A special scheme offering free leisure services membership for unpaid carers in Pembrokeshire is to continue after the backing of senior councillors.
At the November 2 meeting of Pembrokeshire County Council’s Cabinet, members were asked to continue the existing arrangement, known as the Passport to Leisure.
Councillors heard that carers can reapply for further six-month memberships, provided funding remains available and they hold a valid Carers Recognition Card, after an earlier call for permanent membership.
A report by adult social care cabinet member Cllr Alistair Cameron said: “For several years, unpaid carers in Pembrokeshire have been offered access to leisure services as a short break. The Carers Recognition Card, issued by the Adult Carers Service or Young Carers Service, allows them to request a free six-month membership.
“It has historically been known as the Passport to Leisure (P2L) scheme for unpaid carers. The offer has been particularly well received in Pembrokeshire, with feedback from carers showing the value of access to exercise.”
It included feedback such as: “Being able to fit in a swim two or three times a week has given me a much-needed break from looking after mum,” “I am able to have an enjoyable workout which helps my confidence in supporting who I care for,” and “It’s a break that I don’t feel guilty about taking for myself. By improving my physical health, I have also improved my mental resilience and confidence”.
In 2025/26, funding to support unpaid carer Memberships was met through Pembrokeshire County Council Core funding of £20,000, and Regional Integration Funding (RIF) of £20,000, which runs up to 2027, with hopes of an alternative source being secured.
At the end of 2025/26, 2,703 unpaid carers were registered with the Adult Carers Service, also known as Carers Support Pembrokeshire. Of these, 1,544 (57 per cent) held a Carers Recognition Card, alongside 200 young carers eligible from age 13.
“Whilst it is difficult to determine future demand and the number of individuals who may take up a membership, current participation represents a significant level of engagement. This demonstrates both the value of the offer and its reach within Pembrokeshire’s unpaid carer community.”
Members unanimously agreed to continue the current arrangements and funding.
