing committee refuse this new application.
