Pembrokeshire Council consultation on proposals to discontinue Tenby schools opens

A consultation on Pembrokeshire County Council’s proposal to discontinue Tenby VC Primary School and the seaside town’s Ysgol Greenhill secondary school - with a view to establish a new 3-19 Community School for the locality, is underway.

At its meeting on December 12, 2025, Pembrokeshire County Council considered a report of the School Modernisation Working Group which outlined the findings of a review of education provision in the Tenby area. In particular, the review considered the extent of surplus school places in the area, set against a significant decline in the pupil population.

The decision of Council was as follows - that the Director of Education be authorised to commence statutory consultation on establishing a new 3-19 school - split site initially, but as part of future Sustainable Communities for Learning investment to rebuild/extend Greenhill site, or on a new site:

a) with the St David’s Diocese to discontinue Tenby Church in Wales Voluntary Controlled School; and

b) to discontinue Ysgol Greenhill

As part of the statutory process, consideration be given to the value of VC/VA status, the benefits of a 3-19 model and the likely future needs for supporting Secondary Education in the Welsh Medium in South East Pembrokeshire.

In accordance with the School Organisation Code, consultation was conducted with the St David’s diocese before any decision was made to proceed to general consultation. A letter was sent to the St David’s Diocese on March 16 to seek their views on the proposal.

The Diocese’s response was received on April 13 which was considered by the County Council at its meeting on July 16; the decision of Council was as follows:

a) That the response and correspondence received from the St David's Diocese in relation to the Council's proposals for Tenby Church in Wales Voluntary Controlled School be noted.

b) That the Director of Education be authorised to undertake general consultation on the following proposals:

i. Establishing a new 3-19 Community school - split site initially, but as part of future Sustainable Communities for Learning investment to rebuild / extend Greenhill site, or on a new site

ii. to discontinue Tenby Church in Wales VC School

iii. to discontinue Ysgol Greenhill.

Pembrokeshire County Council states that it has a statutory duty to secure sufficient and suitable school places in its area and to determine whether it is making the best use of the resources and facilities to deliver the opportunities that children deserve.

“This consultation document sets out the proposal to establish a new 3-19 community school, split site initially, but as part of future Sustainable Communities for Learning investment to rebuild/extend Greenhill site, or on a new site, with the discontinuation of Tenby Church in Wales Voluntary Controlled (VC) School and Ysgol Greenhill,” stated Steven Richards-Downes, Pembrokeshire Councl’s Director of Education

It offers an opportunity for consultees to put forward any comments, observations or alternative proposals they wish to be considered, as well as explaining why other options considered are not the preferred option.
